Chimney breast removal in Grays needs a building regulations application
Thurrock Council's internal alterations guidance lists both total and partial removal of a chimney breast and stack as work requiring a building regulations application. Taking the breast out on one floor only still counts.
Under the charges from 1 April 2026, the building notice charge for chimney breast removal, up to two removals, is £264.36 plus VAT, which is £317.23 including VAT. Where a breast has already gone without approval, the regularisation charge for the same work is £330.45 with no VAT. The council's chimney stack removal guidance says that "in many cases it is not considered possible to corbel the brickwork above adequately", and suggests that a bracket detail or a suitable RSJ is used to support the stack instead. Which of the two applies is a matter for the engineer, and it moves the price.
The same guidance states that one bracket is suitable for one flue only, so a two flue stack needs two brackets, and that support for heavier stacks should be individually designed. It says the quality of the brickwork should be checked for its suitability to support the load before anchors are fixed. Stacks are then made good and pinned up with a semi-dry cement and sand mortar at 1:3, rammed in above the steel bearing plate.
An external stack and a party wall stack are different jobs
Where a chimney stack on an external wall is partly removed, Thurrock Council recommends reducing it in height to 1 metre above roof level, to improve the overall stability of the external wall. That makes it a roof job as well as an internal one, with scaffolding, flashings and weathering to match.
The council advises that approval from the adjoining owners should be obtained where the chimney stack sits on a party wall. It also says that where a stack forms a buttress, the wall must be checked for stability. In a terrace the breast you want out may be doing both of those things at once.
