HMO Conversions Tooting

House to HMO conversions and licence upgrades in Tooting, fire doors, detection and shared amenities built to the council's licence standards.

HMO conversion in Tooting means turning a family terrace into a shared house, or bringing an existing shared house up to Wandsworth's licence standards. It is a regulated route. Wandsworth licenses all HMOs across the borough, planning permission is needed for seven or more sharers, and its newer housing policy supports new HMOs only where family housing is not lost. The building work is fixed by those rules: bedroom sizes, bathrooms per occupant, fire doors, alarms and an escape route, all built to what the licence inspection will check.

In Tooting, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Tooting: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning rules for a Tooting shared house

Converting a Tooting house for sharers is a different route from converting it into self-contained flats. Nationally, Class L permits a change from a C3 dwellinghouse to a C4 HMO for three to six people, but not the use of one former house as two or more separate HMOs. Check with Wandsworth that no direction removes that right for your street. Wandsworth says planning permission is needed to let a property as an HMO to seven or more people, which the London Plan glossary places in the Sui Generis class.

Where permission is needed, Wandsworth's Policy LP29, adopted in the Local Plan Partial Review on 4 March 2026, supports new HMOs only where they do not result in the loss of family housing, among other tests. It also asks for good public transport access of PTAL 4 or higher and access to shops and services. A house near Tooting Broadway station and the high road may meet the second test, but the family housing test still has to be passed, so your planning agent tests both before you buy.

Housing in Tooting

Around 23,930 homes make up Tooting on the valuation list; 62% are flats and 38% houses, and 67% date from before 1919, 8% from between the wars and 24% from after 1945.

Which Wandsworth licence a Tooting HMO needs

A shared house in Tooting needs a licence whatever its size. GOV.UK defines a large HMO as one rented to 5 or more people who form more than 1 household, and that is the mandatory licence. A flat in a purpose-built block of three or more flats is outside mandatory licensing, though an additional scheme can still cover it. Wandsworth introduced additional HMO licensing on 1 July 2025, covering HMOs not already covered by mandatory licensing, so a three or four person shared house needs a licence too. Wandsworth's scheme covers all HMOs across the borough.

The landlord makes the application; we build to the standards it sets. Wandsworth usually grants a property licence for five years, but a reduced term, usually one year, is likely where planning permission is required for HMO use or has been refused. A property licence is not planning permission, so settling the planning position before the Tooting house is let avoids a short licence and a second inspection. GOV.UK says renting out an unlicensed HMO can lead to an unlimited fine.

Room sizes and bathrooms in a Tooting HMO

Wandsworth's licence conditions set the Tooting HMO layout before any partition goes up. A sleeping room for one person aged over 10 needs 6.51 square metres or more, and one shared by two people over 10 needs 10.22 square metres or more. Below the national minimum for a child under 10, a room cannot be used for sleeping at all. Where a bedsit has its own kitchen facilities, the standards add 3.5 square metres to the minimum bedroom size. In a Victorian terrace, the small back bedroom over the outrigger is the room to measure first.

Heights and facilities follow. Wandsworth's HMO standards set a minimum habitable room height of 2.3 metres, with existing attic rooms allowed 2.14 metres over at least 75% of the room. Where exclusive facilities cannot be provided, the standards require one bathroom or shower room, one toilet and one wash hand basin for every 5 occupants. We draw the plumbing and drainage around that ratio, often adding an en suite in the rear addition, before the rooms are fixed.

Fire safety, sound and the EPC in a Tooting HMO

Fire safety is the heaviest part of the build in a Tooting shared house. The recognised guide is the LACORS housing fire safety guidance, read with Part B of the Building Regulations and Wandsworth's own HMO fire standards. In a typical two or three storey terrace that means fire doors with self-closers on every bedroom and the kitchen, a protected stair as the escape route, interlinked smoke and heat detection, and emergency lighting where the stair is long or dark.

Sound and energy come next. Sharers in separate rooms hear each other through lath partitions and timber floors, so we add insulation to bedroom walls and resilient ceilings where rooms stack. Wandsworth states that all HMOs must have an Energy Performance Certificate rated E or above under the Minimum Energy Efficiency Standard regulations, unless exempted. On a Tooting terrace that usually means loft and floor insulation, an efficient boiler with zoned controls and draught-proofed sashes.

Working With GS Renovation in Tooting

An HMO is inspected against written standards, so we build to the licence rather than to taste. We give a firm price after surveying the house, measure every room against Wandsworth's minimum sizes before walls are built, and plan the fire doors, detection and escape route with the landlord's fire risk assessment. A registered electrician certifies the wiring and alarm circuits, and the certificates and completion record come to you ready for the licence application.

FAQ

Frequently Asked Questions about HMO Conversions Tooting

What should a landlord budget for an HMO conversion in Tooting?

Start from £40,000 to £75,000 in construction for a light conversion (Mayfair Studio, 2026), or £90,000 to £150,000 with en-suites throughout. Then add planning where an Article 4 direction applies, the licence fee and the fire risk assessment. A Tooting quote follows a survey against the council's HMO standards, with fire works, bathrooms and kitchens as separate lines.

Does a Tooting house let to seven sharers need planning permission?

Yes. Seven or more sharers takes a Tooting house out of the C4 class, which the London Plan glossary caps at six people, and into Sui Generis. Wandsworth confirms that letting to seven or more as an HMO needs planning permission, and holding a property licence does not replace it.

Which HMO licence applies to a shared house in Tooting?

Mandatory licensing covers a large HMO, one rented to 5 or more people who form more than 1 household, and Wandsworth introduced additional HMO licensing on 1 July 2025 for HMOs not already covered by the mandatory scheme. Wandsworth's scheme therefore reaches all HMOs across the borough, including smaller shared houses in Tooting.

How long does a Wandsworth HMO licence last after a conversion?

Five years is the normal term. Wandsworth expects to cut that, usually to a single year, where the HMO use needs planning permission or permission has been refused. So the planning question is best closed before the licence goes in, or the landlord faces an early renewal and another inspection.

How big must a bedroom be in a Tooting HMO?

Wandsworth's licence conditions set 6.51 square metres as the floor for a sleeping room used by one person aged over 10, and 10.22 square metres where two people over 10 share it. Add 3.5 square metres to that minimum for a bedsit with its own cooking facilities, and check each Tooting room on site against the drawing.

How many bathrooms does a Tooting HMO need?

One set per 5 occupants where rooms cannot have their own: a bathroom or shower room, a toilet and a wash hand basin, under Wandsworth's minimum amenity standards. So a six person Tooting house needs a second set, and en suites in the bigger rooms are one way to reach it without losing a bedroom.

Will Wandsworth support a new HMO in a Tooting family house?

Only if it passes Policy LP29, adopted on 4 March 2026. The policy supports new HMOs only where they do not result in the loss of family housing as defined in Policy LP26, and asks for public transport access of PTAL 4 or higher. Your planning agent tests the house against both before you commit.

Can an attic room in a Tooting HMO be used as a bedroom?

Yes, if it clears the height test. Wandsworth's HMO standards ask for 2.3 metres in a habitable room, relaxed to 2.14 metres for an existing attic room provided that height covers at least 75% of the floor. A Tooting attic that falls short cannot be let as a bedroom, so it is measured before the room count is agreed.

What fire safety work does an HMO conversion need?

Fire doors with self-closers to bedrooms and the kitchen, a protected escape stair, interlinked smoke and heat detection, and emergency lighting where the escape route needs it. The LACORS housing fire safety guidance is the recognised guide, and the landlord's fire risk assessment sets the final specification we build to.
