HMO Conversions Esher

House to HMO conversions and licence upgrades in Esher, fire doors, detection and shared amenities built to the council's licence standards.

An HMO conversion in Esher turns a family house into a shared house let by the room, or brings an existing HMO up to licence standard. Elmbridge defines an HMO as a property let to at least 3 unrelated tenants forming more than 1 household who share facilities. No Article 4 direction covers any part of Esher, but Elmbridge says it is not promoting additional HMOs. Its HMO guidance then sets kitchen, bathroom, room and fire standards that decide how many people a house can take.

For Esher, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (Mayfair Studio and LetCompliance, 2026); a Surrey price follows a site visit. GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Esher: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning an HMO in Esher with no Article 4 direction

Elmbridge lists only two Article 4 directions, on land off Woodlands Lane and off Pointers Road, both in Cobham, and none covers any part of Esher. So changing an Esher family house from Class C3 to a small HMO in Class C4, for 3 to 6 unrelated people, remains permitted development, unless a planning condition on the house has removed that right. It is worth checking the planning history before buying for this purpose.

An HMO for 7 or more people is sui generis and needs planning permission, and Elmbridge says it is not promoting the creation of additional HMOs. Its Policy DM10 does name HMOs as low cost housing it values and will resist their loss, which matters later if you ever want the house back as flats or a family home. The landlord or their agent makes any application, and we build the layout it approves in Esher.

Housing in Esher

Roughly 3,110 dwellings sit on the valuation list for Esher. 74% are houses and 26% flats, and by age 20% predate 1919, 18% are interwar and 60% post-war.

HMO licensing for a shared house in Esher

In Elmbridge all HMOs occupied by 5 or more people not living as a single household but sharing facilities must be licensed. This is the national mandatory licence, for 5 or more people in 2 or more households, and an Elmbridge licence runs for 5 years. The landlord applies, not the builder, and the application should be ready for when the works finish. A smaller Esher HMO below that threshold still has to meet the housing standards, and Elmbridge carries out routine inspections of all known HMOs in the borough.

Mandatory licensing does not reach a flat in a purpose-built block of three or more self-contained flats; where such a flat is shared, it is the council's additional scheme, if any, that applies.

Operating an unlicensed HMO in Elmbridge can lead to prosecution, a civil penalty, a Rent Repayment Order or an unlimited fine, so no tenant should move in before the house meets the licence conditions. The national licence conditions set sleeping rooms of at least 6.51 square metres for one person over 10 and 10.22 for two people over 10, and no room under 4.64 square metres may be slept in, which fixes the room count early. We build to the licence standards and pass you the certificates, test results and measured room schedule the application and the Esher inspection will ask for.

Kitchens, bathrooms and rooms in an Esher HMO

Elmbridge's HMO guidance generally expects one set of kitchen facilities per 5 occupants, a shared kitchen of at least 7 square metres for 5 people, and a six-person kitchen may need 10 square metres plus a communal room. In an Esher house that often decides whether the dining room is knocked into the kitchen or a second kitchen is added upstairs, with its own extract and drainage. Fitting it early avoids reopening finished rooms.

Bathrooms follow the same logic. The guidance expects at least one bathroom per 5 occupants, and two bathrooms for 6 to 10 occupants with one WC separate. No room should be occupied by more than 2 persons. Those ratios decide where extra bathrooms go and how the new soil stacks, waste runs and hot water are routed through an Esher house without cutting into joists that carry the floors. We plan those routes before anything is opened up.

Fire safety, escape windows and energy in an Esher HMO

Elmbridge's HMO guidance says the structure between units of accommodation should give at least 30 minutes' fire protection. In an older Esher house that means new ceilings under timber floors, fire doors with self-closers to each bedroom, an interlinked alarm and detection system, and a protected stair as the escape route. We follow Part B of the Building Regulations, Elmbridge's fire standards and the LACORS housing fire safety guidance, and fire stop every service opening.

Where escape windows are needed in an Elmbridge HMO, each bedroom should have an opening window with a clear space of 450 x 450 mm, no more than 1.1m above the floor. Sound insulation between lettings reduces complaints, and the let must reach at least EPC band E under the Minimum Energy Efficiency Standards, for existing tenancies as well as new ones, which Elmbridge can enforce with a compliance notice. Elmbridge also reminds landlords to have the fixed electrical installation tested at least every five years.

FAQ

Frequently Asked Questions about HMO Conversions Esher

How much does an HMO conversion cost in Esher?

Published figures put a light HMO conversion for four to six tenants at £40,000 to £75,000 in construction, and a full conversion with an en-suite to every bedroom at £90,000 to £150,000 (Mayfair Studio, 2026). A Esher house moves within that range with the fire works, the extra bathrooms and the kitchen size. Planning and licence fees are the landlord's and sit outside our quote.

Is there an HMO Article 4 direction in Esher?

No. Elmbridge's only Article 4 directions cover two pieces of land in Cobham, and none covers any part of Esher. A family house can therefore become a small HMO in Class C4 under permitted development, unless a planning condition has removed that right. A larger HMO is sui generis and needs planning permission, and the council's guidance on HMO amenities applies either way.

When does an HMO in Esher need a licence?

In Elmbridge, every HMO occupied by 5 or more people who do not live as a single household but share facilities must be licensed. A licence runs for 5 years, and the landlord applies, not the builder. Operating without one can lead to prosecution, a civil penalty or a Rent Repayment Order, so the works should be finished to standard before tenants move in.

How big must a shared kitchen be in an Esher HMO?

At least 7 square metres for 5 people, under Elmbridge's HMO guidance, and a kitchen for six may need 10 square metres plus a communal room. The guidance generally expects one set of kitchen facilities per 5 occupants. Those sizes often decide whether walls come down to enlarge the kitchen or a second kitchen goes in upstairs.

How many bathrooms does an Esher HMO for six people need?

Two. Elmbridge's HMO guidance expects at least one bathroom per 5 occupants, and two bathrooms where there are 6 to 10 occupants, with one WC separate. Adding a second bathroom usually means a new soil stack or a macerator, so its position is fixed early with the drainage and the joist layout in mind.

Will Elmbridge inspect an Esher HMO after the building work?

Yes. Elmbridge carries out routine inspections of all known HMOs in the borough. That means the fire doors, alarms, escape routes, kitchens and bathrooms will be checked by the housing team as well as by building control. We finish to the approved drawings and pass you the records of what was fitted, which helps at that inspection.

What fire protection does an HMO in Esher need between rooms?

Elmbridge's HMO guidance says the structure separating one unit of accommodation from another should give at least 30 minutes' fire protection, in brick, block or stud and plasterboard. Add fire doors with closers, interlinked detection and a protected escape route. LACORS guidance is the recognised reference, and building control checks the Part B work.

Can two people share a bedroom in an HMO?

Yes, up to two. Elmbridge's HMO guidance says no room should be occupied by more than 2 persons. A double room must also be at least 10.22 square metres, the national minimum for two people over 10 and a mandatory licence condition, against 6.51 for one. That size test, not the number of beds that fit, decides how many people the licence allows in each room.

Can an existing HMO be turned back into a family house?

It can, but check planning first. Elmbridge says it is not promoting additional HMOs but will resist their loss, and its Policy DM10 values HMOs as low cost housing. The owner's agent would need to justify the change. The building work itself is mostly removal: surplus kitchens, fire doors where no longer needed and extra bathrooms.
