Turning a Cheshunt house into an HMO runs under Broxbourne's planning policy, its licensing rules and its HMO Amenity Guidance. Broxbourne has made no HMO Article 4 direction, and its Local Plan only commits to consider one if monitoring shows a problem, so a small HMO for three to six people can usually come from a family house under permitted development. A licence is needed once five or more occupants in two or more households share facilities. We build the layout, kitchens, bathrooms and fire protection to the licence standards, and hand over the certificates the landlord's application needs.
For Cheshunt, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (Mayfair Studio and LetCompliance, 2026); a Hertfordshire price follows a site visit. GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Cheshunt: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

HMO planning in Cheshunt: permitted development and Policy H5
A small HMO in Cheshunt, for three to six unrelated people, needs no planning permission, because the change from C3 to C4 is permitted development and no Article 4 direction removes it here. Broxbourne's directions cover commercial and office land, and a condition on the house's own planning permission is the other thing to check. The Local Plan commits Broxbourne to strongly resist concentrations of HMOs and to consider Article 4 directions if monitoring shows a problem, so that position can change. Check it before buying a house for conversion, because a direction made later would put the planning route back in play.
If the building is listed, the works themselves are a separate question: anything that affects its character, inside or out, needs listed building consent from Broxbourne Borough Council, and carrying it out without consent is a criminal offence.
A large HMO, for seven or more people, is sui generis and needs planning permission. Policy H5 only supports HMOs for 5 or more people close to town centres and well served by public transport, and it requires them to satisfy the Broxbourne HMO Amenity Guidance, including its bedroom sizes. For a Cheshunt house, that makes the location test the first question and the layout the second. We build to the permitted layout and room schedule, since a layout that departs from the consent is a breach the council can enforce against.
Housing in Cheshunt
Cheshunt has about 18,660 homes on the Council Tax list: 6% pre-1919, 9% interwar and 84% post-war, with flats making up 25% and houses 75%.
Room sizes and kitchens in a Cheshunt HMO
Broxbourne's HMO Amenity Guidance fixes the plan before any partition goes up in a Cheshunt HMO. It applies the national minimum room sizes that are mandatory licence conditions: 6.51 square metres for one adult, 10.22 square metres for two, and no room under 4.64 square metres used for sleeping. A bedroom at the legal minimum of 6.51 square metres is only accepted where the council finds suitable communal space available. In a terrace, that makes the front lounge a trade-off: turn it into a bedroom, and the kitchen-diner and remaining rooms have to carry the communal space instead.
One exception matters here: a flat in a purpose-built block of three or more self-contained flats falls outside mandatory licensing, although a council's additional scheme can still cover it.
Kitchens are set by headcount. The guidance asks for a full set of kitchen facilities for every five occupants, no more than one floor from the bedroom or living room where practicable, and a sink and drainer of at least 500mm x 600mm for every 5 occupiers. For a six-person HMO that can mean a second kitchen, or one larger kitchen with doubled facilities. Either moves waste pipes, extraction and electrical circuits, so the kitchen positions are fixed before the drainage is laid.
Licensing a Cheshunt HMO with Broxbourne
An HMO in Cheshunt needs a Broxbourne licence when five or more occupants forming two or more households share a kitchen, bathroom or toilet. The landlord applies, and Broxbourne asks for the application at least eight weeks before the licence is needed. Failing to license an HMO can lead to civil penalty notices or prosecution. A licence is usually valid for 5 years. The application needs certificates that only exist once the work is done, so the build should finish well before the first tenancy.
Part Two of the application asks for detailed layout plans, EPC proof, gas and electrical certificates, fire safety certificates and planning consent or proof of building approval. Each of those comes out of the build: the as-built layout, the electrician's certificate, the gas safety record, and the commissioning certificates for the fire alarm and emergency lighting. We hand these over in one pack at completion of a Cheshunt conversion, so the build paperwork is complete when the application goes in.
Fire doors, alarms, sound and energy in a Cheshunt HMO
Fire safety is the largest single part of an HMO build. The LACORS housing fire safety guidance is the recognised guide. For a two or three storey shared house it usually points to a protected stair, fire doors with self closers on every bedroom and the kitchen, and an interlinked mains-powered alarm with detectors in the rooms and escape route. Building work in the conversion, such as new partitions or a changed escape route, is also checked under Part B of the building regulations. The fire safety certificates that Broxbourne asks for in Part Two of the licence application come from this work.
Sound and energy come next. Bedrooms stacked over and beside each other in a Cheshunt terrace pass noise through thin stud walls and timber floors, so we add insulated partitions and resilient ceilings where the plan puts one letting next to another. The licence application also needs EPC proof. Where the house needs an EPC, for example when it is let as a whole, it must rate E or better, and since 1 April 2020 that covers continuing lets as well as new ones unless an exemption is registered. Loft insulation, heating controls and efficient lighting are cheaper to add while the house is stripped than after the tenants move in.

The GS Renovation Difference in Cheshunt
An HMO build is judged by the licence inspection, so we build to Broxbourne's amenity guidance and the fire standards from the first partition. Our own trades carry out the strip-out, partitions, kitchens, bathrooms and decoration, a registered electrician certifies the wiring and fire alarm circuits, and a Gas Safe Register engineer does any gas work. The landlord or their agent applies for planning and the licence, and we hand over the as-built plans and certificates. The founder brings more than thirty years of hands-on experience. You receive a written quotation after a survey.
- Fire doors, closers and seals fitted to every door on the escape route
- Our own trades on site rather than a chain of subcontractors
- Kitchens and bathrooms counted against the council's amenity standard

FAQ
Frequently Asked Questions about HMO Conversions Cheshunt
How much does an HMO conversion cost in Cheshunt?
Published figures put a light HMO conversion for four to six tenants at £40,000 to £75,000 in construction, and a full conversion with an en-suite to every bedroom at £90,000 to £150,000 (Mayfair Studio, 2026). A Cheshunt house moves within that range with the fire works, the extra bathrooms and the kitchen size. Planning and licence fees are the landlord's and sit outside our quote.
Is there an HMO Article 4 direction in Cheshunt?
No. None is recorded on the national planning data register, and the directions Broxbourne has made cover commercial and office land, so changing a Cheshunt house from C3 to a small C4 HMO for three to six people is normally permitted development. The Local Plan says Broxbourne will consider Article 4 directions if monitoring shows a concentration of HMOs, so the position is checked again before a purchase or a build starts.
What is the smallest bedroom allowed in a Cheshunt HMO?
The national licence minimums, which Broxbourne's HMO Amenity Guidance applies, are 6.51 square metres for one adult and 10.22 for two, and no room under 4.64 square metres can be used for sleeping. A bedroom at the legal minimum of 6.51 square metres is only accepted where the council finds suitable communal space, so small bedrooms need a proper shared lounge or kitchen-diner. We check room sizes on the drawings before partitions go up, since a room that falls short cannot be licensed as a bedroom.
How far ahead should a Cheshunt HMO licence application go in?
At least eight weeks before the licence is needed, as Broxbourne asks. Part Two of the form needs layout plans, EPC proof, gas and electrical certificates, fire safety certificates and planning consent or proof of building approval, so the application follows the build rather than running ahead of it. We schedule the certification visits in the last weeks of the programme so the paperwork is ready at handover.
Does a large HMO in Cheshunt need planning permission?
Yes. An HMO for seven or more occupants is sui generis, outside the C4 class, and needs planning permission. Policy H5 only supports HMOs for 5 or more people close to town centres and well served by public transport, and it requires them to meet the HMO Amenity Guidance, including bedroom sizes. A site far from a centre or from bus and rail links starts at a disadvantage.
When does a Cheshunt shared house need an HMO licence?
When five or more occupants forming two or more households share a kitchen, bathroom or toilet. That is Broxbourne's licensing threshold, and the landlord makes the application. A licence is usually valid for 5 years, and failing to license can lead to civil penalty notices or prosecution. A smaller shared house below the threshold still has to meet the housing standards for its occupants.
How many kitchens does a six-person HMO in Cheshunt need?
Two sets of kitchen facilities, in most layouts. Broxbourne's guidance asks for a full set for every five occupants, sited no more than one floor from the bedroom or living room where practicable, and one sink and drainer per five occupiers. Six people therefore means a second kitchen or one kitchen with doubled cookers, sinks and storage. We fix the positions before the drainage goes in.
What fire safety work does a Cheshunt HMO conversion need?
A protected escape route, fire doors and an interlinked alarm, as a rule. The LACORS guidance sets the usual approach for a shared house, with self-closing fire doors to bedrooms and the kitchen, and detectors throughout. Broxbourne's licence application asks for fire safety certificates, so the alarm and any emergency lighting are commissioned and certified before handover.
Is a converted house of flats in Cheshunt ever licensed as an HMO?
Yes, in one case Broxbourne names. A building converted into self-contained flats counts as a licensable HMO where the conversion did not meet the 1991 Building Regulation standards and more than one third of the flats are let on short term tenancies. Buying such a building as an investment means budgeting for fire safety upgrades to the older conversion before licensing.
