HMO conversion in Stanmore changed on 12 June 2026, when Harrow's immediate Article 4 Direction began requiring planning permission for any new small HMO. Before a Stanmore family house becomes a shared house, a landlord now needs planning consent, then the right licence, then a building that meets Harrow's room size and kitchen standards and the fire safety rules. We build to the licence conditions and the approved layout, and upgrade existing HMOs that fall short of them.
In Stanmore, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (indicative London ranges, Mayfair Studio and LetCompliance, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Stanmore: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Harrow's Article 4 Direction takes away Stanmore's small HMO rights
A new small HMO in Stanmore needs planning permission. Nationally, Class L of the General Permitted Development Order lets a house change from use class C3 to C4, a shared house for three to six people, without an application. Harrow's immediate Article 4 Direction removes that right in every part of the borough, Stanmore included, for any new small HMO created on or after 12 June 2026. A landlord who converts first and applies later takes on the risk.
The direction is not yet permanent. Harrow is consulting on confirming it and must decide by 11 December 2026, so the position may change during a purchase or a build. Even under Class L, one former family house could not be split into two or more separate C4 HMOs. Check the status with Harrow before you buy, and allow time for a planning application in your programme before any strip-out begins.
Housing in Stanmore
For Stanmore the Council Tax list gives about 6,860 homes; by type 45% flats and 55% houses, by age 75% post-war, 21% interwar and 4% older than 1919.
Which Stanmore houses Policy HO10 allows as HMOs
Harrow Policy HO10 sets the planning test for a Stanmore HMO, and it has two limbs. The house must have an original internal floor area above 130m2, and its location must score between 4 and 6 on the PTAL scale of public transport access. That second limb is stricter than it looks in a suburb, because access falls away from Stanmore station, so a large house on a quiet road may fail on location alone.
HO10 also looks at the neighbours. Where three or more of the ten closest properties are already HMOs, Harrow regards the street as over concentrated, so one road can fill up. A shared house for more than six people falls outside C4 and is sui generis in the London Plan glossary, so it always needed consent. The London Plan asks boroughs to weigh the role HMOs play in meeting housing need, but in Stanmore the local tests come first. Your planning agent handles the application, and we price the build from the plans they submit.
Harrow HMO licensing for a Stanmore shared house
A Stanmore shared house can need a licence as well as planning. The national rule catches an HMO let to 5 or more people who form more than 1 household. Harrow's additional scheme went further, reaching smaller HMOs with three or more people in two or more households. That borough-wide designation took effect on 6 August 2021, with an end date of 5 August 2026 if it was not extended.
Harrow ran a consultation on renewing the scheme for five more years, open from 19 December 2025 until 27 February 2026, so confirm what is in force before letting. The Article 4 Direction also reached into licensing: for a new licence applied for on or after 12 June 2026, Harrow requires planning permission for an HMO of up to 6 occupiers. If that permission is missing, the council may issue a licence lasting no more than one year. The landlord applies, and we build to the conditions.
Bedroom sizes, kitchens and fire precautions in Stanmore HMOs
Harrow's HMO standards fix the layout before partitions go up. A bedroom for one person aged over 10 needs 6.51 square metres or more, measured without any en-suite. Harrow also wants 1.9m of headroom across at least half of each room, and any area with less than 1.5m of height is left out of the measurement. The national minimum room sizes, mandatory licence conditions in England, add 10.22 square metres for a room shared by two adults and bar any room under 4.64 square metres from sleeping use, which rules out many box rooms.
Mandatory licensing does not reach a flat in a purpose-built block of three or more self-contained flats; where such a flat is shared, it is the council's additional scheme, if any, that applies.
Shared facilities follow from the headcount. Under Harrow's amenity standards no more than 5 occupiers may share a kitchen or similar set of facilities, so a larger house needs a second kitchen, which drives drainage and extraction. Fire safety is the other half: fire doors on every room, interlinked detection and a protected escape route, following Part B and the LACORS guidance on housing fire safety. Sound insulation between bedrooms, and an EPC of at least E under the MEES Regulations before letting, complete the list. We sequence these works so the licence inspection finds them complete.
- Sound lining to bedroom walls and party walls
- Electrics extended to every bedroom, certified by a registered electrician
- Thumb-turn bedroom locks that open from inside without a key

FAQ
Frequently Asked Questions about HMO Conversions Stanmore
What should a landlord budget for an HMO conversion in Stanmore?
Start from £40,000 to £75,000 in construction for a light conversion (Mayfair Studio, 2026), or £90,000 to £150,000 with en-suites throughout. Then add planning where an Article 4 direction applies, the licence fee and the fire risk assessment. A Stanmore quote follows a survey against the council's HMO standards, with fire works, bathrooms and kitchens as separate lines.
Can a Stanmore house become a small HMO without planning permission now?
No. From 12 June 2026, Harrow's immediate Article 4 Direction removed the right to create a small HMO without consent, borough-wide. The council has until 11 December 2026 to decide whether the direction becomes permanent, so check its status before buying or starting works, and allow for a planning application in your timetable.
What is the smallest bedroom allowed in a Stanmore HMO?
A bedroom for one person aged over 10 must reach 6.51 square metres under Harrow's HMO conditions, and an en-suite does not count towards it. The national licence conditions add 10.22 square metres for two adults and bar any room under 4.64 square metres from sleeping use. Any part of the room with headroom under 1.5m is left out too. We set out partitions to the licensed room sizes so no bedroom ends up undersized.
How many people can share one kitchen in a Stanmore HMO?
No more than 5 people may share a single kitchen or similar set of facilities under Harrow's HMO amenity standards. A larger house needs a second kitchen or extra facilities, which affects drainage, extraction and where the fire separation goes. We plan those runs from the room layout before first fix.
Does an HMO in Stanmore need a licence from Harrow?
Usually. The national licensing rule covers an HMO let to 5 or more people in more than 1 household, and GOV.UK notes that smaller HMOs can need one too, depending on the council. Harrow has run an additional scheme for smaller HMOs, so check what is current before letting. Letting an HMO that should be licensed but is not risks an unlimited fine.
How big must a Stanmore house be for an HMO under Policy HO10?
Policy HO10 needs an original internal floor area above 130m2 and a PTAL score between 4 and 6. Both tests must be met, so a large house some distance from Stanmore station can still fail. Your planning agent can check the PTAL before you commit to a purchase or to drawings.
Can a Stanmore street have too many HMOs for another one?
Yes. Under Policy HO10, Harrow regards a street as over concentrated where three or more of the ten closest properties are HMOs already. A planning agent can survey the neighbouring houses before you buy, because at that level a new HMO application is likely to be resisted whatever the building work proposes.
What counts as an HMO in Stanmore?
GOV.UK defines an HMO as a property rented out by at least 3 people who are not from 1 household but share facilities like the bathroom and kitchen. The London Plan glossary puts HMOs for three to six people in Use Class C4 and larger ones in the sui generis category, which always needs planning permission.
Can a Stanmore HMO be licensed before planning is granted?
Only for a limited time. For a new licence applied for on or after 12 June 2026, Harrow requires planning permission for an HMO of up to 6 occupiers. Where that permission is missing, the council may issue a licence for no more than one year, which leaves little room if the planning application then fails.
