The tree is dealt with before the excavation is designed, for two separate reasons. Six weeks written notice must be given to Elmbridge before lopping or felling a tree greater than 100mm in diameter, measured 1.5 metres above the ground, within a conservation area. The Esher appraisal identifies significant tree groups on private land in Clive Road and at the conservation area entrance on Portsmouth Road. Roots also set the foundation depth, which the engineer specifies.
Not until its structure has been proven, and that starts with a regularisation application. EBCS accepts full plans applications, building notice applications and regularisation applications for work already carried out. Regularisation puts existing work back on the record, and the surveyor can ask for opening up so the foundations and the structure are visible. The engineer then decides whether what is there carries the new load or needs strengthening first.
That is a planning judgement for Elmbridge, and it turns on how much of the original building survives the work. The council records that buildings from the 1920s and 1930s at Meadway and Blackhills are gradually being replaced or heavily remodelled.
