A whole house renovation in Epsom meets the borough's heritage controls more readily than owners expect, including on estates built in the 20th century. Epsom and Ewell has designated 21 conservation areas and has eleven heritage Article 4 directions in force. That is the scale of the control. The conservation areas run from Chalk Lane, Church Street and Epsom Town Centre to Woodcote, Worple Road, College Road, Burgh Heath Road, Stamford Green, the Downs Road Estate and the five Hospital Cluster areas. Eleven heritage Article 4 directions are in force alongside them. Those cover Burgh Heath Road, Church Street, College Road, the Downs Road Estate, Ewell Village, Higher Green and Longdown Lane North, Lintons Lane, Pikes Hill, Stamford Green, The Green and Ewell Downs Road, and Worple Road.
The dates show how settled these controls are. Designation runs from Chalk Lane on 31 July 1973 and Church Street on 12 June 1973, through Woodcote on 16 April 1982 and Stamford Green on 13 June 1982. College Road, Burgh Heath Road and Pikes Hill followed on 16 December 1987. Six of the Article 4 directions were confirmed in law in July 2014, Pikes Hill in 2012, and the remaining four in September 2014.
It was a Wates development. The Downs Road Estate was built by Wates Ltd to designs by their in house architect Kenneth Bland RIBA, with Derek Lovejoy and Partners as landscape designers. It ran to more than 110 houses and was not completely finished until 1963. There are four house types: gabled Dormy houses of one and a half storeys, detached two storey houses, the same type arranged in pairs or groups of three, and Mansard houses on the south side of Walnut Close and facing Treadwell Road.
Ownership there carries a third layer. Wates attached covenants to the deeds of each house to preserve the quality and character of the estate, so an owner can face a private covenant, an Article 4(2) direction and conservation area control at the same time. A renovation scheme has to satisfy all three, and the covenant is the one the council does not hold. We plan the work around the consents rather than the other way round.
On the Downs Road Estate the material is named for you. The council's advisory notes to residents state that clay pantile is the traditional roofing material there, and that it must be preserved or replicated if roofing works are required. On rooflights, those notes say applications for new ones on front roof slopes "will generally be refused". A budget drawn up around concrete tiles and a front rooflight is a budget built on the wrong assumption.
Roof work also raises an ecology requirement. Epsom and Ewell requires a Phase 1 Bat Survey where development will alter an unaltered roof, hanging tiles or under eaves, which catches the tile hung elevations found on estates such as Downs Road. Bat surveys are seasonal, so this is a programme question as much as a paperwork one. We would rather raise it at the first survey than in the week the scaffold is due.
Three adopted documents and one new neighbourhood plan. The Epsom and Ewell development plan is made up of the Core Strategy adopted in 2007, Plan E adopted in 2011, and the Development Management Policies document adopted in 2015. The Stoneleigh and Auriol Neighbourhood Plan, made in March 2026, also now forms part of the development plan, and a new Local Plan covering 2022 to 2040 is in preparation.
The validation list is separate, and more recent. Epsom and Ewell's Local Requirements List was adopted by the council's Licensing and Planning Policy Committee on 11 July 2024, replacing a list dated April 2015, after consultation from 25 April to 26 May 2024. Advice written against the old list predates the current requirements. The council also holds a database of more than 300 potentially contaminated sites in the borough, and says none of these are currently believed to be contaminated land as formally defined.

Parts of it will. New or altered drainage, new electrical circuits, replacement windows, changes to ventilation, insulation work and any new opening are Building Regulations work whatever the layout does. Three parties, and each answers a different question. Four of the Epsom hospital cluster conservation areas were designated in December 1993, and West Park was designated in March 1997 and substantially extended in December 2003, so the council controls what changes outside. Building control covers the work itself. Your freeholder or managing agent controls what the lease allows. We settle all three before a programme is fixed.

Epsom and Ewell's own Stamford Green appraisal records that the greater part of Epsom Common sits on London Clay and medium clay loams, soils it says cause waterlogging in winter and very dried out conditions in summer. The British Geological Survey maps the same clay under Stamford Green, Worple Road and Horton. Drainage runs, a patio, a garden room base and any new foundation are designed for ground that moves.
