HMO Conversions Soho

House to HMO conversions and licence upgrades in Soho, fire doors, detection and shared amenities built to the council's licence standards.

HMO work in Soho is rarely a family house turned into a shared house, because the VOA counts 2% of homes across Fitzrovia West and Soho as houses. The HMO work that does arise is more likely to involve a shared flat, a bedsit floor or an older converted building that Westminster can treat as an HMO, now that its Additional HMO Licensing Scheme covers the whole city. We build the fire doors, detection, kitchens, bathrooms and room changes that the licence standards call for, while the landlord or their agent handles the licence itself.

In Soho, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Soho: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Older Soho conversions that still count as HMOs

A period building in Soho that was split into flats decades ago carries that history into the rules that apply now. Under Westminster's HMO standards, a block converted entirely into self-contained flats is still an HMO if the work falls short of the 1991 Building Regulations and long leaseholders hold under two thirds of the flats. A freeholder letting several flats in such a Soho building can find it treated as an HMO, with the management and fire standards that come with that.

The building work that follows is mostly fire safety. Westminster's standard for self-contained flats names 60 minutes of fire resistance as the building regulations benchmark, yet it accepts 30 minutes in most existing conversions if suitable automatic fire detection is fitted. We upgrade doors onto the common stair, fire stop service risers, line ceilings under the floor above and install the interlinked detection your fire strategy specifies, working one flat at a time where tenants stay in.

Housing in Soho

Around 6,840 homes make up the Fitzrovia West & Soho statistical area on the valuation list; 98% are flats and 2% houses, and 48% date from before 1919, 5% from between the wars and 47% from after 1945.

C4, sui generis and Article 4 for a Soho shared house

Where a Soho house or large flat does become a shared home, the planning class depends on headcount. The London Plan glossary puts HMOs for three to six people in Use Class C4 and HMOs for more than six people in Sui Generis. Class L of the General Permitted Development Order 2015 permits a change from C3 to C4 as permitted development. It does not permit the use of a single former dwellinghouse as two or more separate C4 HMOs.

A sui generis HMO always needs planning permission. For a smaller C4 change, the London Plan tells boroughs weighing an Article 4 Direction on C3 to C4 changes to consider the strategic as well as local importance of HMOs. Policy H9 adds that HMOs of a reasonable standard should generally be protected. Before you commit to a Soho purchase, ask Westminster's planning team whether any direction or condition affects the address, and whether an existing HMO use is lawful.

Licensing shared flats across Soho and the rest of Westminster

Westminster renewed its borough-wide Additional HMO Licensing Scheme with a designation dated 21 April 2026; it took effect on 31 August 2026 and lasts to 30 August 2031. The scheme reaches every part of the city, Soho included, and covers shared houses or flats where at least three occupants drawn from two or more households use a common kitchen, bathroom or other basic amenity. Larger HMOs, rented to 5 or more people forming more than one household, need a mandatory licence instead, unless the home is a flat in a purpose-built block of three or more flats.

The council adds that a building without shared facilities can still need a mandatory or additional licence when its conversion left some flats short of full self containment. Westminster has produced four sets of HMO standards for different types of property, updated in April 2021, and may attach works conditions to a licence to achieve them. We price those conditions room by room for a Soho owner and keep dated records so the licence file can show what was done.

Room sizes, kitchens and fire doors in a Soho HMO

Under Westminster's standard for shared houses and flats, the kitchen needs a floor area of 5.5 square metres or more, laid out so people can use it safely. A bedroom may sleep two people at most, with a child counted as a person. In a narrow Soho floor plan the kitchen size can be what limits the number of lettable rooms, so it is worth measuring before the layout is fixed and before any tenancy is offered.

Westminster says it has a legal duty to act where statutory HMO bedroom sizes are breached but allows an 18-month period for this to be corrected. The statutory sizes are 6.51 square metres for one adult and 10.22 for two, and no room under 4.64 may be slept in. They are measured on usable floor area, so floor under 1.5 metres of ceiling height and fixed boxing do not count. If an inspection has found an undersized room, the fix is usually moving a partition, merging two small rooms or relocating the kitchen. For fire, the LACORS housing fire safety guidance is the recognised guide: self-closing fire doors to each room, a protected route to the Soho street and linked alarms.

FAQ

Frequently Asked Questions about HMO Conversions Soho

How much does an HMO conversion cost in Soho?

Published figures put a light HMO conversion for four to six tenants at £40,000 to £75,000 in construction, and a full conversion with an en-suite to every bedroom at £90,000 to £150,000 (Mayfair Studio, 2026). A Soho house moves within that range with the fire works, the extra bathrooms and the kitchen size. Planning and licence fees are the landlord's and sit outside our quote.

Does a shared flat in Soho need an HMO licence?

Yes, if at least three occupants from two or more households share a kitchen or bathroom and it is not already under mandatory licensing. The renewed Additional HMO Licensing Scheme covers the whole of Westminster from 31 August 2026 until 30 August 2031. The owner or their agent applies for the licence; we carry out any works conditions attached to it by Westminster.

Can an older Soho conversion count as an HMO even if every flat is self-contained?

Yes. Under Westminster's standards a converted block can still be an HMO when the work falls short of the 1991 Building Regulations and under two thirds of the flats sit on long leases. Bringing fire separation and detection up to the standard the licence sets is the usual building response for a Soho owner.

What fire resistance does an existing Soho conversion need under Westminster's flat standard?

Where Westminster's self-contained flat standard applies, 60 minutes is the benchmark, though for most existing conversion buildings Westminster accepts 30 minutes backed by suitable automatic fire detection. Your fire strategy says which applies to your Soho building, and we build the ceilings, doors and fire stopping to it.

How big does the kitchen in a Soho shared flat have to be?

At least 5.5 square metres, under Westminster's standard for shared houses and flats, laid out so it can be used safely. Measure the existing kitchen before deciding how many rooms to let in Soho, because it is often the limit in a narrow floor plan.

How long does Westminster allow to fix an undersized HMO bedroom?

Westminster says it has a legal duty to act where statutory HMO bedroom sizes are breached but allows an 18-month period for correction. That gives a Soho landlord time to plan partition moves around tenancy end dates, which is the sensible way to schedule the work.

Does a small shared house in Soho need planning permission?

Not always. Class L permits a change from a C3 dwellinghouse to a C4 HMO for three to six people as permitted development, unless a direction or condition removes it. An HMO for more than six people is sui generis and needs planning permission. Confirm the position with Westminster before buying.

When does an HMO need a mandatory licence?

When it is rented to 5 or more people who form more than one household, unless it is a flat in a purpose-built block of three or more flats. GOV.UK defines that as a large HMO, and renting one out without a licence can lead to an unlimited fine. Smaller HMOs may still need a licence depending on the council area, and in Westminster the additional scheme covers them.

How many people can share a bedroom in a Soho HMO?

No more than two, under Westminster's shared house and flat standard, and a child counts as a person. The room must also meet the statutory HMO bedroom sizes: 6.51 square metres for one adult and 10.22 for two. We can move partitions or merge small rooms so each bedroom matches the number of people the licence allows.
