Flat Conversions Wallington

Houses divided into self-contained flats in Wallington, separating floors, a protected stair and separate services for every flat.

Converting a house into flats in Wallington is tightly controlled by Sutton policy. Under Local Plan Policy 10 the original house, ignoring any extension, garage or loft, needs a gross internal area of 125m2 before a split is supported, and it has to stand in one of the Areas of Potential Intensification. We build conversions to the approved drawings, with the fire separation and sound insulation between flats built to Parts B and E and sound tested before completion.

In Wallington, converting a house into two or three flats is published at £50,000 to £120,000 including professional and council fees, and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone, which is the part a builder prices (indicative London ranges, Architectural Drawings and Mayfair Studio, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Wallington: we build the conversion to the approved drawings, building control inspects the fire and sound separation, and a registered electrician certifies each flat's electrics.

Which Wallington houses can be split into flats

Only a particular kind of Wallington house is a realistic conversion. In its Local Plan, Sutton contrasts the big Victorian villa, which it accepts can make good flats, with the inter-war semi, which it says does not. Policy 10 adds a size test: 125m2 inside the original house. Houses make up 55% of Wallington homes, and 28% of all homes date from 1919 to 1939, the era of the semi Sutton says does not convert well. The likelier candidate is a large Victorian villa among the 30% of homes built before 1919.

Splitting a house into flats always needs planning permission, because no permitted development right covers it, and the policy tests come before any builder's price. The area is measured on the original house, so a later rear extension or a converted roof does not count towards the threshold. The site also has to sit within one of the Areas of Potential Intensification. The owner or their planning adviser checks both points first, and only then is it worth drawing layouts in Wallington.

Housing in Wallington

Wallington has around 7,270 homes on the Council Tax list: 42% post-war, 28% interwar and 30% predate 1919, with 45% flats and 55% houses. 31% of homes here are semi-detached; the side of a semi in Wallington is where a separate entrance for the upper flat is most often placed.

Space standards every new Wallington flat must meet

Every flat carved out of a Wallington house is measured against the London Plan space standards, and Sutton's Policy 9 turns away new homes, conversions included, that fall short. London Plan Policy D6 puts numbers on it. A single bedroom needs 7.5 square metres and a width of 2.15m. A double or twin room needs 11.5 square metres. Across at least 75 per cent of each flat the ceiling has to be 2.5m high.

Those numbers decide the layout long before the kitchen or bathroom is chosen. In an older Wallington house the ground floor often has the height but the upper floor can fall short once new floors and acoustic ceilings go in, which eats into the headroom. We check the finished heights against the drawings before the floor build-up is fixed, so a flat that meets the standard on paper still meets it once the ceilings are boarded.

Fire separation and sound between Wallington flats

The hidden work in a Wallington conversion is what stops fire and noise passing between flats, under Parts B and E of the Building Regulations. The floors between flats need fire resistance, the stair needs a protected route to the front door, and each flat door has to be a fire door that closes itself. Timber floors in older houses are upgraded with fire-rated boards, insulation and resilient bars rather than patched. Service penetrations through those floors are sealed with fire-rated collars and mastic.

Sound is tested, not assumed. For flats made by changing the use of a building, Approved Document E accepts a slightly lower standard than new build. Walls and floors must block at least 43 dB of airborne sound, and impact sound through floors and stairs must stay at or under 64 dB. We build to the approved specification and leave the test points accessible, because a failed pre-completion test in Wallington means lifting finished floors.

Meters, addresses, party walls and reversing a Wallington conversion

Each new flat in a Wallington conversion needs its own services and its own address. Separate electricity and gas meters, a water supply that can be isolated per flat, and a heating system for each unit are planned with the suppliers early, because their lead times can hold up completion. New flat numbers come through the council's street naming and numbering process. The London Plan counts residential conversions as incremental intensification where they add net housing, which is the policy case the owner's adviser makes.

Where the works cut into or build on a party wall with the house next door, the Party Wall Act applies: the building owner serves the notices, and that work proceeds on the neighbour's written consent or an award. The reverse journey also arises: turning a pair of flats back into one Wallington house. Sutton Local Plan Policy 10 covers the loss of housing as well as conversions, so the owner settles the planning position first. The separating floors and second kitchen then come out in reverse order.

FAQ

Frequently Asked Questions about Flat Conversions Wallington

How much does it cost to convert a house into flats in Wallington?

Published London figures put converting a house into two or three flats at £50,000 to £120,000 including professional and council fees (Architectural Drawings, 2026), and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone (Mayfair Studio, 2026). A Wallington scheme moves with the number of flats, the separating floors and the new services. Design, planning and building control fees sit outside our building quote.

Can any Wallington house be converted into flats?

No. Policy 10 in the Sutton Local Plan sets two gates. The house as first built, leaving out later extensions, garages and lofts, must reach 125m2, and the plot must fall inside an Area of Potential Intensification. Check both before paying anyone for layout drawings or surveys.

Is an inter-war semi in Wallington suitable for splitting into flats?

Generally not. The Sutton Local Plan names the large Victorian villa as the house type that splits well, and the inter-war semi as one that does not. An inter-war semi is usually better served by extending or refurbishing it as a single family house than by dividing it into small flats.

What sound insulation is needed between flats in a Wallington conversion?

At least 43 dB of airborne insulation through separating walls and floors, and no more than 64 dB of impact sound through floors and stairs, under Approved Document E for flats made by a change of use. Pre-completion testing shows whether the build reaches it, so the details have to be right first time.

Can two Wallington flats be turned back into a single house?

Yes, physically, and it is often simpler than the original split. The work usually means removing the second kitchen, reopening the stair to the hall and arranging with the suppliers for two sets of meters to be merged. Settle the planning position with Sutton first, because a reversal reduces the number of homes and its Policy 10 covers loss of housing.

Do flats in a Wallington conversion need outdoor space?

Normally, yes. Where the borough sets nothing higher, London Plan Policy D6 says 5 square metres of private outdoor space should be provided for a one or two person flat, and another square metre per extra occupant. In a converted house that often means splitting the rear garden or adding a terrace.

How high must ceilings be in a converted Wallington flat?

London Plan Policy D6 sets a minimum floor to ceiling height of 2.5m for at least 75 per cent of the gross internal area of each dwelling. New acoustic floors and ceilings take height away, so the finished figure is checked against the drawings before the floor build-up is fixed.

Is the Nationally Described Space Standard a building regulation?

No. GOV.UK says it sits solely within the planning system and is not a building regulation. In practice that means the space test is passed or failed at the planning stage, before building control sees the scheme, so the layout has to meet it before anything is built.

Who serves party wall notices on a Wallington flat conversion?

The building owner does, before work that cuts into or builds on a party wall starts. A conversion can involve new beams bearing on the party wall or new fire-stopping cut into it. We give you the programme and method of work the notices need, alongside your designer's drawings, and we start that work on the neighbour's written consent or build to any award the surveyors agree.
