Paddington's large stucco terraces were carved into flats decades ago, and that decision still shapes nearly every renovation we carry out in W2. Grand rooms with tall ceilings became one bedroom flats with a kitchen in an alcove and a bathroom over what used to be a landing. Soil stacks were run wherever they could be run. Most flats here are leasehold, so the freeholder's written consent comes before any structural or layout change, and the lease may also govern floor coverings, working hours and use of the communal stair. Permitted development rights do not apply to flats at all. Separately, the building itself may be listed or the street may sit within a conservation area, and the designation for the address needs confirming with Westminster City Council rather than guessed at. We build to consent that has been granted and coordinate the building control application and inspections.

Sometimes, and drainage decides it rather than design. The new position has to reach the existing soil stack with adequate fall, and the floor structure has to take the pipework without notching joists beyond what is acceptable. We check both at survey stage before anything is committed. Where the stack is shared with other flats, the freeholder's consent will be needed under the lease as well.
Some are and some are not, and the only reliable way to tell is to have a structural engineer inspect them once we have opened up. Walls installed during a conversion can end up carrying loads nobody intended, and previous owners have sometimes removed sections with no design behind it. We appoint the engineer, arrange the survey and build to the design issued. We never make that judgement ourselves.
Internal work in a flat is governed by the Building Regulations rather than planning, so building control approval is what applies. Planning becomes relevant if the building is listed, where consent covers internal alterations, or where external changes are proposed in a conservation area. Confirm the designation with Westminster City Council at the outset. The lease is a separate requirement again and applies regardless.
