Three tiers of local authority cover Loughton: Loughton Town Council, Epping Forest District Council and Essex County Council. The planning authority is Epping Forest District Council, whose planning and building service is based at the Civic Offices, 323 High Street, Epping CM16 4BZ.

A designation notice issued under Section 62A of the Town and Country Planning Act 1990 took effect against the council at 9am on 15 June 2026, but the council has retained the power to determine householder improvement applications. The Staples Road Article 4 direction

Epping Forest District Council lists seven numbered Article 4 directions across the whole district, and the first two on that list, AD01 and AD02, are both in Loughton. AD01 was made on 4 April 1996 and came into force on 12 April 1996, withdrawing permitted development rights from dwelling houses in the Staples Road, Loughton Conservation Area.

Under that direction, the enlargement, improvement or other alteration of a dwelling house needs planning permission where any part of the work would front the highway known as Staples Road. Internal structural work is a separate question from planning. If the alteration shows on the Staples Road frontage, the direction catches it.

Basements and other underground work

Basement work in Loughton has a policy of its own. Policy DM12 of the adopted Epping Forest District Local Plan states that a basement must not comprise more than one storey, and the council treats a single basement storey as approximately three to four metres in height. The same policy states that basement development must not exceed 50 per cent of each area of garden within the curtilage of the property.

Policy DM12 also requires a scheme to show that it will not adversely affect the structural stability of the host building, neighbouring buildings or other infrastructure including the adjoining highway, having regard to local geological conditions. That is engineer's work, and it comes before any excavation is priced.

Building control charges, and when a structural survey is a planning requirement

Epping Forest District Council charges a full plans building control application in two stages. A plan charge is payable on submission, and an inspection charge is paid once work starts and the first inspection has been made. Budget for both at the start rather than at the beam.

The council's structural survey validation requirement is not a householder requirement. It applies to applications to convert a barn or re-use other existing rural buildings, to demolish part of a listed building because of its condition, or to demolish a building that positively contributes to a conservation area. That survey must be carried out by a structural engineer or a suitably qualified person. Epping Forest District Council states there are over 1,300 listed buildings in the district, of which 16 are Grade I.
