Flat Conversions Cheshunt

Houses divided into self-contained flats in Cheshunt, separating floors, a protected stair and separate services for every flat.

Converting a Cheshunt house into self-contained flats always needs planning permission from Broxbourne, and the building regulations then reach the whole building. In Cheshunt, 41% of homes are terraced houses and 30% are semi-detached or detached, and 84% of all homes date from after 1945, so the house being split is more likely post-war than Victorian, often becoming two flats. We build the conversion to the approved drawings, with fire separation, sound insulation and separate services for each flat, and we do the reverse when flats go back to one house.

For Cheshunt, converting a house into two or three flats is published at £50,000 to £120,000 including professional and council fees, and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone, which is the part a builder prices (Architectural Drawings and Mayfair Studio, 2026); a Hertfordshire price follows a site visit. GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Cheshunt: we build the conversion to the approved drawings, building control inspects the fire and sound separation, and a registered electrician certifies each flat's electrics.

Planning permission to split a Cheshunt house into flats

Splitting one Cheshunt house into two or more self-contained flats is development that needs a planning application, and permitted development does not cover it. Broxbourne judges it under the Broxbourne Local Plan 2018 to 2033, adopted on 23 June 2020. The plan supports new homes, but for a conversion the council weighs the size of each flat, amenity space, bins, cycles and parking. You or your designer make the application, and the drawings show each flat's layout.

Space is where a small post-war house struggles. Planners look at the internal floor area of each new flat against its bedrooms and occupants, along with storage and ceiling height, and a cramped flat is a common reason for refusal. Check the flood map as well: the Environment Agency's Flood Zone 3 covers the Lea valley floor on the eastern edge of Cheshunt, where a new ground floor flat may need a flood risk assessment and raised sleeping levels.

Housing in Cheshunt

Of the 18,660 homes the valuation list records in Cheshunt, 6% were built before 1919, 9% between the wars and 84% since 1945; 25% are flats and 75% are houses. 41% of homes here are terraced; a converted terrace in Cheshunt has two party walls to consider for sound.

Which Cheshunt houses convert, and the shared walls

The houses that convert well are the larger ones with a stair that can become a shared hall. At the 2021 census, 65.8 per cent of households in the six Cheshunt areas lived in a terraced or semi-detached house, which means a shared party wall. A conversion of that kind of house cuts into the wall for steel, fire stopping or new service runs, and that can bring in the Party Wall Act. You as building owner serve the notice, and the work proceeds on the neighbour's written consent or a surveyor's award, which we programme around.

The few older houses give the most room. Only 3.5 per cent of Cheshunt's council tax properties date from before 1900, and those in and around the village core tend to have higher ceilings and deeper plans than post-war houses. A two storey terrace built after the war usually yields one flat per floor, with the stair enclosed as the upper flat's private entrance. Where the upper flat would be too small for its bedrooms, a smaller one bedroom layout or a rear extension changes the arithmetic.

Fire separation and sound testing between Cheshunt flats

Splitting a house into self-contained flats is a material change of use, so building regulations reach the whole building. Part B requires fire separation between the flats and a protected escape route, and Part E requires sound insulation between them, including the floor between an upper and a lower flat. In a Cheshunt terrace, the existing timber floors and stud walls are unlikely to meet either as they stand. Ceilings are upgraded, floors insulated and doors onto the stair replaced with fire doors before the flats are signed off.

The work is checked by Hertfordshire Building Control, which provides building control for Broxbourne and takes applications on 01438 879990 or through the Planning Portal, or by a registered approver. Before completion, a pre-completion sound test measures the separating floor and walls, and a failed test means lifting finishes to fix the weak point. We build the separating floor with an independent ceiling, mineral wool and a resilient layer, and seal around every pipe and cable that passes through it.

Meters, addresses and turning Cheshunt flats back into a house

Each new flat needs its own services. That normally means a separate electricity meter and consumer unit, a separate gas meter or all electric heating, its own hot water and its own fire alarm arrangement, with a registered electrician certifying the new installations. The water supply may be split or shared under a management agreement. Broxbourne's street naming and numbering team issues addresses such as Flat A and Flat B, which utility companies need before they will fit meters, so that application goes in early.

The reverse is possible too: returning two flats to one house means removing the second kitchen, merging the supplies onto single meters, and reopening a stair that was enclosed. Combining flats reduces the number of homes, so check with the planners before starting. Fire doors and separation no longer needed can come out, and building regulations cover the new stair and any structural openings. The result is a family house again, with one set of bills and one entrance.

FAQ

Frequently Asked Questions about Flat Conversions Cheshunt

Why do flat conversion quotes in Cheshunt vary?

Because the scope differs. One includes separating floors built to pass the sound test, a protected stair, separate meters and fire stopping; another prices them as extras. The England-wide guide of £40,000 to £80,000 in construction for a straightforward two-flat split (Mayfair Studio, 2026) is a starting point. Compare Cheshunt quotes against the approved drawings.

Does converting a Cheshunt house into two flats need planning permission?

Yes. Splitting one house into two or more self-contained flats is development that needs a planning application to Broxbourne Borough Council, and permitted development does not cover it. The application is made by you or your designer, and the drawings show each flat's layout, bin and cycle storage and parking. Building regulations approval for the conversion is a separate step, which we coordinate once permission is granted.

Can a commercial building in Cheshunt be converted into flats?

Sometimes, with planning permission. Policy H3 supports converting non-residential buildings to homes where the loss of the previous use would not materially harm the local commercial environment or community. The modified Class MA Article 4 direction in force since 4 July 2023 removes the permitted route at the areas it names, including ground floor units at Old Pond and Cheshunt Business Park. We build once consent and building regulations approval are in place.

Can flats in Cheshunt be turned back into a single house?

Yes. Combining flats into one house can need planning permission because it reduces the number of homes, so the position is checked with the planners at the outset. On site the work removes the second kitchen, merges the electrical and gas supplies onto single meters, reopens an enclosed internal stair and takes out fire separation that is no longer needed. Building regulations cover the new stair and any structural openings.

How is sound insulation between flats handled in a Cheshunt conversion?

Under Part E, with separating floors and walls built to the sound performance required for flats formed by a change of use. The floor between flats typically gets an independent ceiling below, mineral wool between the joists and a resilient layer above, and walls between flats get independent linings. A pre-completion sound test then shows Hertfordshire Building Control or the approver that the separation performs as designed.

Is a Cheshunt terrace big enough to split into two flats?

Sometimes, and floor area decides it. With 41% of Cheshunt homes being terraced houses, many built after the war, a typical terrace yields a ground floor flat and an upper flat, and each must be large enough for its bedrooms and occupants to satisfy the planners. A small two bedroom terrace may only work as two one bedroom flats. Your designer tests the layout before an application goes in.

Does a flat conversion in Cheshunt need a party wall notice?

Often, where the work cuts into or builds on a shared wall. At the 2021 census, 65.8 per cent of Cheshunt households lived in a terraced or semi-detached house with a party wall. Inserting steel, fire stopping a separating wall or chasing it for services can need a notice under the Party Wall Act. You as building owner serve the notice, and the work goes ahead on written consent or under an award, which we then work to.

Does a flood zone affect a flat conversion in eastern Cheshunt?

It can. The Environment Agency's Flood Zone 3 covers the Lea valley floor on the eastern edge of Cheshunt, along the Lee Navigation. A conversion that adds a new ground floor flat there may need a flood risk assessment with the planning application, and the design may raise floor levels or put bedrooms upstairs. Check the flood map for the address before the layout is fixed.

How do new flats in Cheshunt get their own addresses and meters?

Through Broxbourne Borough Council's street naming and numbering service, which issues the new flat addresses. Utility companies need those addresses before they fit separate electricity and gas meters, so the application goes in once planning permission is granted. We plan the meter positions and the incoming supply routes during first fix, so each flat's services are ready when the meters arrive.
