Tower Hamlets holds two very different kinds of home. In E1 and E14 there are warehouse conversions at Wapping and concrete-framed apartments through Canary Wharf and the Docklands. In E2 and E3, around Bow and Bethnal Green, there are dense Victorian terraces and converted factory buildings. What you can do to a property here depends far more on which of those two groups it falls into than on where the borough boundary sits.
Flats around Canary Wharf and Wapping are usually held on a long lease inside a managed building. Walls between rooms may be non-loadbearing partitions on a concrete frame, which makes layout changes achievable, but services run in shared risers and any alteration to them needs the freeholder on board. Sound insulation between floors is a lease obligation in many blocks and worth specifying properly at the outset.
Practically, working in these buildings means booking the goods lift, agreeing hours with the concierge, protecting communal corridors and carrying waste out rather than dropping it into a skip at the door. We provide insurance details and method statements for the managing agent before we start, because in most blocks nothing gets through the front door without them.
The older streets are a different job entirely. Solid brick walls, shallow foundations, a narrow rear yard and a back addition that was never insulated. Rear extensions and side return infills are the common request, along with knocking the ground floor into one space. Any opening through a loadbearing wall gets a steel beam designed by a structural engineer, and we build to that design rather than improvising on site.
Because the houses are terraced, the Party Wall etc. Act 1996 comes into play for beam bearings in a shared wall, chimney breast removal and excavation near a neighbour's foundations. You serve the notice as building owner and we plan the programme around it. Tower Hamlets Council building control inspects the structural and drainage stages, and we arrange each visit.

FAQ
Often, but only with consent. Many internal walls in these blocks are partitions rather than structure, which makes reconfiguration realistic. You still need written approval from the freeholder or managing agent, and where any element is structural a structural engineer must assess it first. We build to that engineer's design and never produce the calculations ourselves.
For a single-storey rear extension the common permitted development limit is three metres on a terraced or semi-detached house and four on a detached one, with a larger projection possible through the prior approval route. Conservation area designation and Article 4 directions remove those rights, and several parts of the borough are designated, so confirm with Tower Hamlets Council.
