Flat Conversions Camberwell

Houses divided into self-contained flats in Camberwell, separating floors, a protected stair and separate services for every flat.

Flat conversion work in Camberwell starts from a small pool of houses: 85% of homes here are already flats and only 15% are houses. Southwark's Policy P3 does not permit a home of 130sqm or less original floorspace to be split, so only larger houses qualify, which in practice points at the bigger Georgian and Victorian townhouses. We carry out conversions to the approved drawings, from the separating floors and walls to the new kitchens and bathrooms, and we also turn flats back into a single house.

In Camberwell, converting a house into two or three flats is published at £50,000 to £120,000 including professional and council fees, and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone, which is the part a builder prices (indicative London ranges, Architectural Drawings and Mayfair Studio, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Camberwell: we build the conversion to the approved drawings, building control inspects the fire and sound separation, and a registered electrician certifies each flat's electrics.

Which Camberwell houses are big enough to split into flats

Under Policy P3 of the Southwark Plan 2022, a house whose original net internal floor area is 130sqm or smaller cannot be split into two or more homes. The plan gives the reason plainly: the policy keeps family housing from being broken into small flats that families cannot use. In Camberwell that can rule out a smaller two storey terrace and points the work at the larger Georgian and Victorian townhouses, where several storeys and a deep plan can give room for more than one home.

So the first job on a Camberwell conversion is a measured survey of the original floor area, leaving out later extensions, attics and basements, carried out by your surveyor or designer. A house into flats always needs planning permission, because it is a material change of use, and clearing the threshold is only the first test. The owner or their designer applies. If the house does not clear it, the money is better spent on refurbishing it as one home. We price the build once the scheme has a planning route, because the separating structure depends on how the flats stack.

Housing in Camberwell

The stock in Camberwell runs to roughly 13,560 dwellings, 85% of them flats and 15% houses, built 34% before 1919, 7% between 1919 and 1939 and 56% after 1945. Since most homes here are flats, changing the number of flats in Camberwell needs the freeholder and usually planning.

Space and ceiling heights for new Camberwell flats

Southwark Plan 2022 Policy P15 requires new homes, including conversions, to meet the minimum national space standards, and a floor to ceiling height of at least 2.5 metres for at least 75 per cent of each flat's gross internal area. Under the London Plan, a single bedroom must be at least 7.5 square metres and 2.15m wide, and a double at least 11.5 square metres. Those minimums fix the room count long before finishes are chosen.

In a Camberwell townhouse the tall ground and first floors meet the height rule easily, but the top floor under the roof and any lower ground floor are where it gets tight. That decides where bedrooms can go and whether a floor is lowered. When a new floor build up is added for sound insulation, it eats into that height, so the ceiling heights are checked on site against the drawings before any joists are packed up.

Sound and fire separation between Camberwell flats

The floors and walls between new flats are where a Camberwell conversion succeeds or fails. For flats created by a material change of use, Approved Document E asks walls, floors and stairs to reach 43 dB for airborne sound, and floors and stairs to stay at or under 64 dB for impact sound. In an old house with timber floors that means a new ceiling on resilient bars, insulation in the void and often a floating floor above.

Fire separation under Part B runs alongside it. Each flat needs a protected entrance, the common stair is enclosed, and the floors between flats are upgraded to resist fire for the period building control requires. Pipes and cables that pass through those floors are fire stopped. Where possible a trial test is run on the first finished floor, and the pre-completion sound test at the end is booked into the programme so the completion certificate is not held up.

Services, addresses, neighbours and section 257 in Camberwell

Each new Camberwell flat needs its own services: a separate electricity supply and meter, its own heating, a water supply with a stopcock inside the flat, and drainage that can be reached without entering a neighbour's home. The suppliers and utilities need long notice for new meters, so the applications go in as soon as planning is granted. The new flats also need addresses, which come through Southwark's street naming and numbering process, and the utilities usually want them before they connect.

Southwark's Householder SPD notes that certain works may need a Party Wall Agreement with neighbours, separate from planning. Under the Party Wall Act, cutting into a party wall for new steel bearings, or building on it to raise fire separation, needs a party wall notice. The building owner serves the notices, and the work proceeds on the neighbour's written consent or a surveyor's award. We give the surveyors our method and sequence and protect the neighbour's side while the steels go in.

FAQ

Frequently Asked Questions about Flat Conversions Camberwell

Why do flat conversion quotes in Camberwell vary?

Because the scope differs. One includes separating floors built to pass the sound test, a protected stair, separate meters and fire stopping; another prices them as extras. The England-wide guide of £40,000 to £80,000 in construction for a straightforward two-flat split (Mayfair Studio, 2026) is a starting point. Compare Camberwell quotes against the approved drawings.

Can a Camberwell terrace be converted into two flats?

Not unless the original house exceeds 130sqm of net internal floorspace. Southwark Plan 2022 Policy P3 does not permit a single dwelling of that size or smaller to be sub-divided into two or more homes. Measure the house as first built, leaving out later additions, attics and basements, before you pay for drawings. Clearing the figure does not by itself secure permission.

Do new flats in a Camberwell conversion need outdoor space?

The London Plan asks for private outdoor space where borough plans set no higher standard: at least 5 square metres for a 1 to 2 person dwelling, plus 1 square metre for each additional occupant. In a townhouse conversion that often means giving the garden to the lower flat and finding a terrace or balcony for the others where planning allows.

Do the flats in a Camberwell conversion need a sound test?

Yes. Flats formed by a material change of use must meet Approved Document E, which sets 43 dB airborne for walls and floors and a maximum of 64 dB impact for floors and stairs. A pre-completion sound test proves it to building control. We build the separating floors to reach those figures and book the test before handover.

Does the space standard for a Camberwell conversion come from building regulations?

No. GOV.UK says the Nationally Described Space Standard is not a building regulation and sits solely within the planning system. In Southwark it applies through Policy P15, which asks conversions to meet it, so the room sizes are fixed at planning stage and building control then checks fire, sound and structure.

How high must the ceilings be in a converted Camberwell flat?

Southwark Plan 2022 Policy P15 asks for a floor to ceiling height of at least 2.5 metres over at least 75 per cent of each new dwelling's gross internal area. In a townhouse the main floors usually pass, while the top floor under the roof and any lower ground floor need checking. New acoustic floor build ups reduce the height, so they are allowed for in the drawings.

Do single aspect flats cause problems in a conversion?

They can. London Plan Policy D6 says housing development should maximise dual aspect dwellings and normally avoid single aspect ones. In a townhouse with rooms front and back, splitting floor by floor usually keeps every flat dual aspect, while cutting a floor into front and back flats does not, so the layout is chosen with that in mind.

Who deals with the party wall when converting a Camberwell house?

The building owner, which means you. Southwark's Householder SPD notes that certain works may need a Party Wall Agreement with neighbours, separate from planning permission. You or your surveyor serve the notices, and we programme the party wall work to start only once the agreement or the notice period allows it.

Can two Camberwell flats be turned back into one house?

Yes, physically, and it is often simpler than a split. The work removes a kitchen, joins the staircase back up and takes out the extra fire lobby, and the suppliers merge the meters. Settle planning first: merging flats reduces the number of homes, which usually needs planning permission in London, and Southwark Plan 2022 Policy P3 is titled Protection of existing homes. Building control will look at the stair and the structure.
