Flat Conversions Peckham

Houses divided into self-contained flats in Peckham, separating floors, a protected stair and separate services for every flat.

Flat conversions in Peckham start from a housing stock that is already 74% flats, with houses making up 26% and terraced houses 22%. Those houses are the obvious candidates for dividing, and Southwark Plan 2022 Policy P3 does not permit a single dwelling of 130sqm or less original net internal floorspace to be sub-divided into two or more homes. So the first question is size, before layout or budget. We build self-contained flats to the owner's planning consent, with fire and sound separation between the new homes.

In Peckham, converting a house into two or three flats is published at £50,000 to £120,000 including professional and council fees, and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone, which is the part a builder prices (indicative London ranges, Architectural Drawings and Mayfair Studio, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Peckham: we build the conversion to the approved drawings, building control inspects the fire and sound separation, and a registered electrician certifies each flat's electrics.

Which Peckham houses can be split into flats under Policy P3

Only a house over the P3 size line can be considered for splitting, because the policy protects smaller family homes. Southwark Plan 2022 Policy P3 does not permit a single dwelling of 130sqm or less original net internal floorspace to be sub-divided into two or more homes. The plan explains that P3 protects existing family housing stock from conversion into smaller homes unsuitable for families. Clearing 130sqm is the first test, not a permission: dividing a house into flats is a material change of use that needs a planning application.

The measurement is of the original house, so a later extension does not lift a small house over the line. A three or four storey Victorian terrace is more likely to clear the line than a two storey one. Have a measured survey done before paying for design work, because the floor area decides whether a conversion scheme is worth drawing at all, and it saves a wasted planning application.

Housing in Peckham

For Peckham the Council Tax list gives about 26,680 homes; by type 74% flats and 26% houses, by age 56% post-war, 2% interwar and 36% older than 1919. Since most homes here are flats, changing the number of flats in Peckham needs the freeholder and usually planning.

Space standards and ceiling heights for each new Peckham flat

Every flat created in a Peckham conversion has to meet national space standards. Southwark Plan 2022 Policy P15 requires new homes, including conversions, to meet the minimum national space standards in Table 6. It also requires a floor to ceiling height of at least 2.5 metres for at least 75 per cent of each dwelling's gross internal area. The London Plan adds room-level minimums: a single bedroom must be at least 2.15m wide with a floor area of 7.5 square metres.

In a Victorian house those figures shape the layout. Upper floors and rear additions often have lower ceilings, and a top floor under the roof may fail the height test across too much of its area. A double bedroom must reach 11.5 square metres or more, and we check your designer's layout against the existing heights on site, because lowering a floor or raising a ceiling changes the structural work and the programme. London Plan Policy D6 also asks designers to maximise dual aspect flats, which favours front-to-back layouts on each floor.

Fire and sound separation between the new Peckham flats

Fire separation and sound insulation are the parts of a conversion that building control checks most closely. Under Part B each flat needs a protected escape route, fire-resisting floors and walls between homes, and self-closing fire doors to the common stair. In an old Peckham house, that means upgrading timber floors from below or above, and fire stopping every service that passes through them. Loft hatches, meter cupboards and stair enclosures are the usual weak points.

Sound matters as much for the neighbours as for the flats. Under Part E, Approved Document E sets lower sound insulation performance for flats formed by material change of use: 43 dB airborne for walls and for floors and stairs, and 64 dB maximum impact for floors and stairs. Those figures are tested before completion, so we build the floor and wall linings as specified and seal the edges before the finishes go down.

Meters, addresses, party walls and reversing a Peckham conversion

Each flat in a Peckham conversion needs its own services and its own identity. That means separate electricity and gas meters or an agreed alternative, separate water where the supplier requires it, and a heating system for each flat. The new flats also need official addresses through the council's street naming and numbering process before utilities and the Land Registry will deal with them. We plan meter positions early, because they decide where the risers and cupboards go.

Southwark's Householder SPD notes that certain works may need a Party Wall Agreement with neighbours, separate from any planning permission. Cutting into a party wall for new steels or fire linings can trigger that: the building owner serves the notices, and the work proceeds on written consent or a surveyor's award. The reverse job, turning flats back into one house, reduces the number of homes, and Policy P3 is titled Protection of existing homes, so ask Southwark early whether permission is needed before stripping out.

The GS Renovation Difference in Peckham

A flat conversion in Peckham involves several parties: the owner's designer and planning consent, building control, the utilities and sometimes a lender. We work from the approved drawings and the fire and acoustic specification, give you a programme for each floor, and keep the sequence right so separation work is inspected before it is covered. Registered electricians and an engineer on the Gas Safe Register certify their own work, and the handover file carries the sound test results and certificates each party will ask for.

FAQ

Frequently Asked Questions about Flat Conversions Peckham

How much does it cost to convert a house into flats in Peckham?

Published London figures put converting a house into two or three flats at £50,000 to £120,000 including professional and council fees (Architectural Drawings, 2026), and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone (Mayfair Studio, 2026). A Peckham scheme moves with the number of flats, the separating floors and the new services. Design, planning and building control fees sit outside our building quote.

Can a small Peckham terrace be converted into two flats?

Not if its original net internal floorspace is 130sqm or less. Southwark Plan 2022 Policy P3 does not permit a single dwelling of that size to be sub-divided into two or more homes. Clearing the threshold does not by itself secure permission, and a planning application is still needed. A measured survey of the original house settles the size question before any design work is paid for.

What ceiling height does a new flat in Peckham need?

At least 2.5 metres for at least 75 per cent of the flat's gross internal area. That is set by Southwark Plan 2022 Policy P15 and matches London Plan Policy D6. Top floors and rear additions are where a conversion is most likely to fall short, so measure them first.

How is sound between converted flats in Peckham tested?

By a pre-completion sound test on the separating walls and floors. Approved Document E sets 43 dB airborne and 64 dB maximum impact for flats formed by material change of use. We build the specified linings and isolate the floors to give the test its best chance first time, rather than reopening finished floors.

Can converted flats in a Peckham house be turned back into one home?

Yes, physically, but settle planning first. Merging flats reduces the number of homes, and Southwark Plan 2022 Policy P3 is titled Protection of existing homes, so ask Southwark early whether permission is needed. The work means removing the extra kitchens and separating doors, reinstating the stair as the main route, and asking the suppliers to merge the meters. We keep original joinery and cornices behind later partitions where they survive.

Does each new flat in a Peckham conversion need outdoor space?

The London Plan asks for it where the borough sets no higher standard. Policy D6 asks for at least 5 square metres of private outdoor space for 1 to 2 person dwellings plus 1 square metre for each additional occupant. In a terrace that usually means splitting the garden or adding a balcony, which your designer resolves at planning stage.

Is the national space standard part of the building regulations?

No. GOV.UK says the Nationally Described Space Standard is not a building regulation and sits solely within the planning system. Building control will not measure your bedrooms, but the planning consent will have been granted on drawings that meet it, so the built flats must match those drawings.

Will a Peckham flat conversion need a Party Wall Agreement?

It can, where the work cuts into or builds on a party wall. Southwark's Householder SPD notes that certain works may need a Party Wall Agreement with neighbours, separate from planning permission. The building owner serves the notices and appoints a surveyor if needed. We programme the party wall work to start only once the agreement is in place.

How large must a double bedroom be in a converted Peckham flat?

At least 11.5 square metres. Under London Plan Policy D6, a two-bedspace double or twin bedroom must have a floor area of at least 11.5 sq.m., and a conversion counts as a new dwelling for the space standards. Measure the rooms in the back addition of a terrace first, because they are the narrowest.
