Office fit-out in Southwark splits into two very different kinds of job. In SE1, near the South Bank and Borough Market, offices inside the borough's part of the Central Activities Zone are covered by Article 4 directions, so they cannot become homes without planning permission. Further south, in Camberwell, Peckham and Dulwich, office work means smaller spaces: a floor above a shop, a professional suite or a studio. Where Southwark Council handles building control, both go in on full plans, and a leased floor needs the landlord's licence first.
For Southwark, the construction part of an office fit-out is published at £70 to £120 per sq ft as a UK guide, and an all-in London office fit-out at £148 to £359 per sq ft (Oktra and Cushman and Wakefield, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Southwark: we build the office partitions, ceilings, lighting and finishes as one contract and coordinate the IT supplier and specialist trades around them.

Office floors and Article 4 in Southwark's Central Activities Zone
An office in Southwark's part of the Central Activities Zone cannot become a home without planning permission. The borough's CAZ Article 4 directions require a planning consent before an office or other commercial or leisure premises becomes a home. A separate non-immediate Article 4 direction, in force from 1 August 2022, removes the Class MA right to change offices in Class E(g)(i) to dwellings where it applies, so check the direction map for your building.
For a tenant this is background rather than a hurdle, but it explains the stock. Office floors covered by the directions stay in workplace use, so landlords refurbish them between lettings and incoming tenants fit them out again. A Cat A fit-out leaves the floor with finished ceilings, lighting, raised floor and heating and cooling, ready to let. Cat B is the tenant's layer on top: partitions, meeting rooms, a tea point, furniture and data, planned to your way of working.
Full plans building control for a Southwark office
If Southwark Council is your building control body, an office fit-out goes in as a full plans application. The council keeps the building notice route for small and simple domestic jobs, and rules it out for offices, shops and other workplaces. A registered building control approver is the alternative, and a purely decorative refresh with no change to escape routes or services may need no approval at all, so confirm the route with the designer first.
Full plans means the drawings for escape routes, fire separation, ventilation, accessible toilets and lighting are checked before the build starts. New partitions can lengthen a travel distance or block a route to the stair, so Part B shapes the layout. Part M covers access and WCs, and Part L covers lighting and controls. For you, it moves decisions forward: the partition plan, door swings and ceiling services have to be fixed early.
Small offices above shops in south Southwark
Away from SE1, an office fit-out in Southwark is more likely to be a small job, and it is honest to say so. Around the shopping streets of Camberwell, Peckham and Dulwich, the office space that comes up is an upper floor over a shop, a converted house used by a practice, or a studio. These jobs are simpler, but they share an entrance or a stair with other uses.
That shared stair is the key design question. An office above a shop may need fire separation from the unit below and a protected escape route, depending on the layout the designer and building control agree. Services are often old and shared, so we trace the supply, fit new lighting and small power, and coordinate data cabling with your IT supplier before ceilings close. A tea point and a WC are usually the only wet work.
Working hours, CDM and lease end in a Southwark office
In an occupied Southwark building, noisy fit-out work stays inside the council's hours: 8am to 6pm on weekdays and 9am to 2pm on Saturday, with none on Sundays or bank holidays. Quiet tasks such as cabling or decoration can often run in the evening by arrangement with the landlord. The landlord's licence for alterations sets its own conditions, so we read it with you, clause by clause, before the programme is fixed.
As a commercial client you carry duties under the Construction (Design and Management) Regulations, and where more than one contractor is on site a principal designer and a principal contractor are appointed in writing. Plan for the end of the lease too. Dilapidations clauses often require the tenant to strip out partitions and reinstate the floor to its original state, so we record the as found condition and keep your fit-out easy to remove.
- Dilapidations and reinstatement works at the end of an office lease
- Tea points and kitchenettes on the existing risers
- Strip-out of the previous tenant's office, with disposal

Trusted Office Fit-Out in Southwark
An office fit-out has a move-in date that cannot slip, so the sequence matters more than anything. We work from your designer's approved drawings, keep the building control inspections in the programme, and schedule noisy strip out inside the permitted hours while the rest of the building keeps working. You get one team for partitions, ceilings, lighting, joinery and finishes, with electricians and ventilation engineers certifying their own work before handover.
- Lease reinstatement clauses read before any partition is fixed to the structure
- Clean, tidy and reliable tradespeople
- Asbestos survey checked before any office ceiling, floor tile or boxing is disturbed

FAQ
Frequently Asked Questions about Office Fit-Out Southwark
What should a business budget for an office fit-out in Southwark?
Treat the UK guide of £70 to £120 per square foot for the construction work (Oktra, 2026) as a floor; London all-in figures run £148 to £359 per square foot (Cushman and Wakefield, 2026). Add the landlord's fees for the licence for alterations, any dilapidations at lease end, and your IT and furniture, which sit outside the building work. A Southwark quote follows a survey of the space.
Is a building notice enough for an office fit-out in Southwark?
No. Southwark says a building notice is only for small, simple domestic work and cannot be used in offices, shops or workplaces. If the council is your building control body, the fit-out goes in on full plans, so the drawings are checked before work starts and the inspection stages are agreed in advance.
Can an office in SE1 be turned into flats under permitted development?
No, not inside the Central Activities Zone, where Southwark's Article 4 directions mean an office needs planning permission to become a home. A separate direction in force from 1 August 2022 also removes the Class MA office to housing right where it applies. An office refit there is planned as continued office use unless a consent says otherwise.
What is the difference between Cat A and Cat B office fit-out?
Cat A is the landlord's base finish: ceilings, lighting, raised floors, heating and cooling and finished toilets, so the floor can be let. Cat B is the tenant's layer on top, fitted to how you work: partitions, meeting rooms, kitchens, data and furniture. Many tenants take a Cat A floor and commission only the Cat B work.
When does a Southwark office refurbishment need a BREEAM rating?
Once the non-residential floorspace being converted, extended or changed in use goes over 500sqm, Policy P69 of the Southwark Plan 2022 asks for BREEAM Excellent. A straight refit with no conversion, extension or change of use does not trigger it. Where it applies, the assessor joins at design stage, because the rating depends on lighting, services and materials.
Can office fit-out work in Southwark run in the evening?
Quiet work often can, by arrangement with the landlord and the other occupiers. Noisy work stays inside Southwark's hours of 8am to 6pm on weekdays and 9am to 2pm on Saturday, with none on Sundays or bank holidays. Drilling, cutting and strip out are programmed in those windows, and cabling or painting can follow later in the day.
Does a small office above a Southwark shop need fire separation?
Often yes, because the office and the shop are different uses sharing one building, and the escape route from the upper floor may pass the shop. The designer and building control agree the separation and the protected route, and we build to that. Southwark takes office work on full plans, so this is settled before work starts.
What duties does a Southwark office tenant have under CDM on a fit-out?
A commercial client must make suitable arrangements for managing the project, give the designers and contractors the information they need, and allow enough time and resources. Where more than one contractor will work on site, you appoint a principal designer and a principal contractor in writing. We can act as principal contractor for the build.
What happens to the fit-out when the office lease ends?
Check the dilapidations and reinstatement clauses. Many leases require the tenant to remove partitions, cabling and added services and return the floor to its original state at the end of the term. We photograph and record the as found condition at the start and build the fit-out so it can be taken out cleanly later.
