Flat Conversions Newham

Houses divided into self-contained flats in Newham, separating floors, a protected stair and separate services for every flat.

Converting a house into flats in Newham starts with policy, not layout. Policy H4 of the 2018 Local Plan largely resists new conversions and seeks to support de-conversion where possible. 39% of homes are terraced houses and some of them were split long ago, so the realistic work here includes the reverse: putting a split terrace back together as one home, or a large house into two family units.

In Newham, converting a house into two or three flats is published at £50,000 to £120,000 including professional and council fees, and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone, which is the part a builder prices (indicative London ranges, Architectural Drawings and Mayfair Studio, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Newham: we build the conversion to the approved drawings, building control inspects the fire and sound separation, and a registered electrician certifies each flat's electrics.

When Newham Policy H4 allows a house to be split into flats

Newham Policy H4 allows a conversion only in narrow cases, so the first question is whether the house meets one. Converting housing of three or more bedrooms may be appropriate where, among other tests, the site is in a town or local centre, or on a section of a quality Movement Corridor or Linear Gateway within 400m of one. Converting a house of 4 bedrooms or more may be appropriate where every new home is itself a 4 bedroom plus family unit, with at least 45 sqm of private amenity space at least 4m wide.

That second test rules out the classic split into small flats. In practice it points towards large houses on wide plots becoming two family homes, each with its own garden. Splitting a house into flats needs planning permission, and the owner's designer tests the plot against those numbers before any drawings go further. On a narrow Newham terrace plot the garden width alone can decide the answer before the internal layout is even drawn, so we price the build only once the scheme fits.

Housing in Newham

On the valuation list Newham counts about 132,650 homes, 59% flats and 41% houses; 37% predate 1919, 5% are interwar and 58% post-war. Changing the number of flats in Newham needs the freeholder and usually planning, which matters here because most homes are flats.

Turning Newham flats back into one family house

De-conversion is the direction Newham supports. Under Policy H4 of the 2018 Local Plan, returning flats and HMOs to single family houses in Use Class C3 is backed rather than resisted. The candidates are Victorian terraces that were split in the past and can be put back together, sometimes with the original staircase and room plan still traceable under later partitions. Before pricing, we open up enough of the hall and landings to see which walls are original and which were added for the flats.

The build work reverses the original conversion. Second kitchens and bathrooms come out, the suppliers arrange to merge the meters, consumer units are combined, and partitions that closed off the staircase are removed so the stair is part of the house again. Reducing the number of homes is a material change of use for building control, so the house must then meet the fire safety requirements for a single dwelling. We plan the strip out so one kitchen and bathroom stay usable if you are living in.

London Plan space standards for each new Newham flat

Every new flat formed in Newham must reach the London Plan internal space standards at the least, and the London Plan says a new dwelling in this context includes conversions and change of use. Policy D6 sets a floor area of 7.5 sq m and a 2.15m width for a one-bedspace single bedroom, and 11.5 sq m for a double. It also wants a ceiling height of 2.5m over at least 75 per cent of each dwelling, which low rear rooms and attics can fail first.

D6 also asks developments to maximise dual aspect homes and normally avoid single aspect ones, which is hard in a narrow terrace where the middle rooms face a side return. The nationally described space standard is a planning standard, not a building regulation, so it is tested at the planning stage and then built to. We set out partitions on site from the approved drawings and check room sizes before plastering, so a wall in the wrong place does not shrink a bedroom below the standard.

Fire and sound separation between Newham flats

Between the flats, the separating floor is where Newham conversions go right or wrong. Floors between homes need fire resistance under Part B and sound insulation under Part E. For flats created by a material change of use, Approved Document E sets 43 dB airborne for walls, floors and stairs and a 64 dB impact maximum for floors and stairs. Pre-completion sound testing checks the result on site, so the build has to be right before the ceilings close.

We build separating floors with added mass, a resilient layer above the joists and an independent ceiling below, pack the void with acoustic insulation and seal every service penetration. The shared stair becomes a protected escape route with fire doors to each flat. Each flat gets its own meters, consumer unit and heating, and new postal addresses come through the council's street naming and numbering. Where a party wall is cut into, the building owner serves notice under the Party Wall Act first.

FAQ

Frequently Asked Questions about Flat Conversions Newham

How much does it cost to convert a house into flats in Newham?

Published London figures put converting a house into two or three flats at £50,000 to £120,000 including professional and council fees (Architectural Drawings, 2026), and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone (Mayfair Studio, 2026). A Newham scheme moves with the number of flats, the separating floors and the new services. Design, planning and building control fees sit outside our building quote.

Can a Newham family house be converted into flats?

Only in narrow cases under Policy H4 of the 2018 Local Plan, which largely resists new conversions. Converting a 3+ bed house may be appropriate in or within 400m of a town or local centre along a quality Movement Corridor or Linear Gateway, among other criteria. The owner's designer tests the site before any drawings are worked up.

What does Newham require to split a four-bedroom house?

Under Policy H4, converting a 4 bedroom plus house may be appropriate where every new unit is itself a 4 bedroom plus family home with at least 45 sqm of private amenity space at least 4m wide. That usually means a large house on a wide plot becoming two family homes, each with a garden.

Does Newham support turning flats back into a single house?

Yes. Newham Local Plan 2018 Policy H4 supports the de-conversion of flats and HMOs back to family dwelling houses in Use Class C3. Planning permission is still normally needed to lose homes, but the policy is on your side. The build then removes the second kitchen and bathroom, merges services and reopens the stair.

What floor area does each new flat need in a Newham conversion?

The nationally described space standard figures, which the London Plan applies to conversions: 37 square metres for a one-bedroom flat for one person with a shower room, 50 for one bedroom and two people and 61 for two bedrooms and three people. Under Newham Policy H4 a split 4 bedroom plus house must produce family homes, so each unit will sit well above those minimums.

Does a new flat near Epping Forest need anything extra in Newham?

Yes. Since 12 February 2024, a scheme creating 1+ new homes inside Newham's Epping Forest 0-6.2km Zone of Influence needs HRA screening at project level and a SAMMS tariff payment, and that includes homes approved through prior approval. The owner's agent deals with it as part of the consent before we start.

Is CIL charged on a flat conversion in Newham?

It can be. New C3 dwellings can attract Community Infrastructure Levy, charged per square metre, though a conversion inside the existing walls may owe little or none. Newham CIL Charging Zone 1 covers E15 outside the LLDC area, E16 and part of E3, and Zone 2 covers E6, E7, E12, E13 and part of IG11. Existing floorspace in lawful use can be offset, so the owner's agent confirms liability early.

Does putting Newham flats back into one house need building control?

Yes. Going from several dwellings to one is a material change of use under the Building Regulations, so the finished house has to meet the requirements for a single home, including smoke alarms and escape. Removing a stair enclosure or a partition that carries load is checked too. We book the inspections and hand over the completion certificate with the electrical and gas records.

Who deals with new addresses and meters for converted flats?

The owner applies to the council's street naming and numbering service for the new addresses, and the utility suppliers fit the new meters once they have them. We run separate supplies, consumer units and heating to each flat so the suppliers can connect as soon as the addresses are issued, which avoids delaying completion.
