The two up two down plan behind the Berkhamsted terraces

The Berkhamsted Conservation Area Character Appraisal records that the mid 19th century terraces here were built of brick to a two up two down floor plan, with a single sash window to each room and the main door on the front elevation. It records that after 1851 Bridge Street, Manor Street, Chapel Street and Holliday Street were planned and developed with rows of terraced housing for local workers, together with development along an older road, Ravens Lane.

A new floor over ground like that wants a damp proof membrane and insulation, and Hertfordshire Building Control inspects damp proofing and insulation. Can the kitchen open onto the garden at one level on the streets running down to the canal?

That turns on the fall across your plot. The character appraisal records the side roads leading northwards from the High Street as gently descending towards the lowest point of the valley. That low point is the River Bulbourne and the Grand Union Canal, and the example given runs from Holliday Street through to Park Street. The town sits in that valley at approximately 115 metres above sea level. A level threshold puts a step somewhere else, so we take levels at survey.

If nothing outside changes, does the conservation area affect a kitchen renovation?

An internal fit out with no external change is not what the designation controls. Berkhamsted conservation area was designated on 24 March 1969 and governs the external character of the area. The moment the job reaches the outside it can be caught, because the Article 4 (2) directions at listed addresses withdraw rights for enlargement, improvement or alteration, hard surfacing and exterior painting. A new rear opening, a flue terminal or a bin store is worth checking first.
