An HMO conversion in Edmonton starts with planning, not building. Enfield Council removed the national right to turn a family house into a small shared house across the whole borough with an Article 4 direction adopted in October 2013, so even a three-person HMO in an Edmonton terrace needs planning permission. After that come licensing, Enfield's HMO standards on kitchens and amenities, and fire safety. The landlord or their agent applies for the consents; we build the house to meet them.
In Edmonton, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Edmonton: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Enfield's borough-wide HMO Article 4 direction and Edmonton houses
A house in Edmonton cannot become a small shared house without planning permission. Nationally, Class L permitted development allows a change from a C3 dwellinghouse to a C4 HMO, but Enfield removed that right across the whole borough with an Article 4 direction adopted in October 2013, as a 2025 Planning Inspectorate decision records. Another appeal decision gives the reason as protecting existing family housing. If you are buying a terrace to let by the room, allow for that application before any strip-out begins.
Size decides the use class. The London Plan glossary puts shared houses for three to six people in Class C4 and anything larger in sui generis use, which needs planning permission from a family house anywhere. Class L also does not allow one house to become two or more separate C4 HMOs. In Edmonton the same DMD5 clustering count that limits flat conversions applies, because a 2025 appeal decision records that the policy does not separate HMOs from flats when counting a road.
Housing in Edmonton
The stock in Edmonton runs to roughly 18,850 dwellings, 49% of them flats and 51% houses, built 29% before 1919, 23% between 1919 and 1939 and 48% after 1945.
HMO licensing for Edmonton landlords, and what it means for the build
Licensing runs separately from planning. GOV.UK treats an HMO let to 5 or more people from more than 1 household as a large HMO, which needs a mandatory licence, and says a smaller one may still need a licence depending on the council area. For an Edmonton house, ask Enfield Council which licence the planned occupancy triggers before the layout is fixed. The landlord applies for the licence; we build to the conditions it sets, room by room.
The mandatory scheme stops short of flats in purpose-built blocks of three or more self-contained flats, which only an additional licensing scheme can catch.
Enfield enforces the standards. A First-tier Tribunal decision records a financial penalty issued by Enfield on 24 June 2025 for offences under Regulations 3, 4, 6 and 7 of the Management of Houses in Multiple Occupation (England) Regulations 2006. GOV.UK also says renting out an unlicensed HMO can lead to an unlimited fine. Separately, Enfield designated a selective licensing area on 1 September 2021, due to end on 31 August 2026, so check whether a renewed scheme covers the street and a smaller shared house.
Room sizes, kitchens and bathrooms in an Edmonton shared house
Enfield's HMO Standards for Bedsit/Letting rooms and Shared House Accommodation (2021) seek a minimum kitchen/diner size of 12.5 square metres for 6 to 10 occupants. That figure can decide whether an Edmonton shared house keeps its layout or needs a wall moved to enlarge the kitchen. Settle occupancy numbers with the licensing team before the kitchen is designed, so we build the room once. Extra power points, a second sink and adequate worktop length all follow from that same occupancy figure.
Bedrooms have national minimum sizes that are mandatory licence conditions in England: 6.51 square metres for one adult, 10.22 for two, and no room under 4.64 square metres used for sleeping at all. In an Edmonton terrace the small rear bedroom over the back addition is the one to measure first. Bathrooms and WCs are counted per occupant under the council's amenity standards, so a fifth or sixth room often means a new shower room, with a waste route to the stack that has to be planned at first fix.
Fire safety, sound and energy in an Edmonton HMO conversion
A shared house in Edmonton needs a stricter fire brief than a family home, and Enfield enforces the HMO management regulations. A First-tier Tribunal decision lists an Enfield penalty under Regulation 4(4) where doors were not 30-minute fire resistant and the ceiling had flammable polystyrene tiles. On a conversion we strip old tiles, fit fire doors with the right frames and closers to every letting room, and install interlinked detection. LACORS housing fire safety guidance is the recognised reference for the layout of doors, alarms and escape.
Sound travels easily through the timber floors of an Edmonton terrace, and in a shared house every occupant hears the rooms either side. Insulating the floors between letting rooms and fitting solid doors with seals helps both sound and fire. Energy counts too. GOV.UK says that since 1 April 2020 landlords can no longer let or continue to let properties covered by the MEES Regulations with an EPC rating below E without a valid exemption. Insulation and heating controls therefore belong in the scope.
- Protected escape routes through the hall, stair and landings
- Hard-wearing floors, finishes and decoration for a let house
- Separate WCs and wash basins to the amenity standard

Trusted HMO Conversions in Edmonton
An HMO conversion has to satisfy planning, the licence and building control at once. We build from the approved drawings and the licence conditions, fit fire doors, detection, kitchens and bathrooms to the occupancy the landlord has agreed with Enfield, and bring in a registered electrician for the certificates. The landlord gets the room measurements, specifications and programme their agent needs for the applications, and one contact from strip-out to the licensing inspection.
- Detection laid out to the grade the council's HMO fire guidance sets
- EPC upgrades done while the walls and floors are still open
- Honest updates if a date or a detail has to move

FAQ
Frequently Asked Questions about HMO Conversions Edmonton
Why do HMO conversion quotes in Edmonton vary?
Because they rarely build to the same standard. One includes fire doors, interlinked detection, and bathrooms and a kitchen sized to the council's amenity standards; another prices a lower specification that may fail inspection. The published figure of £40,000 to £75,000 for a light conversion (Mayfair Studio, 2026) is a starting point. Compare Edmonton quotes against the licence standards.
Does turning an Edmonton house into a small HMO need planning permission?
Yes. Enfield's borough-wide Article 4 direction, adopted in October 2013, brings the change from a Class C3 house to a Class C4 HMO under planning control. Without the direction, Class L would allow that change as permitted development. In Edmonton the owner needs that permission before the house is let by the room, and should have it before committing to conversion works.
Does an HMO for seven or more people in Edmonton need planning permission?
Yes. The London Plan glossary puts HMOs for more than six people in sui generis use, which is outside the C4 class and always needs planning permission when converting a family house. The owner or their agent applies, and the application is judged against Enfield's conversion and family housing policies.
When does an Edmonton HMO need a mandatory licence?
When 5 or more people who form more than 1 household live there, which GOV.UK defines as a large HMO; that needs a mandatory licence, and the landlord applies. A smaller HMO may still need a licence depending on the council area, so ask Enfield Council what applies to the planned occupancy before the layout is drawn.
How big must the kitchen be in a shared house in Edmonton?
Enfield Council's HMO Standards (2021) seek a minimum kitchen/diner size of 12.5 square metres for 6 to 10 occupants. If the existing kitchen falls short, the conversion may need to take in part of another room. Agree the occupancy with the council first, then we build the layout to suit.
Which fire safety works do Edmonton HMOs need?
Fire doors with 30-minute resistance, sound ceilings and an interlinked alarm system are the core items. Enfield has penalised a landlord under Regulation 4(4) of the HMO management regulations where doors were not 30-minute fire resistant and polystyrene tiles were on the ceiling. The exact list comes from the fire risk assessment and the licence conditions.
Does Enfield's DMD5 policy limit HMOs on an Edmonton road?
Yes. DMD5 limits conversions to no more than 20% of the properties along a road and 1 in a consecutive row of 5, and a 2025 appeal decision notes that it does not distinguish HMOs from flats. Existing shared houses and flats on the road both count against the limit.
Can one house be split into two separate small HMOs?
Not under permitted development. Class L does not permit a building previously used as a single C3 dwellinghouse to become two or more separate C4 HMOs. That would need planning permission, and in Enfield the Article 4 direction already brings any C3 to C4 change under planning control.
Who applies for the HMO licence, and what do you provide?
The landlord, or their managing or licensing agent, applies for the licence. We build to the licence conditions and the planning consent, and provide the room measurements, specifications and programme that support the application. The electrical and fire alarm certificates are handed over for the licensing inspection.
