HMO conversions in Purley sit under two Croydon controls. Since 28 January 2020 an Article 4 Direction has meant a small HMO needs planning consent here, and from 25 September 2026 Additional HMO licensing reaches every smaller HMO in the borough that mandatory licensing does not. With 34% of Purley homes semi-detached or detached, the likeliest candidates are larger family houses. We build shared houses to the consent and licence standards the landlord secures.
One exception matters here: a flat in a purpose-built block of three or more self-contained flats falls outside mandatory licensing, although a council's additional scheme can still cover it.
In Purley, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Purley: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

HMO rules in Purley: Article 4 and planning consent
Class L of the General Permitted Development Order 2015 lets a house change from Class C3 to a small HMO in Class C4 as permitted development, but Croydon's Article 4 Direction removes that right. Because of it, any HMO of 3 to 6 people created in Purley after 28 January 2020 must have planning consent. Larger HMOs for 7 or more people are Sui Generis in the London Plan glossary and have long needed planning consent in Croydon anyway. Consent comes first, and the owner or their agent applies for it.
Class L also does not permit one former house to become two or more separate C4 HMOs, so splitting a large Purley house into two shared units is a planning application whatever the Article 4 position. Croydon takes an HMO's planning status into account when licensing and may refuse a licence or grant a reduced term, commonly one year. That ties the two regimes together: a room layout built without consent can cost the landlord the licence, so we build only to the approved drawings.

Croydon HMO licensing for a shared house in Purley
From 25 September 2026 Croydon's Additional HMO licensing applies borough wide, Purley included, to smaller HMOs not covered by mandatory licensing: a property occupied by 3 or more persons forming 2 or more households. Where 5 or more people who are not one household share facilities, the house needs a licence under the Mandatory HMO Licensing Scheme instead. The start date of the Additional and Selective Licensing Schemes was moved from 1 September 2026 to 25 September 2026, and Additional HMO licences run for 5 years unless compliance or management concerns shorten them.
In practice every HMO in Purley now needs a licence of one kind or the other. Croydon describes the Additional scheme as covering HMOs with 3 or 4 persons, and GOV.UK says renting out an unlicensed HMO can lead to an unlimited fine. The landlord applies for the licence and holds it. Our job is to build to the standards the licence will test, so the inspection finds rooms, kitchens, bathrooms and fire precautions that already match the conditions.
Room sizes, kitchens and bathrooms in a Purley HMO
The room standards shape the build. Habitable rooms, bathrooms and WCs in a Croydon bedsit HMO need at least 2.3m from floor to ceiling, and one bedroom can sleep 2 persons at most. Croydon will not accept bedrooms partitioned only to reach 10m2 if the shape is not practical, so a long thin room cut from a Purley bedroom fails even when the area is met. The national licence minimums apply on top: 6.51 square metres for one person over 10, 10.22 for two, and no sleeping room under 4.64.
Amenities are set per occupant. Under Croydon's bedsit HMO standards a shared kitchen may serve no more than 5 persons and must be within one floor of the rooms it serves, so a larger Purley house may need a second kitchen upstairs. Each occupancy in a house shared by 6 or more persons needs its own wash-hand basin, and a bathroom must be within one floor of every user, at ratios such as 2 bathrooms for 6 to 10 persons. We plan the soil stacks around those ratios first.
Fire safety and sound in a Purley HMO
Fire safety is the heart of an HMO conversion. Among the precautions Croydon may ask an HMO to provide is an interlinked, mains wired alarm covering the whole property, and the exact grade follows the fire risk assessment. In a Purley house that typically means fire doors with self-closers to every letting, a protected escape route down the stair to the front door, and fire-resisting construction where the route passes a kitchen. The LACORS guidance on housing fire safety is the accepted reference, and Part B applies where building work is done.
Sound matters because each letting is a separate household keeping different hours. We add insulation to separating walls and floors between bedrooms, fit acoustic seals to doors, and keep kitchens away from sleeping rooms where the plan allows. Energy counts too: since 1 April 2020 a landlord cannot let, or continue to let, a home rated below E without a valid exemption, so a Purley HMO conversion is the time to add insulation and heating controls. A registered electrician certifies the alarm and wiring.
- Bedroom layouts checked against the national minimum room sizes
- Large HMO conversions for seven or more, once planning is granted
- Insulation and heating upgrades toward the minimum EPC for letting

Trusted HMO Conversions in Purley
An HMO only earns once it is consented, licensed and passes its inspection, so the build has to match both sets of papers exactly. We work from the approved drawings and the licence standards, room by room, and treat ceiling heights, room shapes, basins and fire doors as fixed. You get a written quotation after a site visit, one programme through to handover, and a founder with more than three decades of building behind the work. For a Purley landlord, that keeps the consent, the licence and the build in step.
- Fire doors, closers and seals fitted to every door on the escape route
- Sound lining between bedrooms so one sharer does not keep another awake
- Aftercare and snagging support once the job is finished

FAQ
Frequently Asked Questions about HMO Conversions Purley
Why do HMO conversion quotes in Purley vary?
Because they rarely build to the same standard. One includes fire doors, interlinked detection, and bathrooms and a kitchen sized to the council's amenity standards; another prices a lower specification that may fail inspection. The published figure of £40,000 to £75,000 for a light conversion (Mayfair Studio, 2026) is a starting point. Compare Purley quotes against the licence standards.
Does turning a Purley house into a small HMO need planning permission?
Yes. Croydon's Article 4 Direction came into place on 28 January 2020, and because of it any HMO of 3 to 6 people created after that date must have planning consent. Larger HMOs of 7 or more people have long needed consent separately. The owner or their agent makes the application, and we build the rooms to the approved plans.
Which HMOs in Purley need a licence from 25 September 2026?
Every HMO, small or large. From 25 September 2026 Croydon's Additional HMO licensing covers smaller HMOs borough wide where 3 or more persons form 2 or more households, and HMOs of 5 or more sharing facilities need a mandatory licence. The landlord applies for the licence, and GOV.UK says renting out an unlicensed HMO can lead to an unlimited fine.
What fire alarm does a Purley HMO need?
An interlinked, mains wired alarm across the whole house is among the precautions Croydon lists for HMOs. The exact grade and coverage follow the fire risk assessment and the licence conditions, so the specification is set before first fix. We run the cabling while walls are open, and a registered electrician installs, tests and certifies the system.
Does an HMO in Purley need a basin in every room?
In a house shared by 6 or more persons, yes: Croydon requires each separate occupancy to have its own wash-hand basin. Croydon also sets bathroom ratios, such as 2 bathrooms for 6 to 10 persons, with a bathroom within one floor of every user. We plan the soil stacks and waste runs around those ratios before the room layout is fixed.
How long does a Croydon Additional HMO licence last?
Croydon grants Additional HMO licences for 5 years unless compliance or management concerns call for a shorter term. Planning status also counts: Croydon may refuse a licence or grant a reduced term, commonly one year, where an HMO lacks the consent it needs. Building to the approved plans protects the full term.
What is the limit on people per kitchen in a Purley HMO?
Croydon's bedsit HMO standards cap a shared kitchen at 5 persons and want it no more than one floor away from the rooms it serves. Under those standards an HMO for 6 or more in Purley needs two kitchens, often one per floor. We place the second one near an existing stack so drainage and extraction run cleanly.
Can two people share a bedroom in a Purley HMO?
Yes, but no more than 2 persons may sleep in one bedroom under Croydon's bedsit HMO standards, and the room must meet the national minimum of 10.22 square metres for two people over 10. The same standards set a minimum floor to ceiling height of 2.3m for habitable rooms. Room shape matters as well, since Croydon rejects bedrooms partitioned only to reach 10m2 where the layout is not practical.
Does London policy protect existing HMOs in Purley?
Yes, at London level. Policy H9 in the London Plan asks boroughs to recognise what HMOs contribute to housing need, and says HMOs of a reasonable standard should generally be protected. The London Plan also asks boroughs weighing Article 4 Directions on C3 to C4 changes to consider the strategic as well as local importance of HMOs. Upgrading an existing Purley HMO to licence standard fits that policy.
