Flat conversion in Stratford runs against a firm policy line. Newham's Local Plan 2018 says its H4 policy largely resists new conversions and seeks to support de-conversion where possible. The houses in question are the terraces, 28% of homes here, and 27% of all homes were built before 1919. So a Stratford conversion is decided first by whether the plan allows it, then built to space standards, fire separation and sound insulation between the new flats. The reverse, flats back into one house, has the plan's support.
In Stratford, converting a house into two or three flats is published at £50,000 to £120,000 including professional and council fees, and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone, which is the part a builder prices (indicative London ranges, Architectural Drawings and Mayfair Studio, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Stratford: we build the conversion to the approved drawings, building control inspects the fire and sound separation, and a registered electrician certifies each flat's electrics.

Newham Policy H4 and converting a Stratford terrace
Newham's conversion policy is the first thing to settle on any Stratford house. It sets out limited cases where converting 3+ bed housing may be appropriate. One criterion is location: the house is in or within 400m of a town or local centre along a quality Movement Corridor or Linear Gateway. The owner's designer tests the address against these criteria before any layout is drawn, and planning permission is needed for any house into flats.
For a larger house the test is stricter. Converting a 4 bedroom plus house may be appropriate where every new unit is a 4 bedroom plus family home with at least 45 sqm of private amenity space at least 4m wide, which a narrow terrace garden can struggle to provide. The designer also checks Newham's Epping Forest zone of influence, where new homes since 12 February 2024 need an HRA screening and a SAMMS tariff payment, including homes granted through prior approval.
Housing in Stratford
The Council Tax list puts Stratford at about 17,020 homes, 71% flats against 29% houses; 27% went up before 1919, 1% between the wars and 71% after 1945. Most homes here are flats, and changing the number of flats in Stratford needs the freeholder and usually planning.
Space standards for a flat formed in a Stratford house
Every self-contained flat formed in a Stratford house has to meet the London Plan internal space standards, which Newham Local Plan 2018 requires as a minimum for all new homes. The London Plan table counts conversions as new dwellings. A single bedroom must be at least 7.5 sq m and 2.15m wide, a double at least 11.5 sq m, and at least 75 per cent of each flat needs a floor to ceiling height of 2.5m.
That last figure often decides a terrace scheme. A Victorian rear addition or a room in the roof can fall short of it once a new separating floor has been built up. Policy D6 also asks for at least 5 sq m of private outdoor space for a one or two person flat, plus 1 sq m for each extra occupant, where the borough sets no higher standard, and it favours dual aspect flats. Front and back rooms on the same floor help with both.
Fire separation and sound testing between Stratford flats
Between the flats the building regulations take over. Part B sets the fire separation and the protected escape route down the shared stair, and Part E the sound insulation. Approved Document E sets performance for flats formed by material change of use of 43 dB airborne for walls, floors and stairs and 64 dB maximum impact for floors and stairs. A conversion with shared common parts normally goes to Newham Building Control as a full plans application, with scale plans in two copies and structural calculations.
On a timber-floored terrace that typically means an independent ceiling, mineral wool, resilient bars and fire-rated boards, with the result proved by pre-completion sound testing. The flat entrance doors onto the common stair are fire doors with self-closers, and the stair gets its own detection. Each flat then gets its own services: a separate electricity and gas supply and meter, its own water feed, and a new address from the council's street naming and numbering team.
Turning Stratford flats back into a family house
The reverse conversion has policy support. Newham Local Plan 2018 Policy H4 supports the de-conversion of flats and HMOs back to family dwelling houses in Use Class C3, and in Stratford the candidates are the Victorian terraces that were split into flats over the years. A second kitchen, a partition across the hall and a boxed-in stair can all come out. For a buyer, pricing the undoing work before making an offer shows whether a split terrace is a sensible route to a family house here.
De-conversion work is mostly undoing. The second kitchen and bathroom are stripped, the registered electrician combines the consumer units, the suppliers take out the surplus meters, and the hall is opened back up with the stair rejoined to the ground floor. Fire doors are reviewed rather than removed by default, because a house with upper floors still needs a protected escape route under Part B. The owner's designer confirms the planning route before work starts. Building control still needs to see the combined layout, since the stair, the escape route and the heating now serve one household.

Trusted Flat Conversions in Stratford
A Stratford conversion or de-conversion turns on policy before it turns on building, so the founder, Abdelaaziz Saaid, looks at the house with the planning route in mind and says early whether the scheme is worth drawing. Once consent is in place we build to it: separating floors, fire-rated linings and doors, separate or combined services, and the finishes. You get a written quotation after the visit and a written programme. The owner or their designer handles planning, the building owner serves any party wall notices, and we supply the trade certificates and site records building control needs.
- Full plans application to building control, never a building notice
- Paperwork and certificates handed over for when you sell
- Each flat numbered and supplied before the keys are handed over

FAQ
Frequently Asked Questions about Flat Conversions Stratford
Why do flat conversion quotes in Stratford vary?
Because the scope differs. One includes separating floors built to pass the sound test, a protected stair, separate meters and fire stopping; another prices them as extras. The England-wide guide of £40,000 to £80,000 in construction for a straightforward two-flat split (Mayfair Studio, 2026) is a starting point. Compare Stratford quotes against the approved drawings.
Can a Stratford house be converted into flats?
Only in limited cases. Policy H4 in Newham's 2018 Local Plan is written largely to resist new conversions. Converting 3+ bed housing may be appropriate only where set criteria are met, such as being in or within 400m of a town or local centre along a quality Movement Corridor or Linear Gateway. The owner's designer tests the address against H4 before we price the build.
Can Stratford flats be turned back into one house?
Yes, and Newham's plan supports it. Policy H4 of the 2018 Local Plan backs returning flats and HMOs to single family houses in Use Class C3. The works remove the second kitchen and bathroom, reopen the hall and stair and combine the services, followed by a whole-house finish. The owner's designer confirms the planning route first.
What sound insulation is needed between converted flats in Stratford?
Approved Document E sets lower sound insulation performance for flats formed by material change of use: 43 dB airborne for walls and for floors and stairs, and 64 dB maximum impact for floors and stairs. On a timber-floored Stratford terrace that means a new separating ceiling and floor build-up, and pre-completion testing shows whether the figures are met.
How large must a bedroom be in a new Stratford flat?
At least 7.5 sq m and 2.15m wide for a single bedroom, and at least 11.5 sq m for a double or twin, under London Plan Policy D6. Newham Local Plan 2018 requires all new homes to meet the London Plan internal space standards as a minimum, and the London Plan counts conversions as new dwellings, so a flat formed inside a Stratford terrace has to meet them.
Can a large Stratford house be split into smaller flats?
Only on strict terms under Newham's policy. Newham's test for a house of four or more bedrooms is that each new unit must itself be a family home of four or more bedrooms, with its own private amenity space of at least 45 sqm and at least 4m wide. That test protects family homes, so a scheme of one bedroom flats in a large Stratford house is unlikely to fit it.
Is the nationally described space standard a building regulation?
No. GOV.UK places the Nationally Described Space Standard solely within the planning system, not in the building regulations. In Stratford it bites through Newham's Local Plan, which requires the London Plan standards for all new homes, so it is settled at planning stage, before building control looks at fire and sound.
Does a flat conversion in Stratford need a SAMMS payment?
Possibly. Newham asks for a project-level HRA screening and a SAMMS tariff payment on new dwellings of 1+ units inside its Epping Forest 0-6.2km Zone of Influence. That has applied from 12 February 2024, and it covers homes granted through prior approval too. The owner's designer checks whether the Stratford address falls inside the zone as part of the planning application.
Who deals with party walls when converting a Stratford terrace?
The building owner serves party wall notices on the neighbours where the work cuts into or builds on a party wall, for example for new beams or a raised separating floor. A terrace in Stratford has neighbours on both sides, so notices are likely wherever the work touches either party wall. We give the owner or their surveyor our method details and programme, and plan the work to the agreed awards.
