HMO Conversions Lambeth

House to HMO conversions and licence upgrades in Lambeth, fire doors, detection and shared amenities built to the council's licence standards.

An HMO conversion in Lambeth starts with two checks: whether planning permission is needed at the address, and which licence the house will need once it is let. Lambeth's additional HMO licensing scheme is borough-wide, and since 11 August 2025 an Article 4 Direction has removed the right to turn a house into a small HMO in two Streatham wards. The build then follows the licence standards for rooms, kitchens and fire safety.

In Lambeth, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Lambeth: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning for a Lambeth HMO: Class L, Article 4 and Policy H9

Whether a Lambeth HMO needs planning permission depends on its size and its ward. Nationally, Class L of the General Permitted Development Order 2015 lets a house change from Class C3 to a Class C4 HMO for three to six people without an application. In Lambeth, an Article 4 Direction withdrawing the Class L(b) right in Streatham Common and Vale and Streatham St Leonard's wards came into force on 11 August 2025, so a small HMO there needs planning permission.

Larger HMOs need permission everywhere in the borough. Lambeth says that if you rent an HMO to seven or more people you will need planning permission for a change of use, because an HMO for more than six people is sui generis. Where permission is needed, Lambeth Local Plan Policy H9 supports new HMOs only where, among other tests, they do not cause the loss of family housing as Policy H6 defines it. The owner or their agent makes the application, and we build to the consent.

Housing in Lambeth

Lambeth counts roughly 148,600 homes for Council Tax; 40% are older than 1919, 14% interwar and 46% post-war, with 77% flats and 23% houses.

Mandatory, additional and selective licences in Lambeth

Licensing in Lambeth reaches further than the national rules. GOV.UK defines a large HMO as one rented to 5 or more people who form more than 1 household, and that needs a mandatory licence anywhere in England. Lambeth's additional HMO licensing scheme is borough-wide and applies to any property occupied by three or more individuals that is not captured by mandatory HMO licensing. So a shared house for three or four tenants in Lambeth needs a licence too.

Mandatory licensing does not reach a flat in a purpose-built block of three or more self-contained flats; where such a flat is shared, it is the council's additional scheme, if any, that applies.

Lambeth charges its HMO licence fee per habitable room, for new applications and renewals, so the room count on the drawings also sets the licence cost. Lambeth also has a selective licence, which covers other privately rented homes rather than HMOs, with fees effective from 1 April 2026. GOV.UK says renting out an unlicensed HMO can lead to an unlimited fine. The landlord applies for the licence, and we build the house to the standards the licence conditions set.

Room sizes and shared kitchens in a Lambeth HMO

The licence sets the rooms before the design does. National minimum room sizes are mandatory HMO licence conditions in England, measured on usable floor area. Floor under a low sloping ceiling and fixed boxing do not count. The figures are 6.51 square metres for a room slept in by one adult, 10.22 square metres for two, and no room under 4.64 square metres used for sleeping at all. In a Lambeth terrace the small back bedroom over the rear return is the first to measure, so each room on the drawings is measured against the conditions before the letting plan is fixed.

Shared facilities follow the occupant count. Licensing conditions set how many kitchens, bathrooms and WCs a house needs for the number of tenants, and how much worktop, storage and cooking space each kitchen has. An HMO is a property rented out by at least 3 people who are not from 1 household but share facilities like the bathroom and kitchen, so those shared rooms carry the heaviest use and need hard-wearing finishes.

Fire safety, sound and energy in a Lambeth HMO

Fire safety is the core of an HMO conversion in Lambeth. The recognised guide is the LACORS housing fire safety guidance, read with Part B of the building regulations for any building work. The common parts of an HMO fall under the Fire Safety Order, so that work needs full plans rather than a building notice. In a typical two or three storey house that means fire doors with self-closers to each letting room and the kitchen, an interlinked mains-powered detection and alarm system, and a protected escape route down the stair to the front door.

Sound and energy come next. Better sound insulation between bedrooms and in the floors cuts complaints in a shared house. A let HMO also needs a valid EPC, and GOV.UK says that since 1 April 2020 landlords can no longer let or continue to let properties covered by the MEES Regulations with an EPC rating below E without a valid exemption. We add insulation and heating controls while the rooms are stripped.

  • Shared kitchens enlarged or added for the number of occupants
  • Separate WCs and wash basins to the amenity standard
  • Emergency lighting on the escape route where the house needs it

The GS Renovation Difference in Lambeth

An HMO in Lambeth has to pass a licence inspection as well as building control, so the build is planned around both from the start. We work from your planning position and the licence conditions, build the fire doors, alarms and protected route to the agreed design, and fit out kitchens and bathrooms for the occupant count. A registered electrician certifies the wiring and alarms, and you get the certificates the licensing officer will ask for. As a landlord converting to let, you are a commercial client under the CDM Regulations, with duties of your own.

FAQ

Frequently Asked Questions about HMO Conversions Lambeth

Why do HMO conversion quotes in Lambeth vary?

Because they rarely build to the same standard. One includes fire doors, interlinked detection, and bathrooms and a kitchen sized to the council's amenity standards; another prices a lower specification that may fail inspection. The published figure of £40,000 to £75,000 for a light conversion (Mayfair Studio, 2026) is a starting point. Compare Lambeth quotes against the licence standards.

Does a house to HMO change in Streatham need planning permission?

In two Streatham wards it now does. Lambeth's Article 4 Direction withdrawing the Class L(b) right to change a dwellinghouse to a small HMO in Streatham Common and Vale and Streatham St Leonard's wards came into force on 11 August 2025. Elsewhere the national Class L right may still apply, subject to other rules.

When does an HMO in Lambeth need a change of use application?

Always once it is rented to seven or more people, and for a smaller HMO in the two Streatham wards covered by the Class L(b) Article 4 Direction. The London Plan classes HMOs for more than six people as Sui Generis, which is why the larger HMO falls outside the small HMO use class.

Does a three-person shared house in Lambeth need a licence?

Yes. Lambeth's additional HMO licensing scheme is borough-wide and applies to any property occupied by three or more individuals that is not captured by mandatory HMO licensing. A house for five or more people from more than one household needs a mandatory licence instead. Either way the landlord applies.

How is the Lambeth HMO licence fee worked out?

Per habitable room. Lambeth charges its HMO licence fee per habitable room for new applications and renewals. That means the room layout on the drawings affects the licence cost as well as the rent, so settle the number of letting rooms before the application goes in.

Can two separate HMOs be made from one Lambeth house?

Not under permitted development. Class L does not permit the use of a building previously used as a single dwellinghouse as two or more separate HMOs. Splitting a house that way needs planning permission, and Lambeth's Policy H9 tests apply to any new HMO it creates.

What happens if a Lambeth HMO is let without a licence?

GOV.UK says renting out an unlicensed HMO can lead to an unlimited fine. It also says even a smaller HMO rented to fewer people may still need a licence depending on the council area, which in Lambeth the borough-wide additional scheme covers. The landlord should apply before the first tenants move in.

What fire doors and alarms does a shared house need?

The LACORS housing fire safety guidance is the recognised guide, and the licence conditions apply it to the house. A typical shared house gets fire doors with closers to each bedroom and the kitchen, interlinked mains-powered detection, and a protected route to the front door. The council's inspection checks each item.

Can an existing HMO be upgraded to meet new licence conditions?

Yes. The licence inspection notes list what is short, such as a missing fire door, a small bedroom or too few WCs. We price the works against that list, programme them around tenants where rooms stay let, and give you the certificates for the licensing officer.
