HMO conversions in High Wycombe turn a family house into a shared house, or bring an existing HMO up to Buckinghamshire Council's licence standards. A licence is required once 5 or more persons in 2 or more households live there, and its HMO standards set ceiling heights, kitchen and bathroom numbers and fire resistance. Larger shared houses that need planning permission are also assessed against Policy DM23 on communal rooms. We build to the approved layout and the licence conditions; the landlord applies for the licence.
For High Wycombe, a light HMO conversion for four to six tenants typically costs £40,000 to £75,000 in construction, or £90,000 to £150,000 with an en-suite to every bedroom (Mayfair Studio and LetCompliance, 2026); a Buckinghamshire price follows a site visit. GS Renovation Ltd, a building contractor based in Potters Bar, does the work in High Wycombe: we build the fire doors, detection, bathrooms and kitchens to the council's HMO standards, the landlord applies for the licence, and a registered electrician certifies the electrics.

Planning a shared house in High Wycombe
Changing a house to a small HMO for three to six unrelated sharers (C3 to C4) is permitted development unless an Article 4 direction removes it. The directions the national register lists for the High Wycombe area cover agricultural use, poultry production, means of enclosure, caravan sites, markets and racing, and office to residential change of use. None of those is described as an HMO direction, but the register is not the final word. Buckinghamshire's HMO standards advise contacting both planning and building control before letting or converting a property to an HMO, so the owner's designer confirms the address first.
Seven or more sharers is a sui generis use and needs planning permission. There, Policy DM23 requires HMO developments to secure an acceptable number and arrangement of communal facilities, and says such uses will not be acceptable where the neighbourhood already has an overconcentration of them. The Local Plan also says large scale HMOs will generally be unacceptable in areas of predominantly family housing unless designed as smaller groups of bedrooms with domestically scaled facilities, which shapes the layout from the start.
Housing in High Wycombe
For High Wycombe the Council Tax list gives about 32,710 homes; by type 35% flats and 65% houses, by age 73% post-war, 17% interwar and 10% older than 1919.
The Buckinghamshire HMO licence for a High Wycombe house
Buckinghamshire Council requires a licence for a house in multiple occupation occupied by 5 or more persons in 2 or more households, including flats, bungalows and two-storey properties since the scope was extended on 1 October 2018. For a High Wycombe landlord that means the licence, the design and the building work have to line up. The landlord or their agent applies; we build to the standards the licence will be tested against.
Since October 2018 national minimum room sizes have been mandatory licence conditions in England: 6.51 square metres for a room slept in by one adult, 10.22 square metres for two, and no room under 4.64 square metres used for sleeping at all. Every letting room has to reach them on the drawings before the stud walls go up. Running an HMO without a licence is an offence for which Buckinghamshire Council may issue a civil penalty notice. MEES also applies to a let HMO, and the council can fine landlords whose property is below an EPC rating of E. Since 1 April 2020 that minimum covers continuing lets as well as new tenancies, unless a valid exemption is registered.
One exception matters here: a flat in a purpose-built block of three or more self-contained flats falls outside mandatory licensing, although a council's additional scheme can still cover it.
Ceiling heights, kitchens and bathrooms in a High Wycombe HMO
Buckinghamshire's HMO standards require all habitable rooms, kitchens, bathrooms and WC compartments to have a minimum floor to ceiling height of 2140mm. That matters in a High Wycombe conversion that uses an attic, a cellar room or a low rear addition, because a room that fails the height cannot count, however well it is finished. We measure existing heights at the survey so the layout only relies on rooms that pass.
The standards also set amenity numbers. A shared kitchen needs one set of facilities for each five persons sharing, and no kitchen may contain more than two sets. Where 6 to 10 persons share, there must be two bathrooms and two toilets, with at least one toilet in a separate compartment with a wash hand basin. Under Policy DM23 the council generally expects one common room for every three bedrooms. Those numbers drive the drainage runs, soil stacks and ventilation, so we fix them before first fix.
Fire safety and sound in a High Wycombe HMO
Buckinghamshire's HMO fire standards say walls and partitions to all habitable rooms should resist fire for at least 30 minutes to give a protected route of exit from all lettings. In a High Wycombe shared house that usually means upgraded plasterboard linings, fire doors with self-closers and intumescent seals, sealed service penetrations and a protected stair. Old lath ceilings and panelled doors in older houses rarely meet that without work.
Detection and alarms follow the LACORS housing fire safety guidance, the recognised guide for existing HMOs, with linked detectors in the escape route and heat detection in kitchens, shown on the drawings the landlord gives the licensing officer. Building regulations Part B applies to the new layout. Sound between lettings matters for the tenants who stay: resilient bars and insulation in the ceilings, and sealed door frames, cut the complaints that follow a busy shared house.
- Emergency lighting on the escape route where the house needs it
- Thumb-turn bedroom locks that open from inside without a key
- Self-closing fire doors and frames to every bedroom and the kitchen

FAQ
Frequently Asked Questions about HMO Conversions High Wycombe
How much does an HMO conversion cost in High Wycombe?
Published figures put a light HMO conversion for four to six tenants at £40,000 to £75,000 in construction, and a full conversion with an en-suite to every bedroom at £90,000 to £150,000 (Mayfair Studio, 2026). A High Wycombe house moves within that range with the fire works, the extra bathrooms and the kitchen size. Planning and licence fees are the landlord's and sit outside our quote.
When does a shared house in High Wycombe need an HMO licence?
Buckinghamshire Council requires a licence where 5 or more persons in 2 or more households occupy the property, and since 1 October 2018 that includes flats, bungalows and two-storey properties. The landlord or their agent applies for the licence, and the building work should be designed to meet the licence standards from the start.
Does a small HMO in High Wycombe need planning permission?
A change from a family house to a shared house for three to six people is permitted development unless an Article 4 direction removes it. The directions on the national register for the High Wycombe area cover other matters, such as office to residential change of use, and none is described as an HMO direction. The register is not definitive, so the owner's designer checks the address with the council first.
How many common rooms does a High Wycombe HMO need?
Under Policy DM23 the council generally expects one common room for every three bedrooms, with bedroom numbers rounded to the nearest multiple of 3. The aim is an acceptable number and arrangement of communal facilities, so the common room has to be usable, not a leftover corridor space.
What ceiling height do HMO rooms need in High Wycombe?
Buckinghamshire's HMO standards require a minimum floor to ceiling height of 2140mm in all habitable rooms, kitchens, bathrooms and WC compartments. Attics, cellars and low extensions are the rooms most likely to fall short, so measure them before a layout depends on them. A lower room can still serve as storage.
Will a large HMO be accepted in a family street in High Wycombe?
The Wycombe District Local Plan says large scale HMOs will generally be unacceptable in areas of predominantly family housing unless designed as smaller groups of bedrooms with domestically scaled facilities. Policy DM23 also resists such uses where there is already an overconcentration nearby. The layout and the number of rooms are therefore set with the planning case in mind.
How many kitchens and bathrooms does a Buckinghamshire HMO need?
One set of kitchen facilities for each five persons sharing, with no more than two sets in one kitchen. Where 6 to 10 persons share, two bathrooms and two toilets are required, and at least one toilet must be in a separate compartment with a wash hand basin. We plan the drainage around those numbers.
What fire protection does an HMO need?
Buckinghamshire's HMO fire standards say walls and partitions to all habitable rooms should resist fire for at least 30 minutes to give a protected escape route from every letting. Fire doors with closers, linked detection and a protected stair are the usual parts, following the LACORS housing fire safety guidance.
Who applies for the HMO licence and planning permission?
The landlord or their agent applies for the licence, and the owner or their designer applies for any planning permission. We build to the approved layout and the licence standards, and provide the drawings, fire door schedule and certificates the application and the licensing officer ask for.
