Whether a building regulations application is needed depends on what the wall carries

Thurrock Council's internal alterations guidance lists removal of an internal non-load bearing wall as work that does not require a building regulations application. A stud partition between two reception rooms can fall there.

Once a beam is involved the position changes. The council's building control notification list names steel beams as a stage at which you must notify it during the works, so the steel is seen while it is exposed rather than after the ceiling closes. We establish which wall you actually have at survey, not from a floor plan.

Chafford Hundred was built from 1988 onwards

Construction at Chafford Hundred began in 1988, and the first homes were completed in 1989. About 5,600 houses and flats have been built there since 1989, on 353 acres of brownfield land. The 2021 census recorded 1,080 detached households in the Chafford and North Stifford ward, out of 2,843 households.

A house of that period is not built like a Victorian terrace, and the load path in one is not the load path in the other. What we do about it is the same in both cases. Those are different opening jobs. A terrace has a party wall on each side and a narrow plan, so a knock through tends to run front to back. Can two rooms be opened into one in a Grays Riverside flat?

Only with the freeholder's agreement as well as building control approval. The 2021 census recorded 5,272 households in the Grays Riverside ward, of which 2,746 were in a purpose built block of flats or tenement. In a block, an internal wall may be carrying the flats above, and the lease sets out what alterations are permitted and on what terms. Does a knock through need the existing foundations exposing?

It can. Thurrock Council warns that where the loading on an existing structure is to be increased, it may be necessary to expose the foundations, beams and lintels for inspection. One beam replacing a whole wall gathers what the wall spread along its length into two points, and those points carry down to a footing that was never asked to do that. We dig a trial hole at each bearing and give the engineer what is found.

Does Thurrock Council inspect insulation as part of an open plan conversion?

It can, where the conversion touches more than the wall. Thurrock Council's notification stages include thermal and sound insulation, floor and roof joists, and drains laid and ready for inspection, alongside steel beams. An open plan room that gains a new floor build up, a rebuilt ceiling or a moved drainage run picks up more than the beam visit. We set out which stages your job triggers at the survey, so the visits are booked rather than remembered.

The wall being removed has a chimney breast in it. Does that change the job?

Yes, it adds a second consent to the same job. Thurrock Council's internal alterations guidance lists both total and partial removal of a chimney breast and stack as work requiring a building regulations application. The council also says that where a chimney stack forms a buttress, the wall must be checked for stability. So the breast is not simply more masonry to take out with the wall. The engineer sizes the beam and the stack support together.
