HMO Conversions Southgate

House to HMO conversions and licence upgrades in Southgate, fire doors, detection and shared amenities built to the council's licence standards.

An HMO conversion in Southgate is a planning application first and a building job second. A Planning Inspectorate decision records that in October 2013 Enfield adopted a borough-wide Article 4 direction requiring permission to turn a family house (C3) into a small HMO (C4). After that come licensing, room sizes and fire safety. Our part is the building work: fire doors, alarms, shared kitchens, extra bathrooms and quieter partitions, built to the approved layout and the licence conditions the landlord receives.

In Southgate, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Southgate: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Why every Southgate HMO starts with a planning application

Nationally, Class L permitted development lets a family house in Class C3 become a small HMO in Class C4 without an application. In Southgate that right has been taken away. Enfield's HMO Article 4 direction covers the whole borough, and an appeal decision explains that Enfield brought it in during 2013 to protect the borough's existing family homes. Planning Data lists the same direction, with permitted development rights removed, so a Southgate owner applies for permission even for three sharers.

Larger schemes need permission anyway. The London Plan glossary puts HMOs for three to six people in Class C4 and HMOs for more than six people in the Sui Generis class. Even where Class L applies, a single house cannot be turned into a pair of separate C4 HMOs under it. The landlord or their designer makes the application, and we price from the layout it approves, because the number of lettable rooms drives the whole scope.

Housing in Southgate

Take the 7,360 or so homes the valuation list gives Southgate: 48% flats, 53% houses, 18% from before 1919, 42% interwar and 41% post-war.

The DMD5 clustering test and HMOs on a Southgate road

An HMO in Southgate is weighed against the same clustering rule as a flat conversion. A 2025 appeal decision notes that Enfield's Policy DMD5 does not distinguish between conversions to HMOs and conversions to flats when applying its clustering limit, so existing HMOs and split houses on your road all count. Policy DMD5 also asks that conversions into HMOs provide a high quality form of accommodation meeting the London Plan internal floor space standards.

The London Plan pulls the other way on existing shared houses. Under Policy H9, boroughs weigh the part shared houses play in meeting housing need, and decent existing HMOs are generally to be kept. For a Southgate landlord that means upgrading an existing, lawful HMO is often simpler than creating a new one. We survey an existing HMO against the licence conditions and price the upgrade room by room. Missing fire doors and undersized rooms are the gaps we check first.

Licensing an HMO in Southgate and the standards it sets

A Southgate HMO let to five or more tenants from two or more households needs a mandatory licence as well as planning permission; GOV.UK calls that a large HMO. Below that size, Enfield's borough-wide additional HMO licensing scheme, renewed for five years, covers houses let to three or four people from two or more households, so a small Southgate HMO needs a licence too. Letting an HMO without the licence it needs can bring a fine with no upper limit. The landlord applies to Enfield Council, and we build to the conditions the licence sets.

One exception matters here: a flat in a purpose-built block of three or more self-contained flats falls outside mandatory licensing, although a council's additional scheme can still cover it.

Enfield's 2021 HMO standards for letting rooms and shared houses set the amenity figures the layout must hit: where 6 to 10 people share, the kitchen/diner should be 12.5 square metres or more. The national licence conditions add bedroom minimums of 6.51 square metres for one adult and 10.22 for two. No room under 4.64 square metres may be slept in, so each room in a Southgate HMO is measured on the plan before partitions go up. Bathrooms and WCs are sized to the number of occupants in the standards, and the plumbing is planned around them.

Fire doors, alarms and sound between Southgate lettings

Fire safety runs through Enfield's HMO enforcement. A First-tier Tribunal decision lists an Enfield penalty under the HMO management regulations in a case where the doors gave less than 30-minute fire resistance and polystyrene tiles lined a ceiling. In a Southgate HMO we fit fire doors with self-closers and smoke seals to each letting, a protected escape route, and a mains-wired detection and alarm system to the fire risk assessment, following LACORS guidance and Part B.

Sound between lettings is the other comfort point, so we insulate the partitions and floors between rooms as part of the same strip-out. Energy counts too: from 1 April 2020 a property within the MEES rules has been unlettable below an EPC E, new tenancy or existing one, unless an exemption is registered. In a Southgate HMO we insulate the loft where it is open and size the heating controls and hot water for several occupants.

FAQ

Frequently Asked Questions about HMO Conversions Southgate

How much does an HMO conversion cost in Southgate?

Published figures put a light HMO conversion for four to six tenants at £40,000 to £75,000 in construction, and a full conversion with an en-suite to every bedroom at £90,000 to £150,000 (Mayfair Studio, 2026). A Southgate house moves within that range with the fire works, the extra bathrooms and the kitchen size. Planning and licence fees are the landlord's and sit outside our quote.

Does a Southgate HMO need planning permission?

Yes. Enfield adopted a borough-wide Article 4 direction in October 2013 requiring planning permission for any change from a C3 dwellinghouse to a C4 HMO. HMOs for more than six people are Sui Generis and need permission anyway. The landlord or their designer makes the application.

Does a shared house in Southgate need an HMO licence?

Yes, if five or more tenants from two or more households live there, because GOV.UK treats that as a large HMO. Smaller shared houses of three or four sharers fall under Enfield's borough-wide additional HMO licensing scheme, so they need a licence too. The landlord applies, and we build to the conditions the licence sets.

What counts as an HMO in a Southgate house?

On the GOV.UK definition, a house is an HMO once three or more tenants who are not one household share a kitchen, bathroom or toilet. Shared houses and bedsit layouts with shared facilities both qualify, so check the position before letting rooms separately. Enfield's rules then decide what planning and licensing it needs.

How big must the kitchen be in a Southgate HMO?

Where 6 to 10 people share, Enfield's 2021 HMO standards look for a kitchen/diner of 12.5 square metres or more. For a smaller house, ask Enfield which figure in the standards applies. We plan the kitchen, worktop length and appliances to the licence conditions before any partitions go up, so the room is right first time.

What fire safety work does a Southgate HMO need?

Fire doors with closers and smoke seals, a protected escape route and a linked detection and alarm system, set by the fire risk assessment and the licence. An Enfield tribunal case involved doors that were not 30-minute fire resistant and polystyrene ceiling tiles, both of which a conversion replaces.

Does Enfield's additional HMO licensing cover a small Southgate shared house?

Yes. Enfield runs a borough-wide additional HMO licensing scheme, renewed for five years, covering houses let to three or four people from two or more households outside mandatory licensing. Selective licensing, which restarted on 1 September 2026 in 17 wards, is aimed at homes let to one household, so it is not the scheme that decides a shared house. The landlord applies before letting.

Can one Southgate house be split into two separate HMOs?

Not under permitted development. Class L stops short of turning one C3 house into a pair of separate C4 HMOs, and Enfield's Article 4 direction removes the Class L route in any case. A scheme like that needs a full planning application. The layout comes first.

What happens if an Enfield HMO is let without a licence?

A fine with no upper limit, according to GOV.UK. Separately, Enfield has issued financial penalties under the HMO management regulations, including one for disrepair. Get the licence first, then let, and keep the certificates we hand over ready for the licensing officer's inspection of the house.
