HMO Conversions Battersea

House to HMO conversions and licence upgrades in Battersea, fire doors, detection and shared amenities built to the council's licence standards.

HMO conversion in Battersea is a narrow field, because 9% of homes here are houses and Wandsworth now tests new HMOs against the loss of family housing. Where a house does qualify, the job is set by two separate regimes: planning, which turns on the number of sharers, and licensing, where Wandsworth added an additional HMO scheme on 1 July 2025. We build the rooms, bathrooms and fire protection to the standards those licences set.

In Battersea, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Battersea: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning for a shared house in Battersea

Shared housing in a Battersea house depends first on how many people will live there. Three to six sharers is Use Class C4, and moving a single house into C4 is permitted development under Class L, though Class L cannot turn one house into two or more HMOs. Ask Wandsworth whether a direction has removed that right at your address. Seven or more sharers is sui generis and needs a planning application.

That application is tested against Policy LP29, adopted in the Local Plan Partial Review on 4 March 2026. LP29 only supports a new HMO that does not take away a home suitable for a family, using the definition in Part A of Policy LP26. It also looks for a site with a PTAL of 4 or higher, and with shops and services within reach. Near Clapham Junction station the transport test may be easier to meet than the family housing test, which your planning consultant weighs first.

Housing in Battersea

Battersea's housing, as the Council Tax list records it, is about 33,740 homes: 9% houses, 91% flats, with 19% pre-1919, 4% interwar and 76% built since 1945.

Mandatory and additional HMO licensing in Battersea

Licensing sits alongside planning, not in place of it. A mandatory licence is needed once 5 or more people from more than 1 household rent the house, which GOV.UK calls a large HMO. Below that line, Wandsworth brought in additional HMO licensing on 1 July 2025 for HMOs outside the mandatory scheme, so a smaller Battersea shared house needs a licence too. Section 257 HMOs, meaning certain converted blocks of self-contained flats, fall outside the additional scheme. The landlord or agent applies; we build to the conditions.

The mandatory scheme stops short of flats in purpose-built blocks of three or more self-contained flats, which only an additional licensing scheme can catch.

Wandsworth is clear that a property licence is not planning permission. Its licences normally run for five years, yet where HMO use needs planning permission, or permission was refused, the council is likely to cut the term, usually to one year. Letting an HMO without the licence it needs risks an unlimited fine, according to GOV.UK. So the order matters: planning position confirmed, licence conditions known, and only then the building work, so nothing built has to be altered to satisfy a licensing officer later.

Room sizes and amenities in a Battersea HMO

The licence conditions fix the layout of a Battersea HMO. A room used for sleeping by one person aged over 10 must be at least 6.51 square metres, and a room for two people aged over 10 at least 10.22 square metres. Under the national mandatory conditions, no room under 4.64 square metres may be used for sleeping at all. A bedsit with its own cooking facilities needs a further 3.5 square metres under Wandsworth's standards. Rooms are measured at survey, so the designer knows which ones qualify before walls are moved.

Where occupants cannot have their own facilities, Wandsworth's amenity standards ask for a bathroom or shower room, a WC and a wash hand basin for each group of 5 people. The minimum height for a habitable room is 2.3 metres, relaxed to 2.14 metres across at least 75% of the floor for an existing attic room. In a Battersea terrace the soil stack limits where extra bathrooms can go, so drainage is planned early to avoid pipe runs through bedrooms.

Fire safety, sound and energy in a Battersea HMO

Fire safety is the largest single part of an HMO conversion in Battersea. Each bedroom off the escape route gets a fire door with self-closer, the stair is enclosed as a protected route to the front door, and interlinked detection and alarms are installed to the level the licence and building control require. The recognised guide for fire safety in existing shared housing is the LACORS guidance, read alongside Part B of the building regulations for the new work. We fit the doors and fire stopping, and a registered electrician installs and certifies the alarm system.

Sound between lettings matters more when strangers share a house, so separating walls and floors between rooms are upgraded where the layout allows. Energy is a licence and letting condition too: Wandsworth's HMO guidance requires an EPC of at least E for every HMO under the minimum energy efficiency rules, unless an exemption applies. We fit insulation, heating controls and efficient lighting while the house is empty, and a new EPC records the result before the first tenancy.

Why Choose GS Renovation in Battersea

An HMO conversion is built to a licence, so we start from the conditions your agent confirms: room sizes, bathroom ratios, fire doors and alarm grade. We measure the house before design, plan the drainage for the extra bathrooms, and sequence fire stopping and alarm wiring so building control and the licensing officer can inspect before the finishes go on. FAQ

Frequently Asked Questions about HMO Conversions Battersea

How much does an HMO conversion cost in Battersea?

Published figures put a light HMO conversion for four to six tenants at £40,000 to £75,000 in construction, and a full conversion with an en-suite to every bedroom at £90,000 to £150,000 (Mayfair Studio, 2026). A Battersea house moves within that range with the fire works, the extra bathrooms and the kitchen size. Planning and licence fees are the landlord's and sit outside our quote.

Does a Battersea HMO need a licence from Wandsworth?

In most cases, yes. Five or more tenants from more than 1 household make a large HMO in GOV.UK's definition, and that needs a mandatory licence. Smaller HMOs have fallen under Wandsworth's additional licensing since 1 July 2025, with Section 257 converted blocks left out. The owner or their agent applies.

How big must an HMO bedroom be in Wandsworth?

A room used for sleeping by one person aged over 10 needs at least 6.51 square metres, and a room for two people aged over 10 needs at least 10.22 square metres. Where a bedsit has its own kitchen facilities, an extra 3.5 square metres is required on top of the minimum. No room under 4.64 square metres may be used for sleeping. The layout has to meet these before a licence is granted.

How many bathrooms does a Battersea HMO need?

Wandsworth's amenity standards set a bathroom or shower room, a WC and a basin for every 5 occupants who do not have facilities of their own. Fix the drainage early, because the soil stack in a Battersea terrace limits where a new bathroom can sit without running pipes through a bedroom.

Can a Battersea attic room count in an HMO layout?

It can if the height works. Wandsworth accepts 2.14 metres in an existing attic room, provided that height covers at least 75% of the room, against 2.3 metres for other habitable rooms. Measure the attic at survey, because a room that fails the height test cannot be counted as a letting bedroom.

Does a seven-person shared house in Battersea need planning permission?

Yes. Letting to seven or more sharers needs planning permission in Wandsworth's own words, and the London Plan puts an HMO for more than six people in the sui generis class. The application is judged against Policy LP29, which protects family housing and asks for PTAL 4 or higher.

Why might a Battersea HMO licence only last one year?

Because the planning position is unresolved. The normal Wandsworth term is five years, but the council is likely to grant a shorter one, usually a year, where HMO use needs planning permission or has been refused it. Settle the planning position before applying, so the licence is not granted on the shorter term and the work is not wasted.

What EPC rating must a Battersea HMO have?

At least E, unless an exemption applies. Wandsworth's guidance applies the minimum energy efficiency rules to every HMO, large or small. The conversion is the time to insulate, upgrade heating controls and fit efficient lighting while the rooms are empty, then book a new EPC before the first tenancy.

What fire safety work goes into a Battersea HMO conversion?

Fire doors with self-closers to each bedroom and kitchen, an enclosed escape stair, fire stopping around pipes and cables, and interlinked smoke and heat detection. The alarm grade follows LACORS housing fire safety guidance and the licence conditions. We complete the fire works before decoration, so they can be inspected while still visible.
