St Albans City and District Council states that local listing does not affect the need for planning permission. It states that the local listing status of a building is a consideration when determining any planning application which is made, and that all of the locally listed buildings in the district are located within conservation areas.
That matters more in some streets than others. Of the Park Avenue area, the council's character statement says 'Nearly all the pre-1939 houses are locally listed and they include most of the largest houses.' The character statement is to be read together with saved Policy 85 of the St Albans City and District Local Plan Review 1994, and with the Harpenden Local List.
