The consents change. Tiverton on Darkes Lane and Seldown on The Avenue are Grade II listed buildings, national list entries 1295701 and 1346938. Both were designed by Sir Banister Fletcher, who also designed The Three Gables, Chestnut House and Homeleigh on the Potters Bar Garden Estate. Listing is separate from conservation area designation, so the position is established with Hertsmere Borough Council as local planning authority before any structural design is commissioned.
Expect the council to refuse it. Hertsmere's design guide says the conversion of a sloped hip end roof into a flat gable end roof will normally be refused. The guide also says the council will resist extensions that result in crown roofs, because they add considerable bulk and are out of keeping with the character of a street scene. The planning position is settled before the roof structure is redesigned.
South Mimms is a separate designated conservation area in Hertsmere, so its conservation area controls are its own rather than the ones written for The Royds or Darkes Lane (West). The planning authority and the building control service do not change with the address. What changes is which designation the property sits inside, and that is checked against Hertsmere's own conservation area records before anything is designed.
Part E of the Hertsmere Planning and Design Guide, Guidelines for Residential Extensions and Alterations, was adopted in 2006. Appendix A to it, covering domestic garage conversions, was adopted on 28 January 2015. The development plan sitting above them is the Hertsmere Local Plan 2012 to 2027. A replacement is moving: the Regulation 18 consultation on the Draft Local Plan 2026 ran between 16 April and 29 May 2026, with a Regulation 19 version intended later in 2026.
