Converting a house into flats in Brixton starts from a small pool. Only 20% of homes here are houses, and 80% are already flats, some of them in period villas divided long ago. The houses left are mostly Victorian terraces, and Lambeth protects smaller family houses from being split. We build self-contained flat conversions to the planning consent and the building regulations, with fire separation and sound insulation built and tested, and we also put tired conversions back together as single houses.
In Brixton, converting a house into two or three flats is published at £50,000 to £120,000 including professional and council fees, and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone, which is the part a builder prices (indicative London ranges, Architectural Drawings and Mayfair Studio, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Brixton: we build the conversion to the approved drawings, building control inspects the fire and sound separation, and a registered electrician certifies each flat's electrics.

Which Brixton houses Lambeth lets you convert into flats
Size decides first. Dividing a house into flats needs planning permission, and Lambeth Local Plan Policy H6 protects family dwellings of less than 130m2, as originally constructed, from conversion into flats. For a Brixton terrace that measure is the original house, before any later extension, so a two storey terrace with a big rear addition may still fall below the line. Your designer should measure the original floor area, using old plans or the building's fabric, before anyone draws a layout.
Where a Brixton house is big enough, Policy H6 asks for a mix of unit sizes, including a family-sized home at ground floor with direct access to the rear garden where practicable. Where a Controlled Parking Zone is in place, no extra parking permits go to occupiers of the new units. That shapes the scheme: a garden flat with bedrooms at the back, smaller flats above, and a cycle store rather than a promise of on-street parking.
Housing in Brixton
Of the 21,700 homes the valuation list records in Brixton, 47% were built before 1919, 8% between the wars and 44% since 1945; 80% are flats and 20% are houses. Since most homes here are flats, a flat in Brixton can be split or combined only with the freeholder's consent, and changing the number of homes usually needs planning permission as well.
Space standards for new flats in a Brixton villa
Every new flat in a Brixton conversion has to meet London's minimum space standards. Lambeth Policy H5 expects conversions to meet the private internal space standards in London Plan Policy D6, and the London Plan table counts conversions as new dwellings. A single bedroom must be at least 7.5 square metres and 2.15m wide, and a double or twin bedroom at least 11.5 square metres. Those minimums apply to the room itself, not the flat as a whole.
Ceiling height is the trap in older Brixton houses. Policy D6 sets a minimum floor to ceiling height of 2.5m for at least 75 per cent of each dwelling's Gross Internal Area. Victorian ground and first floors often clear that, but top floors under the roof and back additions with lower ceilings may not. We check the measured survey against the standards before we price, because a flat that falls short puts the planning application at risk.
Fire and sound between the flats of a Brixton conversion
The floors and party walls are where a Brixton conversion is won or lost. Approved Document E sets the sound insulation for flats formed by a material change of use at 43 dB airborne for walls, floors and stairs, and 64 dB maximum impact for floors and stairs. Old timber joists and lath ceilings fall well short of that, so the build-up needs a new independent ceiling, acoustic insulation and a resilient layer above.
Part B brings the fire separation. Each Brixton flat becomes its own fire compartment, with fire-resisting floors, sealed service penetrations, fire doors onto the common stair and a protected escape route. We build these layers as a sequence the building control surveyor can inspect before the ceilings close, and we arrange pre-completion sound testing so the certificate is not held up at the end of the job. Meters, mains and consumer units are split per flat at the same stage.
Party walls, addresses and reversing a Brixton conversion
A conversion changes how a Brixton house meets its neighbours and the street. Where new steel, a flue or a sound wall is cut into a party wall, the Party Wall Act applies. Lambeth's building work guidance treats that as a civil legal matter between you and your neighbour, with no role for Lambeth. You as the building owner serve the notices, at least two months ahead for a party structure notice, and the work proceeds on written consent or a surveyor's award. Each new flat also needs its own postal address through street naming and numbering, and its own gas, electricity and water supplies.
Some Brixton buildings go the other way. An awkward older split with cramped flats can make more sense as one house again, especially where the original building is a period villa. Reversing a conversion removes kitchens, reinstates a single staircase and takes out redundant fire doors and meters. That needs planning advice first, because it reduces the number of homes, and we then build it to your designer's drawings and the approved scheme.
- Decoration, flooring and making good throughout, ready to let or sell
- Splitting a large flat in two, or joining two flats into one
- Separate gas, electricity and water supplies for each flat

The GS Renovation Difference in Brixton
A conversion has two tests at the end: planning and building control, and the buyers or tenants who will live with the floors. We build to your consent and drawings, sequence the fire and sound layers so each can be inspected before it is covered, and book the sound testing in time for completion. The founder brings more than thirty years of hands-on work to the survey and the price. You get a written programme and one team from the strip-out to separate flat entrances, meters and certificates.
- Every flat checked against the space standard before the layout is priced
- Waste cleared as we go, not left piled up outside
- Wet rooms stacked floor over floor to keep the drainage simple

FAQ
Frequently Asked Questions about Flat Conversions Brixton
Why do flat conversion quotes in Brixton vary?
Because the scope differs. One includes separating floors built to pass the sound test, a protected stair, separate meters and fire stopping; another prices them as extras. The England-wide guide of £40,000 to £80,000 in construction for a straightforward two-flat split (Mayfair Studio, 2026) is a starting point. Compare Brixton quotes against the approved drawings.
Can any Brixton house be converted into flats?
No. Lambeth Local Plan Policy H6 protects family dwellings of less than 130m2, as originally constructed, from conversion into flats. A Brixton terrace below that size as built is protected as a family home. Larger houses can be converted if the scheme meets the other tests in the policy, including a family-sized flat at ground floor with the garden where practicable, and gets planning permission.
Does a Brixton flat conversion need its own front door?
Usually not. Lambeth's Design Guide says house to flat conversions should keep the appearance of a single family dwelling by not adding extra entrance doors. The usual answer is one front door into a shared hall, with each flat's own door off the hall or the stair. That hall then becomes the protected escape route, so it needs fire doors and a fire-rated ceiling.
Will new flats in Brixton get parking permits?
Not where a Controlled Parking Zone is in place. Under Policy H6, no additional car parking permits are issued to occupiers of the extra units created by a conversion in a CPZ. Plan for cycle storage and bin storage in the front garden or hall instead, and show them on the planning drawings, since the new flats cannot rely on a street permit.
Do new flats in a Brixton conversion need sound testing?
Yes. Flats formed by a material change of use must meet Approved Document E, which sets 43 dB airborne sound insulation for walls, floors and stairs and a maximum of 64 dB impact sound for floors and stairs. Pre-completion testing shows whether the separating floors and walls achieve that. We book the tester for when the floors are finished but before decoration, so any remedial work is small.
Does Lambeth get involved in party wall matters on a Brixton conversion?
No. Lambeth's building work guidance says Party Wall Act requirements are a civil legal matter between you and your neighbour, and Lambeth has no role in administering the Act. You as the building owner serve the notices, usually through a party wall surveyor, before work on the party wall starts. We give your surveyor the engineer's drawings and our method statement for the party wall work they need to describe.
Is the national space standard part of building regulations?
No. GOV.UK says the Nationally Described Space Standard is not a building regulation and sits solely within the planning system. For a London conversion the standard that matters is London Plan Policy D6, which the planning officer checks when the application is decided. Building control checks fire, sound and structure instead, so a scheme has to satisfy both.
How much outdoor space does a new flat need?
At least 5 square metres of private outdoor space for a 1 to 2 person flat, plus 1 square metre for each additional occupant, where the borough plan sets no higher standard. In a converted terrace that usually means the garden for the ground floor flat and a small terrace or balcony above, which in turn affects the rear elevation and the planning drawings.
Should every new flat have windows on two sides?
Where possible. London Plan Policy D6 says housing should maximise dual aspect dwellings and normally avoid single aspect ones. In a terrace split floor by floor, each flat runs front to back and gets both aspects naturally. Splitting a floor into a front flat and a back flat creates single aspect units, which is harder to justify.
