HMO Conversions Brixton

House to HMO conversions and licence upgrades in Brixton, fire doors, detection and shared amenities built to the council's licence standards.

An HMO conversion in Brixton turns a family house into a shared house, or brings an existing one up to Lambeth's licensing standards. Houses are only 20% of the homes here, and Lambeth's additional HMO licensing scheme is borough-wide, so a let to three or more sharers needs a licence. We build the bedrooms, kitchens, bathrooms, fire doors and alarm system to the licence conditions and the planning position your adviser confirms, so the house is ready for inspection before the first tenant moves in.

In Brixton, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Brixton: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning a Brixton HMO: Class L, Article 4 and seven sharers

Planning comes before layout for a Brixton HMO. Class L of the General Permitted Development Order lets a C3 house become a C4 HMO for three to six people as permitted development, but an Article 4 direction can remove that right. The London Plan asks boroughs weighing such directions to consider the strategic and local importance of HMOs. Ask Lambeth, or have your adviser ask, whether a direction covers the address before you buy on that basis.

Seven or more sharers is a different use. Lambeth says renting an HMO to seven or more people needs planning permission for a change of use, because a large HMO is sui generis. Its Local Plan Policy H9 then supports new HMOs only where, among other tests, they do not cause the loss of family housing as Policy H6 defines it. Class L also stops one Brixton house being used as two separate C4 HMOs, so a split into two shared flats needs permission too.

Housing in Brixton

Brixton has about 21,700 homes on the Council Tax list: 47% pre-1919, 8% interwar and 44% post-war, with flats making up 80% and houses 20%.

Lambeth's HMO licensing on a Brixton shared house

Licensing reaches further than planning in Brixton. GOV.UK defines a large HMO as one rented to 5 or more people forming more than 1 household, which needs a mandatory licence. Lambeth's additional HMO licensing scheme then covers any property occupied by three or more individuals not captured by mandatory HMO licensing, across the whole borough. So a three-person house share on a Brixton terrace is licensable, even where it needs no planning permission.

One exception matters here: a flat in a purpose-built block of three or more self-contained flats falls outside mandatory licensing, although a council's additional scheme can still cover it.

If the building is listed, the works themselves are a separate question: anything that affects its character, inside or out, needs listed building consent from Lambeth Council, and carrying it out without consent is a criminal offence.

The landlord applies for the licence, not the builder, and Lambeth charges its HMO licence fee per habitable room, which is worth knowing when you decide how many rooms to create. GOV.UK says renting out an unlicensed HMO can lead to an unlimited fine. We work from the licence conditions, or the draft conditions your adviser expects, and build each room, kitchen and bathroom to them so the inspection finds nothing to add.

Room sizes, kitchens and bathrooms in a Brixton HMO

An HMO is a home where at least three people who are not one household share facilities such as the bathroom and kitchen, and the sharing is what the standards govern. Under a mandatory licence each Brixton bedroom has to meet the national minimums set as licence conditions since 2018: 6.51 square metres for one adult, 10.22 for two, and no sleeping room under 4.64. An additional licence carries Lambeth's own conditions. We measure the existing rooms on the survey before anyone promises a room count.

The shared rooms need as much planning as the bedrooms. The council's amenity standards set how many sinks, cookers, WCs and bathrooms a house needs for the number of occupants, and your licensing adviser confirms what applies to your Brixton address. Getting enough bathrooms into a Victorian terrace often means a shower room on the half landing or in a former box room, which brings drainage and ventilation into the programme early.

Fire safety and older conversions in Brixton

Fire safety is the heart of an HMO conversion in Brixton. The recognised guide is the LACORS housing fire safety guidance, read with Part B of the building regulations and the council's own HMO fire standards. In a typical shared terrace that means a protected escape route down the stair and fire doors to each bedroom and the kitchen, with self-closers where the guidance calls for them. It also means an interlinked fire detection and alarm system, and fire stopping where services pass through floors. We fit each layer and keep the certificates for the licence file.

Some Brixton buildings are HMOs without anyone sharing a kitchen. Lambeth says buildings converted entirely into self-contained flats that do not conform to the 1991 Building Regulations may require licensing if less than two thirds of the flats are owner occupied. For a freeholder of an older conversion, the practical answer is upgrading the fire separation and sound insulation between the flats while some are empty, which we sequence flat by flat.

FAQ

Frequently Asked Questions about HMO Conversions Brixton

Why do HMO conversion quotes in Brixton vary?

Because they rarely build to the same standard. One includes fire doors, interlinked detection, and bathrooms and a kitchen sized to the council's amenity standards; another prices a lower specification that may fail inspection. The published figure of £40,000 to £75,000 for a light conversion (Mayfair Studio, 2026) is a starting point. Compare Brixton quotes against the licence standards.

Does a Brixton house let to sharers need an HMO licence?

Yes, if three or more people live there who are not one household. Lambeth's additional HMO licensing scheme is borough-wide and applies to any property occupied by three or more individuals not captured by mandatory HMO licensing. GOV.UK says renting an unlicensed HMO can lead to an unlimited fine. The landlord applies for the licence; we build to the standards it sets.

Can a Brixton family house become a small HMO without planning permission?

Yes, unless an Article 4 direction covers the address. Nationally, Class L makes a change from a C3 house to a C4 HMO for three to six people permitted development, unless an Article 4 direction removes that right, so ask Lambeth whether one covers the address. Renting to seven or more people is sui generis and needs planning permission for a change of use, and then Policy H9 resists HMOs that result in the loss of family housing. The HMO licence is a separate requirement either way.

Does an older converted Brixton building need an HMO licence?

It can, even with no shared kitchens. Lambeth says buildings converted entirely into self-contained flats that do not conform to the 1991 Building Regulations may require licensing if less than two thirds of the flats are owner occupied. Freeholders of older conversions should check this. Bringing the fire separation and sound insulation up to at least the 1991 standard is building work we can plan around vacant flats.

How is Lambeth's HMO licence fee worked out for a Brixton house?

Per habitable room. Lambeth charges its HMO licence fee per habitable room, for new applications and for renewals. That means each extra bedroom or living room you create adds to the fee as well as the rent. The landlord pays and applies. We can give you the room count from the survey drawings so the fee and the layout are decided together.

Can one Brixton house be split into two small HMOs without permission?

No. Class L does not permit a building previously used as a single C3 dwellinghouse to be used as two or more separate C4 HMOs. Splitting a large Brixton house into two shared units needs a planning application, and Lambeth's family housing policies apply to it. Take planning advice before drawing the layout, because it changes where kitchens, stairs and fire separation go.

What bedroom sizes does an HMO licence require?

The national minimum room sizes, which have been mandatory licence conditions in England since 2018. A room slept in by one adult must be at least 6.51 square metres, a room for two adults at least 10.22, and no room under 4.64 square metres can be used for sleeping at all. Lambeth's own conditions can ask for more, so we check each room on the survey drawings before the layout is fixed.

Does a Brixton HMO need a minimum EPC rating?

Yes, the same as any private let. Since 1 April 2018 private landlords may not let domestic properties on new tenancies if the EPC rating is F or G unless an exemption applies, and since 1 April 2020 that covers existing tenancies too. An HMO conversion is the right moment to improve insulation, glazing and heating while rooms are stripped.

What fire safety does a shared house need?

A protected route out, doors that hold back fire, and early warning. For a typical two or three storey shared house that means fire doors with self-closers onto the stair, an interlinked mains-powered alarm with detectors in the escape route and the kitchen, and fire-resisting construction around the stair. The exact standard follows the LACORS guidance and the licence conditions for the house.
