An RSJ is only as good as the two ends it sits on. Who signs off an RSJ in Harpenden
Building control for Harpenden is delivered as a shared service, with St Albans District Council and Watford Council working in collaboration across both areas. That is where the application for beam work goes, whether by full plans or building notice. We coordinate it, and the engineer's calculation goes in with it.
The timing of the inspections matters more than people expect. St Albans building control surveyors carry out site visits Monday to Friday between 10.30am and 2.30pm. Steel beam work has stages that must be seen before they are covered up, so we build those visits into the programme rather than around it.
What the walls you are cutting into are built of
Harpenden's older walls are not one construction. Pimlico Place on the west side of Harpenden Common is a terrace of sixteen cottages of 1822, built in red and blue brick, according to the council's conservation area character statement. Masonry of that age sets the bearing question, and the engineer answers it from what is exposed once the plaster is off, not from a drawing.
At the other end of the range is Park Avenue. The council records that it was laid out in the early years of the twentieth century by a Luton developer, Henry Steers. He and his successors required development to consist only of detached houses at a minimum building cost, on plots normally having a street frontage of at least 80 feet, which is 24 metres. Houses on frontages like that can call for wide openings, and the beam size follows the span and the load above it.
Where the load goes below the beam
Below the beam the load runs down through the piers and into the ground. The bedrock beneath Harpenden is mapped by the British Geological Survey as the Lewes Nodular Chalk Formation and Seaford Chalk Formation, undifferentiated, part of the White Chalk Subgroup of the Chalk Group. Where a beam end needs a new pier and a new pad foundation, the engineer specifies the bearing and the depth. Building control inspects that excavation before it is filled, which is another visit to place inside the working hours the surveyors keep.
