Flat conversion in East Ham runs against a borough policy that protects family houses. 57% of homes here are terraced houses, and the Newham Local Plan 2018 says Policy H4 largely resists new conversions and seeks to support de-conversion where possible. The realistic projects are a house that passes H4's narrow tests, or flats joined back into one home. Planning permission always comes first; we then build the fire and sound separation, services and finishes to the approved scheme.
In East Ham, converting a house into two or three flats is published at £50,000 to £120,000 including professional and council fees, and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone, which is the part a builder prices (indicative London ranges, Architectural Drawings and Mayfair Studio, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in East Ham: we build the conversion to the approved drawings, building control inspects the fire and sound separation, and a registered electrician certifies each flat's electrics.

Where Policy H4 allows a house split in East Ham
Splitting an East Ham house into flats only works where the scheme fits Policy H4. Among other criteria, converting 3+ bed housing may be appropriate where it is in or within 400m of a town or local centre along a quality Movement Corridor or Linear Gateway. East Ham is the borough's Major Centre under the same Local Plan, so a terrace close to the centre on a qualifying corridor has a chance, while a quiet side street further out struggles to meet the location test.
A second route covers bigger houses. Converting a 4 bedroom plus house may be appropriate where every new unit is itself a 4 bedroom plus family home with at least 45 sqm of private amenity space at least 4m wide. That needs a large house on a large plot, so measure the garden against it before paying for drawings. The owner or their designer makes the planning application; we price the build from the scheme and can advise on buildability while the East Ham drawings are prepared.
Housing in East Ham
About 15,490 homes are listed for East Ham, and the mix is 59% houses to 41% flats, with 30% built after 1945, 6% in 1919 to 1939 and 64% earlier. 57% of homes here are terraced; a converted terrace in East Ham has two party walls to consider for sound.
Space standards each new East Ham flat must meet
Every flat created in an East Ham conversion counts as a new home, and the Newham Local Plan 2018 requires all new homes to meet the London Plan internal space standards as a minimum. The London Plan table says a new dwelling includes conversions and change of use. Under Policy D6, a one-bedspace single bedroom must be at least 7.5 sq m and 2.15m wide, and a two-bedspace double or twin bedroom at least 11.5 sq m, which quickly limits how many bedrooms a terrace floor can hold.
Height and light matter as much as area. Policy D6 sets a minimum floor to ceiling height of 2.5m for at least 75 per cent of each dwelling's internal area, and in a pre-1919 East Ham terrace the back addition and top floor can fall short. It also asks for dual aspect homes where possible and, where the borough sets no higher standard, private outdoor space of at least 5 sq m for one or two people plus 1 sq m for each extra occupant. The space standard sits in the planning system, not the building regulations, so it is settled at the drawing stage.
Fire and sound separation between flats in an East Ham house
Turning a house into flats is a material change of use, so building regulations reach the whole building. Part B needs each flat separated from the others and from the shared stair by fire-resisting floors and walls, a protected escape route with self-closing fire doors to each flat, and interlinked detection. In a Victorian East Ham terrace the timber floors and lath ceilings between the new flats are upgraded with fire-rated boarding, and the old stair is enclosed where it becomes a common escape.
Sound separation carries a number of its own. Approved Document E sets 43 dB airborne sound insulation for walls, floors and stairs in flats formed by material change of use, and 64 dB maximum impact for floors and stairs. On timber joists that means an independent ceiling, acoustic quilt and a resilient floor layer, and on a party wall between flats it can mean an independent lining. Pre-completion sound testing proves the result, so we build those layers carefully before any East Ham test date.
Services, neighbours and flats back into a house in East Ham
Each flat needs its own electricity supply and meter, its own heating, and either separate gas or an all-electric design, plus separate water arrangements where the supplier requires them. The council's street naming and numbering team gives each flat an address. Where a steel or new wall bears on the party wall with the next East Ham terrace, the Party Wall Act applies and the building owner serves the notices. If the address lies in Newham's Epping Forest 0-6.2km Zone of Influence, new flats also need HRA screening and a SAMMS tariff payment, from 12 February 2024.
The reverse job has policy on its side. Newham Local Plan 2018 Policy H4 supports the de-conversion of flats and HMOs back to family dwelling houses in Use Class C3, though a planning application may still be needed. The build strips out the extra kitchens, opens the stair back up to the house, removes surplus fire doors and combines the separate supplies, with a registered electrician and an engineer on the Gas Safe Register certifying their parts. It is a practical option for an East Ham buyer of a split terrace.
- Fire detection in every flat and the common hall, laid out to the fire strategy
- Steel beams and new openings built to the engineer's design
- Protected escape stairs and fire-rated flat entrance doors

The GS Renovation Difference in East Ham
We build conversions to the consented drawings, so work starts once your designer and Newham have settled the scheme. The job then runs as one sequence: strip-out, structure, fire and sound separation, separate services, and finishes flat by flat. Any structural changes are designed by a structural engineer and we build to those calculations, and the programme includes the building control stages and the sound test. You deal with one contact throughout, and the founder stays involved from survey to handover.
- Wet rooms stacked floor over floor to keep the drainage simple
- Each flat's new electrics signed off by a registered electrician for Part P
- One point of contact on the phone, not a call centre

FAQ
Frequently Asked Questions about Flat Conversions East Ham
How much does it cost to convert a house into flats in East Ham?
Published London figures put converting a house into two or three flats at £50,000 to £120,000 including professional and council fees (Architectural Drawings, 2026), and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone (Mayfair Studio, 2026). A East Ham scheme moves with the number of flats, the separating floors and the new services. Design, planning and building control fees sit outside our building quote.
Can an East Ham house be split into flats?
Only where it meets Newham's narrow tests. The Newham Local Plan 2018 says Policy H4 largely resists new conversions. Among other criteria, converting 3+ bed housing may be appropriate in or within 400m of a town or local centre along a quality Movement Corridor or Linear Gateway. Get a planning view on the address before paying for drawings.
Can a four-bedroom East Ham house become two family flats under Policy H4?
Possibly, if every new unit is itself a 4 bedroom plus family home with at least 45 sqm of private amenity space at least 4m wide. That is a demanding test for a terraced plot. The designer checks the house and garden against it before any application, and we can price the build once the layout is fixed.
How big must a bedroom be in a new East Ham flat?
Under London Plan Policy D6, a one-bedspace single bedroom must be at least 7.5 sq m and at least 2.15m wide. A two-bedspace double or twin bedroom must be at least 11.5 sq m. These standards apply to conversions as well as new build, so the room layout is checked against them before the drawings are finalised.
What ceiling height does a converted flat in East Ham need?
London Plan Policy D6 sets a minimum floor to ceiling height of 2.5m for at least 75 per cent of the internal area of each dwelling. Older terraces can fall short in back additions and top floors, so ceiling heights are measured at survey. Lowering a floor or raising a ceiling is sometimes possible, but it changes cost and structure.
Do new flats in a converted East Ham house need sound testing?
Yes. Flats formed by material change of use must meet Approved Document E, which sets 43 dB airborne sound insulation for walls, floors and stairs and 64 dB maximum impact for floors and stairs. Pre-completion testing shows whether the separating floors and walls meet those figures, so the acoustic build-up is done with care from the start.
Will Newham support turning East Ham flats back into a single house?
In policy terms, yes. Newham Local Plan 2018 Policy H4 supports the de-conversion of flats and HMOs back to family dwelling houses in Use Class C3. A planning application may still be needed, so the owner or designer confirms that first. The build then removes the extra kitchens and supplies and reopens the stair.
Is there an extra environmental charge on new flats in Newham?
There can be. From 12 February 2024, new dwellings of 1+ units in Newham's Epping Forest 0-6.2km Zone of Influence need a project-level HRA screening and a SAMMS tariff payment, including homes granted through prior approval. Your designer should check whether the address falls inside that zone before the application is made.
Is the nationally described space standard part of the building regulations?
No. GOV.UK says the Nationally Described Space Standard is not a building regulation and sits solely within the planning system. In Newham the space question is settled through the planning application, and building control then checks fire, sound, drainage and energy. Both have to be satisfied before the flats can be occupied.
