HMO conversion in Tottenham runs into planning and licensing at once. Haringey's Article 4 Direction has removed the right to turn a family house into a small HMO without permission since 30 November 2013, in wards including Seven Sisters, South Tottenham, Tottenham Central and Tottenham Hale. On top of that, every rented HMO in the borough needs a licence under Haringey's additional licensing designation. We build the HMO or the upgrade to the licence conditions: room sizes, shared kitchens and bathrooms, fire doors, detection and a protected escape route.
In Tottenham, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Tottenham: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning an HMO in Tottenham under the Article 4 Direction
Turning a Tottenham house into a small HMO needs planning permission in the wards Haringey's direction covers. Nationally, Class L of the 2015 Order lets a house move from C3 to C4 with no application, but in Haringey an Article 4 Direction took that right away on 30 November 2013. It applies to wards including Noel Park, St Ann's, Seven Sisters, South Tottenham, Tottenham Central and Tottenham Hale. The London Plan glossary puts a shared house for three to six people in Use Class C4, and a larger one in the Sui Generis class, which needs permission anywhere.
Size is the next test. Policy DM17 sets a floor area bar: the house as first built must exceed 120m2 of gross internal space before Haringey will accept an HMO in it, so a two-up two-down Tottenham terrace is unlikely to qualify however the rooms are drawn. Class L also does not permit a single house to become two or more separate C4 HMOs. Settle the planning position before buying on an HMO yield, and have the original house measured before a designer draws the room layout.

On the valuation list Tottenham counts about 21,620 homes, 63% flats and 37% houses; 35% predate 1919, 12% are interwar and 53% post-war.
Additional licensing for every rented HMO in Tottenham
Licensing runs alongside planning in Tottenham, and it covers every shared house. Haringey's additional HMO licensing designation (No 4, 2024) covers the whole borough, in force from 17 June 2024 until 16 June 2029. It requires a licence for any rented HMO in Haringey, including Section 257 HMOs, the converted blocks of flats whose conversion falls short of the building regulations standard. On GOV.UK's definition, a house counts as an HMO once 3 or more tenants from more than 1 household share its kitchen or bathroom.
The national mandatory licence also applies: GOV.UK defines a large HMO as one rented to 5 or more people who form more than 1 household. Where an HMO is used without the planning permission it needs, Haringey will grant a shorter licence, usually 1 year, and GOV.UK warns that the fine for letting an unlicensed HMO has no upper limit. The landlord or their agent applies for the licence. We build the rooms, kitchens, bathrooms and fire precautions to the conditions from day one, so the property is ready for the licence inspection.
The mandatory scheme stops short of flats in purpose-built blocks of three or more self-contained flats, which only an additional licensing scheme can catch.
Room sizes, kitchens and bathrooms in a Tottenham HMO
The licence sets the minimum size of every bedroom in a Tottenham HMO. Under Haringey's HMO licence conditions for 2024-2029, a bedroom for one occupier aged over 10 must reach 6.51 square metres. The national minimum room sizes, mandatory licence conditions in England, also set 10.22 square metres for two people over 10, and no room under 4.64 square metres may be slept in at all. Measure the usable floor after the walls are lined, because a chimney breast, a boxed soil stack or a new fire lobby can take a small Victorian back bedroom under the figure.
The shared rooms follow set ratios. Where bathrooms are shared, Haringey asks for a bath or shower and a WC for each group of up to five occupiers, and one shared kitchen for up to three lettings. So a Tottenham house with six single lettings needs two kitchens and at least two bathrooms, which decides where the drainage runs and which rooms are left as bedrooms. Kitchen facilities must never be installed within a staircase enclosure, so the kitchen goes off the hall, not on the landing.
Fire safety, sound and energy in a Tottenham shared house
Fire safety in a Tottenham HMO is built around a protected escape route. The stair and hall are enclosed in fire-resisting construction, each letting door is a self-closing fire door, and an interlinked detection and alarm system covers the rooms, the kitchen and the escape route. The LACORS housing fire safety guidance is the recognised guide to what each type of HMO needs, and building regulations Part B applies to any new walls, doors or openings. Haringey's HMO standards keep kitchens out of the staircase enclosure for this reason.
Sound and energy come next. Tenants in a Tottenham shared house live in separate lettings, so we add insulation to the partition walls and floors between bedrooms where the layout puts a noisy room over a quiet one. An HMO is let, so the MEES rules apply: GOV.UK says that since 1 April 2020 landlords can no longer let properties covered by the MEES Regulations with an EPC rating below E without a valid exemption. Plan the insulation and heating upgrade into the conversion rather than after the licence inspection.

FAQ
Frequently Asked Questions about HMO Conversions Tottenham
What should a landlord budget for an HMO conversion in Tottenham?
Start from £40,000 to £75,000 in construction for a light conversion (Mayfair Studio, 2026), or £90,000 to £150,000 with en-suites throughout. Then add planning where an Article 4 direction applies, the licence fee and the fire risk assessment. A Tottenham quote follows a survey against the council's HMO standards, with fire works, bathrooms and kitchens as separate lines.
Does a Tottenham house need planning permission to become a small HMO?
Yes, in the wards Haringey's direction covers. Class L would normally allow a change from C3 to C4, but Haringey's Article 4 Direction, in force since 30 November 2013, removes that right in wards including South Tottenham, Tottenham Central and Tottenham Hale. An HMO for more than six people is sui generis and needs permission anywhere. Check the ward before buying or letting on that basis.
Does every rented HMO in Tottenham need a licence?
Yes. Haringey's borough-wide additional licensing designation runs from 17 June 2024 to 16 June 2029 and brings in every rented HMO, Section 257 HMOs included. The owner or their agent applies, and the building work should meet the licence conditions. A large HMO, rented to 5 or more people in more than 1 household, also falls under the national mandatory licence.
What is the smallest bedroom allowed in a Tottenham HMO?
At least 6.51 square metres for one person over 10. Haringey's 2024-2029 HMO licence conditions set that minimum for any room used for sleeping by one person aged over 10. National licence conditions add 10.22 square metres for two, and bar any room under 4.64 square metres from use for sleeping. Measure the usable floor carefully, because a chimney breast or a boxed stack can take a room under the figure once the walls are lined.
How many bathrooms and kitchens does a shared house in Tottenham need?
One bath or shower and one WC for every five occupiers where these are shared, and one set of kitchen facilities to a maximum of three lettings. Those are Haringey's HMO standards. Plan the drainage for the extra bathrooms at the start, because a soil stack in the wrong place can decide which rooms become bedrooms.
What happens to a Tottenham HMO licence where planning permission is missing?
Haringey will grant a shorter licence, usually 1 year, where an HMO is being used without the planning permission it needs. That leaves the owner renewing sooner and exposed if planning is refused. Settle the planning position first, then build and license, so the licence can run for its full term.
Is a small terrace in Tottenham big enough for an HMO?
Often not. Under Policy DM17, Haringey accepts an HMO only in a house whose original gross internal area is over 120m2. The word original means later extensions may not count. Have the house measured before paying for drawings, and ask the designer to check the result against the policy.
Can a kitchen go on the landing of a Tottenham HMO?
No. Haringey's HMO standards say kitchen facilities must never be installed within a staircase enclosure, because the stair is the escape route. Put the shared kitchen in a room off the hall with a fire door, and keep the stair free of cookers, boilers and stored belongings.
What fire safety does an HMO need?
A protected escape route, fire doors with closers to each letting and the kitchen, and interlinked smoke and heat detection. The LACORS housing fire safety guidance sets out what suits each type of HMO, and the licence conditions and building regulations Part B apply to the works. We fit the doors, the fire-resisting linings and the stopping, and a registered electrician installs and certifies the alarm system.
