An HMO conversion in Weybridge converts a family home for sharers, or brings an existing HMO up to the standard its licence sets. Weybridge has no Article 4 direction, so a change from a house to a small HMO can be permitted development here. Elmbridge says it is not promoting more HMOs, but it requires a licence for every HMO with 5 or more occupants who are not one household, and publishes its own guidance on kitchens, bathrooms, room occupancy and fire protection. We build to that guidance and the licence conditions, while the landlord applies for the licence.
For Weybridge, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (Mayfair Studio and LetCompliance, 2026); a Surrey price follows a site visit. GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Weybridge: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning for a shared house in Weybridge without an Article 4 direction
Elmbridge has only two Article 4 directions, both on land in Cobham, so none removes permitted development rights in Weybridge. A change from a family house (C3) to a small HMO for three to six unrelated people (C4) can therefore go ahead here without a planning application, unless a condition on the house removes the right. A large HMO for seven or more people is sui generis and needs planning permission whatever the location.
That does not mean the council welcomes every scheme. Elmbridge's stated position is that it will not promote extra HMOs yet will resist losing the ones it has, and Policy DM10 names HMOs among the low cost housing it values. For a Weybridge landlord, the practical point is that planning is unlikely to be the hurdle for a small shared house; licensing and the council's HMO guidance are what set the layout, the fire work and the budget.
Housing in Weybridge
Weybridge has about 10,590 homes on the Council Tax list: 14% pre-1919, 9% interwar and 74% post-war, with flats making up 37% and houses 63%.
HMO licensing in Weybridge and what inspectors look for
Elmbridge defines an HMO as a property let to at least 3 unrelated tenants forming more than 1 household who share a kitchen, bathroom, toilet or another room. Every HMO occupied by 5 or more people not living as a single household but sharing facilities must be licensed, and an Elmbridge licence runs for 5 years. The landlord or their agent applies; our job is to build the Weybridge house to the standard the licence conditions require.
Elmbridge carries out routine inspections of all known HMOs in the borough. Operating an unlicensed HMO can lead to prosecution, a civil penalty, a Rent Repayment Order or an unlimited fine. The national minimum bedroom sizes are also mandatory licence conditions in England: 6.51 square metres for one adult, 10.22 for two, and no room under 4.64 square metres used for sleeping. So in a Weybridge house the partitions, fire doors, alarms and room sizes are finished and recorded before the first tenant moves in.
The mandatory scheme stops short of flats in purpose-built blocks of three or more self-contained flats, which only an additional licensing scheme can catch.
Shared kitchens, bathrooms and room occupancy in a Weybridge HMO
Elmbridge's HMO guidance generally expects one set of kitchen facilities per 5 occupants and a shared kitchen of at least 7 square metres for 5 people. A six-person kitchen may need 10 square metres plus a communal room. In a Weybridge semi or villa, that often decides which ground floor room becomes the kitchen, because a narrow back kitchen may fall short once worktops, cookers, fridges and a table are drawn in.
For washing, the guidance wants one bathroom for each 5 occupants, and from 6 up to 10 occupants two bathrooms, with one WC separate from them. It also caps any room at 2 persons. Those numbers fix the count of lettable rooms and the drainage layout upstairs, where each new bathroom needs a route to the soil stack. We set the room plan and the bathroom positions before any partition is built, with extract fans ducted to outside.
Fire protection, escape windows and energy rules for Weybridge HMOs
Elmbridge's HMO guidance says the structure between units of accommodation should give at least 30 minutes' fire protection. Where escape windows are needed, each bedroom should have an opening window with a clear space of 450 x 450 mm, no more than 1.1m above the floor. In an older Weybridge house that means overboarding lath and plaster ceilings, fire doors with self-closers on every letting, an interlinked alarm and detection system and a protected route to the front door, following the LACORS housing fire safety guidance.
Sound between lettings matters too: tenants keep different hours, so floors and partitions between rooms get insulation. A let HMO must also meet the Minimum Energy Efficiency Standards, and Elmbridge can serve a compliance notice on a landlord who breaches them. It reminds landlords that the fixed electrical installation needs inspection and testing at least every five years. In a Weybridge HMO, a rewire during conversion gives the landlord new certificates from a registered electrician to start that cycle.

Why Choose GS Renovation in Weybridge
We build HMOs to the licence conditions and Elmbridge's HMO guidance, not to a generic specification. The room plan, kitchen and bathroom counts and fire strategy are fixed before partitions go up, so there is no rework after an inspection. One site lead runs the job, and the fire doors, alarm, fire stopping and certificates are recorded as they go in. At handover the landlord gets the electrical and alarm certificates and a record of the fire details, which the licence application and the inspection will need.
- Our own trades on site rather than a chain of subcontractors
- Article 4 and licence position checked before a room is priced
- Existing HMOs brought up to licence conditions, fire works first

FAQ
Frequently Asked Questions about HMO Conversions Weybridge
Why do HMO conversion quotes in Weybridge vary?
Because they rarely build to the same standard. One includes fire doors, interlinked detection, and bathrooms and a kitchen sized to the council's amenity standards; another prices a lower specification that may fail inspection. The published figure of £40,000 to £75,000 for a light conversion (Mayfair Studio, 2026) is a starting point. Compare Weybridge quotes against the licence standards.
Does Weybridge have an Article 4 direction against HMO conversions?
No. Elmbridge Borough Council has only two Article 4 directions, both on land in Cobham. Turning a house into a small HMO for three to six sharers can be permitted development in Weybridge unless a condition removes it. Seven or more sharers is sui generis and needs planning permission.
When does a shared house in Weybridge need an HMO licence?
Once 5 or more people who are not one household share its facilities, the house must hold an Elmbridge licence, valid for 5 years. Below that, a Weybridge home let to 3 or more unrelated sharers is still an HMO in the council's definition and its guidance still applies. The landlord or agent makes the application; we build to what the licence demands.
How big must a shared kitchen be in a Weybridge HMO?
For 5 sharers, Elmbridge's guidance looks for a kitchen of 7 square metres or more; for 6, it may take 10 square metres with a separate communal room as well. One full set of cooking facilities is expected for every 5 occupants. Measure the ground floor rooms before deciding which one becomes the kitchen.
How many bathrooms does a six-person HMO in Weybridge need?
The guidance asks for a bathroom for every 5 occupants, rising to two bathrooms, plus a WC on its own, once there are between 6 and 10. A six-person house therefore needs a second bathroom and a separate WC, and each has to sit where a soil stack can serve it.
How many tenants can share one room in an Elmbridge HMO?
Elmbridge's HMO guidance says no HMO room should be occupied by more than 2 persons. The national minimum bedroom sizes also apply as mandatory licence conditions, so a room for two needs 10.22 square metres against 6.51 for one, and no room under 4.64 square metres may be slept in. The room plan is fixed against both before partitions go up.
What fire protection does an HMO need between lettings?
The council's guidance asks for 30 minutes' fire resistance or better in the construction separating one letting from the next. In practice that means upgraded ceilings and walls, fire doors with self-closers, interlinked detection and fire stopping at every service penetration, with the LACORS guidance as the reference.
Do HMO bedrooms in Weybridge need escape windows?
If the fire strategy relies on them, every bedroom needs a window that opens to give a clear 450 x 450 mm gap, with its sill at 1.1m or lower. Whether they are needed turns on the protected escape route and the number of storeys in the Weybridge house.
Does Elmbridge inspect HMOs after they are licensed?
Yes. The council inspects every HMO it knows about as a matter of routine, and letting one without a licence risks prosecution, a civil penalty, a Rent Repayment Order or an unlimited fine. The fire details, room sizes and certificates should be in order from the day the first tenant arrives.
