Head is the deposit that makes foundation and underpinning work hard to predict. The BGS defines it as poorly sorted and poorly stratified angular rock debris and clayey hillwash and soil creep, mantling a hillslope and deposited by solifluction and gelifluction processes. Unsorted material like that can give different bearing at two corners of one building. An engineer's trial hole at the actual location beats anything read off a map.

It is Hertfordshire Building Control, based at 4th Floor, Campus West, Welwyn Garden City, Hertfordshire AL8 6BX. Work on the basis that they do. Dacorum states that any structure in the grounds of a listed building that was there before 1948 is itself listed, even if it is not fixed to the listed building. It means the material under the footing varies over short distances. The Old Town conservation area is set to one side of the wide valley of the River Gade. BGS mapping records Alluvium on the valley floor there, Head a short way south around Market Square, and chalk at rockhead over parts of the High Street with no superficial deposit mapped. Head is poorly sorted, poorly stratified debris and hillwash, so trial holes settle the design.
It changes the consent needed, not the building work. An Article 4 direction covering parts of Hemel Hempstead town centre was made on 29 July 2021 and confirmed on 12 November 2021. It removes Class MA permitted development, the change of use to Class C3 dwellinghouses, and it covers the whole of Class E. A planning application for the change of use therefore comes first. The structural design and the building control route run separately from it.
