It sets what you find behind the units. The first houses erected as part of the New Town plan were at Longlands, Adeyfield, and went up in the spring of 1949. Moving a sink means moving a drain, and that is where the constraints sit. Thames Water does not permit internal manholes, so a manhole that would end up inside a new footprint has to be relocated. Thames Water also requires a build over agreement if you build within 3 metres of a public sewer. Where a kitchen project includes a small rear addition, both of those apply before any units are ordered.
Inside the existing walls the question is falls and vents rather than agreements. A relocated waste needs enough fall to reach the stack, and boxing a pipe in flat because it will not run is how a new kitchen ends up smelling. We set the drainage out at first fix, test it, and only then let the floor and the units go down.
