HMO conversion in Wallington now starts with planning. Sutton's Article 4 Direction removing the permitted change from a dwellinghouse to a house in multiple occupation covers the whole borough and came into force on 22 February 2025, and the borough-wide Additional Licensing Scheme reaches HMOs below the mandatory threshold. We build shared houses and upgrade existing ones to the licence standards the landlord is working to, from room sizes and kitchens to fire doors and alarms.
In Wallington, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Wallington: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning permission for a Wallington HMO after the Article 4
Turning a Wallington family house into a shared house for three to six sharers now needs planning permission. Nationally, Class L permits a change from C3 dwellinghouses to C4 HMOs. Sutton's Article 4 Direction on HMOs was made on 22 February 2024 and confirmed by the Housing, Economy and Business Committee on 26 November 2024. It removes that right across the whole borough, and it came into force on 22 February 2025. A house that was not already in lawful HMO use before then needs an application, so the owner checks the property's planning history first.
An HMO for more than six people is sui generis and has always needed permission. For new large HMOs, Sutton Local Plan Policy 10 also looks along the street: if more than 20% of the properties within 100 metres either side are already HMOs, Sutton treats that as a harmful concentration. The owner or their planning adviser checks the street before any layout is drawn, because a refusal on concentration cannot be designed away inside a Wallington house.
Housing in Wallington
By the valuation list's count, Wallington holds about 7,270 homes, 55% houses and 45% flats; by age, 30% were built before 1919, 28% between the wars and 42% since 1945.
Which licence a Wallington shared house needs
Every HMO in Wallington now needs a licence of some kind. GOV.UK defines a large HMO as one rented to 5 or more people who form more than 1 household, which needs a mandatory licence unless it is a flat in a purpose-built block of three or more flats. Below that threshold, Sutton's Additional Licensing Scheme is fully live across the whole borough, so a three or four person shared house needs a licence too. A resident landlord may have up to 2 lodgers before the home counts as an HMO.
The landlord applies for the licence, and Sutton issues licences for up to five years, with renewals recommended at least 60 days before expiry. GOV.UK says renting out an unlicensed HMO can lead to an unlimited fine, so the building work should finish, and be inspected against the conditions, before the first tenant moves in. We build to the licence standards and hand over the certificates the Wallington application asks for.
Room sizes, kitchens and bathrooms in a Wallington HMO
Sutton's HMO standards decide how many lettable rooms a Wallington house can hold. A bedroom with no cooking needs 10 square metres for one occupant and 15 for two. Those fall to 6.51 and 10.22, the national minimum sizes that licences in England must set, only where the house has a communal lounge or a combined kitchen with dining area, and no room under 4.64 square metres may be slept in. Giving up one room to shared living can therefore make the others legal. No more than two people, living as a couple, may share a room.
Every room needs a floor to ceiling height of at least 2.3m, except existing attic rooms. A shared kitchen serves no more than five people, so a six person house needs a second kitchen or a larger split layout. Each sharer needs a shared bathroom within one floor of their letting. We draw these counts onto the plan before any partition goes up, because a room that misses by a small margin cannot be let in Wallington.
Fire safety, sound and energy in a Wallington shared house
Fire safety in a Wallington HMO follows the LACORS Housing Fire Safety Guidance, which Sutton's Residential Enforcement Team has adopted. In practice that means fire doors with self-closers on bedrooms and kitchens and a protected escape route down the stair to the front door. It also means an interlinked detection and alarm system suited to the size of the house, and emergency lighting where the escape route needs it. Sutton does not accept a building notice for HMOs.
Sharers live on top of each other, so sound between lettings matters for complaints and for keeping tenants. We add insulation and resilient ceilings between rooms and floors where the layout places a bedroom under a kitchen. Energy counts too: since 1 April 2020 landlords cannot let or continue to let a property covered by the MEES Regulations with an EPC below E without a valid exemption. Heating and insulation are specified to clear that in each Wallington house.
- Service holes sealed so each bedroom and the kitchen stay separate fire compartments
- Snagging before the council's licence inspection
- Small HMO conversions for three to six sharers

Working With GS Renovation in Wallington
An HMO conversion is judged twice: by planning, then by the licence inspection. We build to the layout and standards the landlord or their agent has settled, and mark every room size and ceiling height on site before partitions go up. Fire doors, detection and escape routes go in the order the building control inspector needs to see them. A registered electrician certifies the alarm and wiring, and you get one programme for the whole Wallington house.
- Kitchens and bathrooms counted against the council's amenity standard
- Paperwork and certificates handed over for when you sell
- En-suites placed only where a soil stack can serve them

FAQ
Frequently Asked Questions about HMO Conversions Wallington
How much does an HMO conversion cost in Wallington?
Published figures put a light HMO conversion for four to six tenants at £40,000 to £75,000 in construction, and a full conversion with an en-suite to every bedroom at £90,000 to £150,000 (Mayfair Studio, 2026). A Wallington house moves within that range with the fire works, the extra bathrooms and the kitchen size. Planning and licence fees are the landlord's and sit outside our quote.
Does turning a Wallington house into an HMO need planning permission?
Yes. Since 22 February 2025 a borough-wide Article 4 Direction in Sutton has withdrawn the right to change a dwellinghouse to a small HMO without an application. Nationally, Class L would otherwise permit a change from C3 to C4. An HMO for more than six people is sui generis and always needed permission.
How big must bedrooms be in a Wallington HMO?
A bedroom without cooking needs 10 square metres for a single tenant and 15 for a couple under Sutton's standards. With a shared lounge or kitchen-diner in the house, those minimums drop to 6.51 and 10.22. No more than two people, living as a couple, may share a room.
Does a small shared house in Wallington need an HMO licence?
Yes. Sutton's Additional Licensing Scheme runs borough-wide, so a shared house with fewer than five tenants, below the mandatory threshold, still needs a licence. The landlord applies for it. GOV.UK warns that letting an HMO without the licence it needs can bring an unlimited fine.
Can a Wallington homeowner take in lodgers without creating an HMO?
Up to a point. Sutton says a resident landlord may have up to 2 lodgers before the property is legally classed as an HMO. A third lodger changes the position, and the licensing and fire standards for a shared house then apply to the home.
How many sharers can use one kitchen in a Wallington HMO?
No more than five, under Sutton's HMO standards. A house for six or more sharers therefore needs a second kitchen, or kitchen facilities split between floors. Each sharer also needs a shared bathroom within one floor of their room, which fixes where the bathrooms can go before the layout is drawn.
Which fire safety guidance applies to a Wallington HMO?
Sutton's Residential Enforcement Team has adopted the LACORS Housing Fire Safety Guidance for HMOs. It sets the fire doors, detection and alarm system and protected escape route expected for the size and layout of the house. We build to the standard your licence conditions and approved drawings set.
Can one Wallington house be split into two separate HMOs?
Not under permitted development. Class L does not permit a building previously used as a single dwellinghouse to be used as two or more separate C4 HMOs, and in Sutton the Article 4 Direction removes the small HMO change anyway. Any such scheme needs a full planning application from the owner.
Can attic rooms be used as bedrooms in a shared house?
Existing attic rooms are the one exception to the minimum ceiling height in Sutton's HMO standards, which otherwise require at least 2.3m in all rooms. The room still has to meet the floor area and fire escape standards, so check its usable size and the escape route before counting it as a letting.
