Commercial fit-out in Stratford means shops, cafes, salons and clinics in a centre that draws people from well beyond Newham. The London Plan ranks larger centres as International, Metropolitan, Major and District, and Newham Local Plan 2018 designates Stratford as the borough's Metropolitan Centre. The units range from those inside Westfield Stratford City, run under a landlord's fit-out guide, to ground-floor shells under new flats and older shops in the E15 streets. We fit out single units across that range.
For Stratford, published UK guides put refurbishing a retail space at £1,500 to £3,000 per m² and a restaurant or cafe at £2,000 to £4,500 per m², and London units usually cost more (MyBuilder, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Stratford: our own trades do the strip-out, back of house, counter fitting and finishes, and we coordinate the shopfront, extraction, electrical and fire specialists the unit needs.

Three kinds of Stratford shop unit and what each needs
A unit inside a managed scheme such as Westfield Stratford City normally comes with the landlord's fit-out guide, the landlord's say on which contractors may work there, set delivery windows and its own sign-off, alongside the statutory approvals. Design, shopfront and signage are agreed with the centre's team first. Hot works permits, out-of-hours delivery slots and waste routes then shape the site plan. Our part is the build inside that framework, priced and programmed to the centre's rules.
A unit at the base of a new residential block near the station or the park is normally handed over as a shell: capped services, a bare slab and blockwork or stud to the demise line. The flats above limit noisy work, extract routes and drainage connections, so the building manager joins the programme conversation early. An older shop on an E15 street is different again, with a frontage, a rear yard and services that may need replacing before the new counter goes in.
Planning in Stratford after the LLDC: use classes and takeaways
Newham now decides planning for Stratford shops. On 1 December 2024 planning powers returned from the LLDC to the London Borough of Newham, which now determines all planning applications, including those on the Newham side of the Olympic Park. An older consent on the unit may carry LLDC conditions, so they are read before a new shopfront, extract flue or change of use is drawn, and any fresh application goes to Newham.
Class E covers shops, cafes, restaurants, clinics, gyms and offices, so moving between those uses usually needs no planning permission. Hot food takeaways, pubs and bars sit outside Class E as sui generis uses, and a change to one of them needs permission. A cafe that cooks on site needs kitchen extraction and odour control, and the route for the flue up past the flats above is often the hardest part of the design.
Shopfronts and signs in Stratford St John's and Sugar House Lane
A new shopfront that materially changes how the building looks normally needs planning permission on any street, as do most external shutters, and illuminated signs usually need advertisement consent. Newham lists Stratford St John's and Sugar House Lane conservation areas in Stratford E15, and there the design is also judged against the area's character. Stratford St Johns Conservation Area was designated by Newham Council in January 1984. The heritage setting affects signs as much as frames, and if the building is listed, listed building consent covers works inside as well as outside.
In practice that means timber or slim metal frames, a fascia sized to the building, and lettering and lighting that suit the street rather than a standard corporate panel. The owner or their designer makes the applications and we build to the approved drawings. The frontage joinery and glazing are ordered only once consent is in hand, because a refused design at that stage costs the most to change. Shutters are chosen with the same care, since a solid roller box on the facade is rarely welcome.
Access, fire, drainage and machinery on a Stratford shop fit-out
Building regulations for a customer-facing unit centre on three things. Part M covers the entrance, the counter height and an accessible WC where one is required. Part B covers the fire strategy and escape for staff and customers, and a restaurant or cafe needs a grease trap or separator on the drainage where food is served. We build to the approved design and coordinate the inspections through the programme. Where the unit is on a first floor, the escape stair and lobby get the same attention.
Plant on site is controlled too. From 1 January 2025 all non-road mobile machinery on Newham sites must meet Stage IV as a minimum, so the generators, compressors and access platforms we bring in are checked against that before delivery. A parade unit also has neighbours who keep trading, so deliveries, skips and the noisiest strip-out are timed around them, and dust screens protect the shared frontage. Where the unit shares a service yard, the loading times are agreed with the other occupiers.

Trusted Commercial Fit-Out in Stratford
Fitting out a shop or cafe in Stratford means balancing a landlord's requirements, trading neighbours and flats above, all against an opening date. Abdelaaziz Saaid, the founder, visits the unit, reads the landlord's pack and the consent, and prices the work against a written programme with one point of contact. We build to the consented drawings your designer provides. A registered electrician certifies the electrics and a registered gas engineer does any gas work. As a commercial client you have duties under the CDM Regulations, and we explain them at the start.

FAQ
Frequently Asked Questions about Commercial Fit-Out Stratford
Why do shop fit-out quotes in Stratford differ?
They rarely price the same scope. One includes the extract route, the grease trap, an accessible WC and making good to the landlord's specification; another leaves them out. The published UK guide of £1,500 to £3,000 per square metre for a retail refurbishment (MyBuilder, 2026) is a starting point, not a Stratford price. Compare quotes against one written scope.
Who decides planning applications for Stratford shops now?
Newham does. On 1 December 2024 planning powers returned from the LLDC to the London Borough of Newham, which now determines all planning applications. A unit on the Newham side of the Olympic Park that once had an LLDC consent is therefore dealt with by Newham for a new shopfront, signage or change of use. The owner or their designer applies.
Are there extra rules for a unit in Westfield Stratford City?
Yes, and they come from the landlord rather than from Newham. A managed centre such as Westfield Stratford City typically issues its own fit-out guide covering approved designs, delivery slots, hot works permits and working hours, and its own team signs off the unit alongside building control. Where the landlord accepts us as the contractor, we work to that pack from the first drawing.
Does a new shopfront in Stratford St John's conservation area need permission?
Normally, yes. A new shopfront that materially changes a building's appearance needs planning permission on any street, and in a conservation area the design is also judged against the area's character. Newham lists Stratford St John's and Sugar House Lane conservation areas in E15. Consent comes first, then we make and fit the shopfront to the approved drawings.
Can a Stratford shop become a hot food takeaway without planning permission?
No. A hot food takeaway is a sui generis use outside Class E, so changing a Stratford shop or cafe into one needs planning permission, which Newham decides. The design also needs a kitchen extraction and odour control scheme. We build the extract, the kitchen and the drainage once the owner has the consent.
What machinery rules apply on a Stratford shop fit-out?
From 1 January 2025 all non-road mobile machinery on all Newham sites must meet Stage IV as a minimum. On a shop fit-out that covers generators, compressors, access platforms and small plant brought in for strip-out. We check the rating of each machine before delivery so nothing is turned away at the loading bay, and use mains or battery tools where the space allows.
What is a shell unit under a new Stratford block of flats?
A shell is a unit handed over bare, as ground-floor units under new blocks near Stratford station can be: capped services, a bare slab and walls to the demise line, with no ceilings, floor finish or shopfront fit-out. The tenant's fit-out adds all of those. The flats above set limits on noise, extract and drainage routes, so the building manager is involved from the design stage.
Does a cafe in Stratford need a grease trap?
Where food is prepared and washing-up water goes to the drain, a grease trap or separator is normally needed so fat does not block the sewer. On a Stratford cafe fit-out we allow space for it under the sink run or in the rear area, alongside the extract and the accessible WC the design calls for.
Is Stratford a large enough centre to justify a shop fit-out?
Newham Local Plan 2018 designates Stratford as the borough's Metropolitan Centre, serving catchments that can extend over several boroughs. For a business that means footfall from well beyond E15, and Local Plan town centre policies apply when a unit's use or frontage changes. The fit-out itself is sized to the unit and the lease, not to the centre.
