Commercial fit-out in Loughton centres on the two shopping centres the Local Plan names. The Epping Forest District Local Plan identifies Loughton High Road as a Town Centre and Loughton Broadway, the parade at the heart of the Debden estate, as a District Centre. The work there is a cafe, salon, clinic, gym studio or takeaway unit facing customers. We strip out, run services, build counters and toilets, fit the shopfront and finish the unit so you can open on a planned date.
For Loughton, published UK guides put refurbishing a retail space at £1,500 to £3,000 per m² and a restaurant or cafe at £2,000 to £4,500 per m² (MyBuilder, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Loughton: our own trades do the strip-out, back of house, counter fitting and finishes, and we coordinate the shopfront, extraction, electrical and fire specialists the unit needs.

Where shops and cafes sit in Loughton and what that means
Loughton has two shopping streets rather than a retail park. Expect larger units, restaurants and clinics on the High Road, and a parade of everyday shops, often with flats above, at the Broadway. Neither is a shopping mall or retail park, so most fit-outs here are single units on a street, each with its own neighbours. Policy E2 of the Local Plan says any growth in the district will be focussed on its Town Centres, and Loughton High Road is one of the two it names, alongside Epping.
The scale shapes the programme. A High Road unit may have a cellar, an upper floor and a long rear yard, while a Loughton Broadway shop is often a single ground floor with a flat above. We check each for access, deliveries and where the waste and extract can run, because on a parade those routes are shared with the flats and the shops either side. Where the landlord restricts delivery times or skip positions, we build those limits into the programme from day one.
Changing the use of a Loughton High Road shop
Before fitting out a High Road unit for a new use, check the frontage rules. In Loughton High Road Town Centre at least 70% of ground floor Primary frontage and at least 35% of ground floor Secondary frontage must stay in Use Class E. Class E covers shops, cafes, restaurants, clinics, gyms and similar uses, and moving between them is generally not a change of use needing permission, unless a condition on the unit restricts it.
A unit that leaves Class E, for example to become a hot food takeaway, pub or bar, which are sui generis, generally needs planning permission, and the frontage percentages are part of how that application is judged. We build to the use the unit is permitted for, and if your plans involve a change of use, your agent or designer confirms the position before we start in Loughton. Check the user clause in your lease too, because it can restrict the use separately from planning.
Shopfronts and shutters on Loughton parades
A new shopfront in Loughton is judged against Policy DM14 of the Local Plan. It seeks the retention of traditional shopfronts and requires replacement shopfronts to relate positively to the host building. On the High Road, where older buildings sit among later blocks, the frame, fascia depth and stall riser are drawn to suit the building above, not the brand guidelines alone. Some signs, illuminated ones especially, need advertisement consent, and where they do your designer or agent applies for it. If the building is listed, shopfront and interior alterations also need listed building consent.
Security shutters need settling early on a Loughton unit. Policy DM14 requires shop security shutters to be open mesh and, wherever possible, located internally. The council says permission is unlikely for any roller shuttering on the outside of a building, and an unavoidable shutter box should normally sit inside. We plan the shutter, its box and its power supply into the ceiling and fascia detail from the start, so nothing is bolted onto the front afterwards.
Kitchens, toilets and access in a Loughton customer unit
A unit that serves food or treats clients in Loughton has building regulations work that a plain shop does not. A cafe kitchen needs an extract route with odour control, a grease trap or other grease management on the drain, and an electrical supply sized for the cooking equipment. A salon or clinic needs hot water at every basin and floors that stand up to wet cleaning. Customer toilets and the entrance are set against Part M, so a level threshold and an accessible WC are planned into the layout.
Epping Forest District Council runs its own building control service, taking applications, checking plans and carrying out site inspections for work in Loughton. A shop or cafe is covered by the fire safety order, so the work is approved on full plans rather than a building notice. For a customer unit the checks that matter are drainage before the floor closes, fire stopping and escape before the ceilings go in, and the extract installation. We book those inspections on the council's online system or the LABC app and pass the completion certificate to you for your landlord and insurer.

Why Choose GS Renovation in Loughton
A shop or cafe fit-out has to hit the day you open the doors. We work back from that date and your rent-free period, and run strip out, drainage, services, counters, flooring and the shopfront as one sequence. Your shopfitter, kitchen supplier and the building control officer hear from us as each stage closes. On a parade with homes above, we keep the loud work to agreed days. You get a written scope before we begin, a single person to call, and the test certificates when the keys come back.
- Step-free entrance and accessible WC planned from the first drawing

FAQ
Frequently Asked Questions about Commercial Fit-Out Loughton
What should I budget to fit out a unit in Loughton?
Start from the UK guide of £1,500 to £3,000 per square metre for a retail refurbishment, or £2,000 to £4,500 for a restaurant or cafe (MyBuilder, 2026). Consent fees, the landlord's costs and equipment such as ovens and tills sit outside the building work. A Loughton quote follows a survey of the unit and your layout.
Can you fit out a cafe or takeaway on Loughton Broadway?
Yes, and the extract and drainage are planned first. A cooking unit needs a kitchen extract route, grease management on the drains and enough electrical supply for the equipment. Where flats sit above a Broadway unit, the duct route and its noise are what the neighbours notice. A takeaway is sui generis, so your designer or agent handles the planning and we build to it.
Does Loughton Broadway count as a town centre for planning?
It counts as a District Centre. The Local Plan identifies Loughton High Road as a Town Centre and Loughton Broadway as a District Centre. That hierarchy matters when a use outside the usual shop and service range is proposed, so check where your unit sits in it before signing a lease.
Can a Loughton shop have an external roller shutter?
Probably not. Epping Forest District Council says permission is unlikely to be granted for any roller shuttering on the outside of a building, and an unavoidable shutter box should normally sit internally. An internal open mesh shutter behind the glass is the usual answer, with laminated glazing where more protection is needed.
How long does a small shop fit-out in Loughton take?
The programme is set by the scope, not a standard figure. A cosmetic refit with new flooring, lighting and decoration is short. A unit that needs a new toilet, extraction, a shopfront and building control sign off takes longer, and a cafe or clinic longer still. We give you a written programme with the stages and inspections before we start.
Is there a neighbourhood plan for Loughton that affects shopfronts?
Not yet. Epping Forest District Council records Loughton Town Council as currently preparing its draft neighbourhood plan, so no made neighbourhood plan applies in Loughton. Shopfront proposals are judged against the district Local Plan, including Policy DM14, which seeks to keep traditional shopfronts. If a neighbourhood plan is made later it may add local detail, so check the position at the time you apply.
Which councils deal with a commercial unit in Loughton?
Three tiers of local government cover the town: Loughton Town Council, Epping Forest District Council and Essex County Council. For a fit-out, planning and building control sit with the district council. Business rates are billed by the district council, and trade waste needs its own collection arrangement, so settle both before opening.
Can a shop fit-out on a Loughton parade run while neighbours trade?
Yes, with the noisy work kept to set hours. Loud work runs only in the hours the district council treats as normal: 8am to 6pm Monday to Friday, 8am to 1pm on Saturday, never on Sundays or Bank Holidays. Stripping out and cutting disturb the flats above and the shops next door, so we agree those days with the landlord first.
Who is responsible for health and safety on a shop fit-out?
Both of us, in different ways. As a commercial client you have duties under the CDM Regulations, such as allowing enough time and passing on information about the building. We plan and run the site safely as the contractor. On a small unit the paperwork is short, and we explain what is needed at the first meeting.
