HMO Conversions Totteridge

House to HMO conversions and licence upgrades in Totteridge, fire doors, detection and shared amenities built to the council's licence standards.

HMO conversion in Totteridge starts with planning permission. Barnet Council records that a borough-wide Article 4 Direction, put in place in May 2016, requires planning permission for all future HMOs, so no Totteridge house can become a shared house by permitted development. Where a landlord has that permission, or is upgrading an existing lawful HMO for a licence, we build the fire safety, room layout, kitchens and bathrooms the licence standards call for.

In Totteridge, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Totteridge: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Barnet's HMO Article 4 Direction and a Totteridge house

Every new HMO in Totteridge needs planning permission, because Barnet's borough-wide Article 4 Direction removed the national right in May 2016. National Planning Data lists that direction as starting on 2016-05-29, so any shared use begun after then without consent is exposed. Without it, Class L of the General Permitted Development Order 2015 would let a family home in Class C3 switch to a small shared house in Class C4 without any application. In Totteridge that shortcut is simply not there.

Under the London Plan glossary, a shared house of between three and six people is Use Class C4, while one for more than six people is Sui Generis. So in Totteridge a small shared house and a large one both need an application, and the owner or their agent makes it before any works. Class L also never allowed one former family house to become two or more separate small HMOs. We start the conversion only once the permission is in place.

Housing in Totteridge

HMO licensing for a shared house in Totteridge

GOV.UK treats a house let to 5 or more people from more than 1 household as a large HMO, and a Totteridge house in that position needs a licence. Smaller shared houses can need one too, according to where they are, so the landlord checks with Barnet Council before letting. GOV.UK counts a home as an HMO once at least 3 tenants from more than one household share its kitchen or bathroom.

Section 232 of the Housing Act 2004 obliges Barnet to keep a public register of its HMO Licensing Scheme, and the council refreshes it each month. Letting an HMO with no licence risks an unlimited fine, GOV.UK says. The landlord makes the application; we build to the standards it sets and hand over the fire alarm, emergency lighting, electrical and gas certificates from the registered trades for the application file.

Room sizes, amenities and fire safety in a Totteridge HMO

The layout of a Totteridge HMO is set by the licence standards before it is set by taste. National mandatory licence conditions set 6.51 square metres for a room for one person over 10 and 10.22 for two people over 10, and no room under 4.64 square metres may be used for sleeping. The council's amenity standards then fix how many kitchens, bathrooms and WCs the house needs for the number of occupiers, so the room count and the bathroom count are designed together.

The mandatory scheme stops short of flats in purpose-built blocks of three or more self-contained flats, which only an additional licensing scheme can catch.

Fire safety is the other half of the build. That means fire doors with self-closers to the bedrooms and kitchen, an interlinked detection and alarm system, a protected escape route to the front door, and emergency lighting where the layout needs it. The design follows the LACORS guidance on housing fire safety, together with Part B of the Building Regulations. Sound insulation between lettings keeps complaints down in a Totteridge street of family houses.

When an HMO conversion fits a Totteridge property honestly

A Totteridge house is an unusual HMO candidate, and it is fair to say so. The VOA count puts 67% of homes across the Totteridge and Barnet Gate statistical area as semi-detached or detached and only 16% as terraced, and the area is residential around a village core. Barnet has said it will act against unauthorised and illegal HMOs, so a landlord buying a house already let as rooms should check its lawful use before relying on the income.

The work that can arise in Totteridge is upgrading an existing lawful HMO to meet licence conditions, or building out a scheme that has planning permission. London Plan Policy H9 says HMOs of a reasonable standard should generally be protected, so bringing an existing one up to standard is a sound course. Where the let HMO needs an EPC, the MEES minimum applies, so the rating is planned into the upgrade.

FAQ

Frequently Asked Questions about HMO Conversions Totteridge

How much does an HMO conversion cost in Totteridge?

Published figures put a light HMO conversion for four to six tenants at £40,000 to £75,000 in construction, and a full conversion with an en-suite to every bedroom at £90,000 to £150,000 (Mayfair Studio, 2026). A Totteridge house moves within that range with the fire works, the extra bathrooms and the kitchen size. Planning and licence fees are the landlord's and sit outside our quote.

Does turning a Totteridge house into an HMO need planning permission?

Yes. Barnet's borough-wide Article 4 Direction, put in place in May 2016, requires planning permission for all future HMOs. It removes the national Class L right that would otherwise let a family house become a small shared house of three to six people with no application. The owner or their agent applies.

When does a Totteridge HMO need a licence?

Once 5 or more tenants from more than 1 household share it, the house is a large HMO and must be licensed. GOV.UK says a smaller HMO may still need one depending on the council area, so the landlord checks with Barnet Council. The landlord applies, and we build to the standards the licence sets.

How many people can live in an HMO before it becomes sui generis?

More than six. HMOs of three to six people fall in Use Class C4 under the London Plan glossary, and bigger ones are Sui Generis. The bigger kind needs permission in any borough, and in Barnet the borough-wide Article 4 Direction means a C4 HMO needs it too.

Can one Totteridge house be made into two small HMOs?

Not through Class L. That permitted development class stops at one HMO per former family house, so splitting a single dwellinghouse into two or more separate C4 HMOs falls outside it. In Barnet the Article 4 Direction removes Class L anyway, so any HMO scheme goes through a planning application first.

What happens if a Totteridge HMO is let without a licence?

The fine for letting an unlicensed HMO has no upper limit, according to GOV.UK. On top of that, Barnet has said it will pursue unauthorised and illegal HMOs through enforcement. A landlord should have both the planning position and the licence settled before any tenant moves in, and we time the build to that.

Which fire precautions does a shared house conversion need?

Self-closing fire doors, an interlinked smoke and heat detection system, a protected escape route and emergency lighting where the layout needs it. The LACORS housing fire safety guide sets the approach, with Part B of the Building Regulations. The fire alarm installer and registered electrician certify their parts.

Is there a public list of licensed HMOs in Barnet?

Yes. The Housing Act 2004, in section 232, makes Barnet keep a public register of houses licensed under its HMO Licensing Scheme, and it is brought up to date every month. A buyer can use it to see whether a house has been licensed, and should check the planning history as well, since a licence is not a planning permission. If the building is listed, the works themselves are a separate question: anything that affects its character, inside or out, needs listed building consent from Barnet Council, and carrying it out without consent is a criminal offence.

Do bedroom sizes limit how many tenants an HMO can take?

Yes. Each sleeping room is measured on its usable floor area, so floor under a ceiling too low to stand in and space taken by fixed boxing or built-in cupboards do not count. A room below 6.51 square metres on that measure cannot take one person over 10. In a Totteridge house with sloping top-floor ceilings that can take a room out of use, so we measure at survey, and the council's amenity standards then set the kitchens and bathrooms for the number left.
