A flat conversion in Epsom is judged as new housing. Splitting a house into self-contained flats always needs planning permission, and Policy DM 12 requires all new housing, including conversions, to meet internal and external space standards. The houses that suit it are the larger ones: the Victorian and Edwardian villas among Epsom's interwar and post-war suburbs. Once consent is in place, the building work is about fire separation, sound insulation, drainage and separate services for each new flat.
For Epsom, converting a house into two or three flats is published at £50,000 to £120,000 including professional and council fees, and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone, which is the part a builder prices (Architectural Drawings and Mayfair Studio, 2026); a Surrey price follows a site visit. GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Epsom: we build the conversion to the approved drawings, building control inspects the fire and sound separation, and a registered electrician certifies each flat's electrics.

Which Epsom houses are worth converting into flats
The larger older houses are the natural candidates in Epsom. VOA figures record 550 of the 4,010 Epsom Town dwellings with a known build period, and 510 of the 4,310 in Epsom North, as built before 1900. It is the villas among them, with their tall rooms and deep plans, that divide into self-contained flats without cramping every room. An interwar semi is a harder case, since the floor areas left after a new stair and lobby tend to fall short of what each flat needs.
Scale changes the brief. Splitting a house into flats is a material change of use needing planning permission, which the owner or their designer applies for. Policy DM 22 requires residential proposals of four or more units to include at least 25% homes of three bedrooms or more. So a villa split into four flats in Epsom cannot simply be four studios; one of them at least needs three bedrooms, which is often the ground floor with the garden.
Housing in Epsom
The Council Tax list puts Epsom at about 16,290 homes, 35% flats against 65% houses; 15% went up before 1919, 23% between the wars and 60% after 1945. The side of a semi in Epsom is where a separate entrance for the upper flat is most often placed, and 22% of homes here are semi-detached.
Space standards and outdoor space for Epsom conversions
Every flat in an Epsom conversion has to meet the national floor area rules. Policy DM 12 states that new housing must comply with the Nationally Described Space Standard technical requirements, and it applies to conversions as well as new build. The Development Management Policies add that conversions must meet the same standards as new development, with the onus on the applicant to justify any shortfall. A converted room that is a few centimetres short is therefore a design problem to solve at drawing stage, not on site.
Outdoor space is set out too. For flats the council seeks a minimum of 5 square metres of private outdoor space for 1-2 person dwellings plus 1 square metre for each additional occupant. In an Epsom villa that usually means dividing the rear garden between the lower flats and finding a terrace for the upper ones where planning allows. We build the fences, gates and paths to the approved plan, and any bin and cycle stores the consent requires.
Fire and sound between the new flats in an Epsom villa
The Building Regulations treat each new flat as a separate dwelling, so Parts B and E govern the floors and walls between them. In an old Epsom villa the separating floor usually means a new fire-resisting ceiling below, mineral wool between the joists and a resilient layer above before the new floor goes down. The shared stair becomes a protected escape route with fire doors and self closers, and each flat gets its own interlinked smoke alarms.
Sound is proven by test, not by drawing. Before completion the separating floors and walls are sound tested, and a failed test means taking finishes off to put things right. So we detail the junctions where sound escapes, such as the joist ends at the party walls, the service boxing and the skirtings, and check them before boarding. Building control, managed for Epsom and Ewell by Elmbridge Building Control Services Ltd since 1 April 2023, inspects the separation before it is covered.
Drains, meters and addresses for new Epsom flats
Each extra kitchen and bathroom in an Epsom conversion needs a route to the drain. Thames Water is the sewerage undertaker for the borough and is responsible for the main sewer and the lateral drains leading to it, while drains serving one property only are the owner's responsibility. Once a house becomes several flats the private drain serves them all, so we survey it early, often by camera, and add or relocate stacks before the new layout is fixed.
Each flat also needs its own services and identity. Separate electricity meters, a separate gas supply or electric heating, and a water arrangement are applied for by the owner and installed in the order the utilities require. New flat addresses come through the council's street naming and numbering process. Where work cuts into or builds on a party wall with the Epsom house next door, the owner serves notice under the Party Wall Act, and that work proceeds on the neighbour's written consent or a surveyor's award.

FAQ
Frequently Asked Questions about Flat Conversions Epsom
How much does it cost to convert a house into flats in Epsom?
Published London figures put converting a house into two or three flats at £50,000 to £120,000 including professional and council fees (Architectural Drawings, 2026), and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone (Mayfair Studio, 2026). A Epsom scheme moves with the number of flats, the separating floors and the new services. Design, planning and building control fees sit outside our building quote.
Do flat conversions in Epsom have to meet space standards?
Yes. Policy DM 12 requires all new housing, including conversions, to comply with external and internal space standards, and it names the Nationally Described Space Standard. A conversion is held to the same standards as new development, and the applicant has to justify any shortfall. The designer checks each flat's area before the application goes in.
How much outdoor space does each flat need in an Epsom conversion?
A minimum of 5 square metres of private outdoor space for 1-2 person dwellings, plus 1 square metre for each additional occupant. That is what the council seeks for flats. In a converted house the garden is usually divided so the lower flats get their share, and the upper flats need a terrace where the scheme allows one.
Does converting an Epsom house into four flats affect the mix of flat sizes?
Yes. Policy DM 22 requires residential proposals of four or more units to include at least 25% homes of three bedrooms or more. A four flat scheme therefore needs at least one family sized unit, which is usually the ground floor flat with the garden. The designer settles the mix before the stair and walls are placed.
Does a flat conversion in Epsom trigger the Community Infrastructure Levy?
It can. In Epsom and Ewell, liability for the levy is triggered by any development creating an additional dwelling, whatever its size, as well as by 100 square metres or more of gross internal area. Floor space in an existing building in lawful use can often be offset, but the forms still matter. The owner or their agent deals with the council before anything begins on site.
Do the floors between converted flats have to pass a sound test?
Yes. Part E of the Building Regulations sets sound insulation standards between dwellings, and a conversion is normally tested before completion. A pass depends on the detailing at the edges as much as on the insulation itself. We check the junctions before boarding so the test is passed first time rather than after finishes come off.
Who inspects a flat conversion in Epsom for building regulations?
Elmbridge Building Control Services Ltd, unless the owner appoints a registered building control approver instead. Since 1 April 2023 EBCS has managed the building control service for Epsom and Ewell, and the council directs inspection and application queries to them. We book each inspection, especially the fire and sound separation before it is covered.
Who looks after the drains when an Epsom house becomes flats?
The owner, up to the point the drain joins the public system. Thames Water is responsible for the main sewer in the road and the lateral drains leading to it, and drains serving one property only are the owner's responsibility. We survey the private drain before the new kitchens and bathrooms are placed.
Can a converted Epsom villa be turned back into a single house?
Yes, and the building work is often simpler than the original conversion. The extra kitchens come out, the stair enclosure can open up, and the suppliers merge the separate meters. Merging dwellings can amount to a material change of use, so the owner or their designer confirms the planning position with the council first. We then build to the approved layout.
