Flat Conversions Forest Gate

Houses divided into self-contained flats in Forest Gate, separating floors, a protected stair and separate services for every flat.

Flat conversion in Forest Gate means dividing a period terrace house into self-contained flats, or putting flats back together as one house. 44% of homes here are terraced houses and 67% predate 1919, so the building is typically an old terrace with timber floors and one staircase. Newham's Local Plan 2018 largely resists new conversions and supports de-conversion, which makes the planning case the first hurdle. We build to the consent, with the fire and sound separation, services and room sizes that separate flats need.

In Forest Gate, converting a house into two or three flats is published at £50,000 to £120,000 including professional and council fees, and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone, which is the part a builder prices (indicative London ranges, Architectural Drawings and Mayfair Studio, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Forest Gate: we build the conversion to the approved drawings, building control inspects the fire and sound separation, and a registered electrician certifies each flat's electrics.

Newham's conversion policy and what it means for a Forest Gate house

Newham Local Plan 2018 Policy H4 largely resists new conversions, so splitting a Forest Gate family house into flats is the exception and has to meet the policy's criteria. One route is location. Converting a house of three or more bedrooms may be appropriate, with other tests, where it is in or within 400m of a town or local centre along a quality Movement Corridor or Linear Gateway. Forest Gate is itself a District Centre in the same Plan, so the owner's planning consultant tests the address against that criterion first.

The other route is size. Converting a house of four or more bedrooms may be appropriate where every new home is itself a family home of four or more bedrooms, with at least 45 sqm of private amenity space no narrower than 4m. On a Forest Gate terrace with a single rear garden that is a high bar. For many owners the realistic brief is a de-conversion, or improving flats that already exist, rather than a new split into smaller units.

Housing in Forest Gate

Forest Gate has around 11,180 homes on the Council Tax list: 31% post-war, 1% interwar and 67% predate 1919, with 51% flats and 49% houses. Since most homes here are flats, a flat in Forest Gate can be split or combined only with the freeholder's consent, and changing the number of homes usually needs planning permission as well.

Space standards for flats made from a Forest Gate house

New flats in Forest Gate must meet the London Plan internal space standards as a minimum under the Newham Local Plan 2018, and that includes flats made by conversion. Under London Plan Policy D6 the minimum single bedroom is 7.5 sq m with a width of 2.15m, and the minimum double is 11.5 sq m. The floor to ceiling height must be at least 2.5m over 75 per cent of each flat, which counts against using a low rear addition or a cellar as a main room.

Outside space and outlook are tested too. Where the borough sets no higher standard, Policy D6 asks for at least 5 sq m of private outdoor space for a one or two person flat, plus 1 sq m for each extra occupant. It also prefers dual aspect homes to single aspect ones. In a Forest Gate terrace the upper flat often has no garden, so a balcony or a garden split is drawn early. These standards sit in the planning system, not the building regulations, so they are settled before building control.

Fire and sound separation in a converted Forest Gate terrace

The floors in a pre-1919 Forest Gate terrace were built as timber joists with lath and plaster below, which gives little resistance to sound or fire between storeys. Converting the house into flats is a material change of use, so Parts B and E of the Building Regulations apply. That means new separating floors and walls, with a fire rated ceiling below, acoustic insulation in the void and often a resilient layer above. Each flat door onto the shared stair becomes a fire door, and the stair is protected as an escape route.

Approved Document E sets the sound insulation for flats formed by a material change of use at 43 dB airborne through walls, floors and stairs, with impact sound through floors and stairs capped at 64 dB. Pre-completion sound testing checks the result, so the build up is chosen to pass with margin rather than on paper. We sequence the separating floors early, since every trade above them depends on them being right, and Part L and Part M or K apply to the new flats as relevant.

Services, addresses and levies on new Forest Gate flats

Each new flat in a Forest Gate conversion needs its own electricity and gas or electric heating, its own water supply where the scheme calls for it, and its own meters, which the utility companies install on their own lead times. The council's street naming and numbering team issues the new addresses, and the suppliers will not set up accounts without them. Where a party wall is cut into for beam bearings or built on, the building owner serves notice under the Party Wall Act before we start.

Two charges attach to new homes here. Since 12 February 2024 new dwellings of one or more units inside Newham's Epping Forest 0-6.2km Zone of Influence need a project level HRA screening and a SAMMS tariff payment. New homes can also be liable to the Community Infrastructure Levy, and Newham places E7 in its CIL Charging Zone 2. The owner's agent confirms both for the address, and the costs belong in the appraisal before the build is priced.

FAQ

Frequently Asked Questions about Flat Conversions Forest Gate

Why do flat conversion quotes in Forest Gate vary?

Because the scope differs. One includes separating floors built to pass the sound test, a protected stair, separate meters and fire stopping; another prices them as extras. The England-wide guide of £40,000 to £80,000 in construction for a straightforward two-flat split (Mayfair Studio, 2026) is a starting point. Compare Forest Gate quotes against the approved drawings.

Can a Forest Gate family house be split into flats?

Only if it meets Newham's tests. Policy H4 of the Local Plan 2018 largely resists new conversions. A house of three or more bedrooms may be converted where it lies in or within 400m of a town or local centre along a quality corridor, among other criteria. A four bedroom plus house may be converted where every new unit is a four bedroom plus family home with enough garden. The owner's planning consultant tests the address first.

Does Newham back returning Forest Gate flats to a single family house?

Yes. Under Policy H4 of the Newham Local Plan 2018, putting flats or an HMO back together as one C3 family house is supported. The owner's designer confirms whether planning permission is needed, and building regulations apply because the number of homes changes. The work involves removing the extra kitchens, arranging with the suppliers to merge the meters, opening the stair back up and returning the plan to one household.

Does a new flat in Forest Gate trigger the Epping Forest payment?

It can. Since 12 February 2024, Newham has required a project level HRA screening and a SAMMS tariff for new homes, even single units and prior approval schemes, inside the 0-6.2km Epping Forest Zone of Influence. Your planning agent checks whether the address lies in that zone, and the cost belongs in the appraisal.

How are sound levels between flats checked after a conversion?

By pre-completion sound testing against Approved Document E. For flats formed by a material change of use, walls, floors and stairs must reach 43 dB airborne, and impact through floors and stairs must not exceed 64 dB. A failed test means opening up finished work, so the floor build up is chosen with margin.

Can a Forest Gate conversion include a very low room as a bedroom?

Only if the flat still meets the height rule. London Plan Policy D6 sets a minimum floor to ceiling height of 2.5m for at least 75 per cent of each dwelling's internal area, so a low room uses up the part that may fall short. A bedroom below ground also needs a safe escape route under Part B. A low rear addition or a cellar often suits storage or a bathroom better.

Who applies for planning permission on a flat conversion?

The owner does, usually through an architect or planning agent who prepares the drawings. We work from the approved drawings, give the owner the programme and the specification details the application needs, and build to what is consented. Building regulations approval for the change of use runs alongside, and the separating floors are inspected before they are covered.

How big must each bedroom be in a Forest Gate flat conversion?

At least London Plan size. Newham requires every new home, conversions included, to meet the London Plan internal space standards as a minimum. Under Policy D6 a single bedroom needs 7.5 sq m and a width of 2.15m, and a double or twin needs 11.5 sq m. The designer sets out the rooms to those figures before the partitions are built.

Does each converted flat in Forest Gate need its own meters and address?

In practice, yes. Separate flats need separate supplies and meters so each can be sold or let on its own, and the utility companies fit them on their own timetable. The council issues new addresses through street naming and numbering, which the suppliers ask for. We book the service connections early so they do not hold up handover.
