Steel beams are a named building control inspection stage in Epsom
Steel beams are named in the council's own list. Epsom and Ewell lists fourteen notifiable building control inspection stages, and one of them is the main structural element whose failure would be significant, with floor timbers, roof timbers and steel beams given as the examples. The list starts at commencement and runs through excavations for foundation, foundation concrete, damp proof course, material oversite, concrete oversite, drain when laid and drains when tested. It closes with fire safety work, work affecting access and facilities for disabled people, specific areas of unusual design or complexity, occupation prior to completion, and completion.
That stage decides the programme. A beam boarded, plastered and painted before anyone has looked at it is a beam that may have to be opened up again. We leave the steel, its bearings and its padstones exposed until the inspection has happened, then close up. Fire protection goes onto the steel before sign off rather than after it.
Who to call to book an Epsom inspection, and the number that is out of date
Elmbridge Building Control Services Ltd, on 01372 303145. Since 1 April 2023 the building control service for Epsom and Ewell has been managed by that company. The council directs queries about site inspections, new and existing applications, and any structural details associated with building works to it. The council's own building work inspections page still says to book by phoning 01372 732000. That is the council switchboard, and the page has not been updated for the transfer of the service.
The same page says the council will try to inspect on the day requested, but cannot guarantee it because of the volume of inspections carried out. We treat the visit as something to be booked around rather than assumed. We coordinate the application and the inspections as part of the job, so you are not the one chasing a date while props are standing in your living room.

Two areas of the town show what a beam is landing on. In Epsom North, Valuation Office Agency figures for 31 March 2025 record 1,270 of 4,310 dwellings with a known build period as built between 1930 and 1939, with a further 510 built before 1900. In Epsom Downs and Common, the same dataset records 930 of 3,500 as built between 1930 and 1939, and 510 as built between 1955 and 1964.
Those are different building methods sharing one town. A pre 1900 wall, an interwar wall and a late 1950s wall each carry load in their own way, and each offers a different bearing for a new steel. The engineer we appoint opens up the bearing, establishes what the wall carries and specifies the padstone or the pier. We build to that rather than to a standard detail, and we rebuild the bearing in engineering brick or concrete where the existing masonry will not take a concentrated point load.
