Flat Conversions Morden

Houses divided into self-contained flats in Morden, separating floors, a protected stair and separate services for every flat.

Flat conversions in Morden run into Merton's family housing policy before anything else. Policy D12.10 requires a conversion of a family-sized home of three bedrooms or more into two or more units to re-provide at least one family-sized home. Meanwhile 64% of homes across the statistical areas covering Morden, Lower Morden and St Helier North are terraced houses. So a split has to keep one family-sized home, which on a small terrace often means extending first or keeping the house whole. We build conversions to the approved drawings, with the fire and sound separation between flats built to Parts B and E.

In Morden, converting a house into two or three flats is published at £50,000 to £120,000 including professional and council fees, and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone, which is the part a builder prices (indicative London ranges, Architectural Drawings and Mayfair Studio, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Morden: we build the conversion to the approved drawings, building control inspects the fire and sound separation, and a registered electrician certifies each flat's electrics.

Splitting a Morden house under Merton's family housing rule

Dividing a house into flats is a material change of use that needs planning permission. In Merton a house of three bedrooms or more can only be split into two or more units if at least one family-sized home is re-provided, under Local Plan Policy D12.10. On a three-bedroom interwar terrace that is hard to do inside the existing walls. The designer's layout has to prove it before we price the structural and services work.

The houses that come forward for conversion in Morden tend to be the larger ones: end terraces with room to extend, and the 10% of homes that are semi-detached or detached. With 81% of the stock built between 1919 and 1939, the typical candidate has a suspended timber ground floor, a single stair and a first floor that has to become a separate home. Where a conversion depends on a rear extension within 3 metres of a Thames Water sewer, Merton requires a full plans submission before work starts.

Housing in Morden

The Council Tax list puts Morden at about 9,990 homes, 25% flats against 75% houses; 2% went up before 1919, 81% between the wars and 17% after 1945. Terraced houses make up 64% of homes here, and a converted terrace in Morden has two party walls to consider for sound.

Space standards for each new flat in a Morden conversion

Every conversion in Merton, whatever its size, must rigorously apply the London Plan Policy D6 space standards, and the London Plan treats a conversion as a new dwelling for that purpose. A single bedroom must be at least 7.5 square metres and 2.15m wide, with a double at least 11.5 square metres. On a Morden terrace those minimums decide where the new partition goes and whether a rear extension is needed to make the plan work.

Height matters as much as area. Policy D6 sets a minimum floor to ceiling height of 2.5m for at least 75 per cent of each flat's floor area, which can rule out a low top floor, and it asks designers to avoid single aspect homes where they can. The Nationally Described Space Standard sits in the planning system, not the building regulations, so it is settled at the planning stage, and we build to the room sizes on the approved drawings.

Fire and sound separation between Morden flats

The new floor between two Morden flats is the hardest working element of the job. Approved Document E sets the sound insulation for flats formed by a material change of use at 43 dB airborne for walls and floors and 64 dB maximum impact for floors. One common way to reach that is to pack the existing timber joists with insulation, lay a resilient layer and replace the ceiling below with heavier board on isolating hangers.

Fire separation runs alongside it under Part B. The stair to the upper flat becomes a protected route, doors onto it are fire doors with closers, and every pipe and cable through the new floor is fire stopped. In an interwar Morden house the old lath or thin plasterboard ceilings are unlikely to meet either standard as found, so we allow for replacing them and for pre-completion sound testing before the flats are handed over.

Services, addresses and levy for new flats in Morden

Each new flat in a Morden conversion needs its own services: a separate electricity supply and meter, its own heating, and in most cases its own water supply or a sub meter agreed with the freeholder. The utility companies set their own lead times for new supplies, so we request them as soon as the layout is fixed. The new flats also need addresses through street naming and numbering at Merton, which the owner arranges before the utilities will connect.

A conversion that creates a new home brings charges beyond the build. In Merton a permission for any new dwelling will usually become liable for the Community Infrastructure Levy, and the rate for Morden is set per square metre. The owner's planning adviser confirms the liability before the permission is implemented. Where party walls are cut into for new beams or fire separation, the building owner serves notice under the Party Wall Act before we start.

Why Choose GS Renovation in Morden

Conversions depend on getting the sequence right: consent, structure, separation, services, testing, and only then the finishes. We build to your designer's approved drawings, work to your structural engineer's design where floors or walls change, and leave the fire stopping and acoustic layers open until building control has had the chance to see them. You get a written quotation after a site visit and a written programme, and we hand over with the test results and certificates each new flat needs.

FAQ

Frequently Asked Questions about Flat Conversions Morden

What should I budget for a flat conversion in Morden?

Budget the building work first: an England-wide guide gives £40,000 to £80,000 in construction for a straightforward two-flat split (Mayfair Studio, 2026), then add design, planning, building control and utility connection fees. The published London all-in figure is £50,000 to £120,000 (Architectural Drawings, 2026). Check the council's conversion policy for Morden first, because it decides which houses can be split at all.

Can a three-bedroom house in Morden be converted into two flats?

Yes, if the scheme re-provides at least one family-sized home. Merton Local Plan Policy D12.10 requires that whenever a family-sized home of three or more bedrooms is converted into two or more units. On a three-bedroom interwar terrace that is hard to meet without adding floor area, so your designer tests it early.

What room sizes must a new flat meet in a Morden conversion?

Big enough to meet London Plan Policy D6, which Merton applies rigorously to every conversion. The single bedroom must be at least 7.5 square metres and 2.15m wide, and a double 11.5 square metres. Ceiling height matters too: at least 2.5m over 75 per cent of the floor area.

What sound insulation does a converted flat need?

Walls and floors between flats formed by a change of use must reach 43 dB airborne, and floors must keep impact sound to 64 dB at most, under Approved Document E. We build the separating floor and walls to that and arrange pre-completion testing before the flats are occupied.

Does converting a Morden house into flats create any other costs to plan for?

Yes. In Merton a permission for any new dwelling will usually become liable for the Community Infrastructure Levy. It is worked out on floor area, and existing floorspace in lawful use can count against it, so your planning adviser confirms the liability before the permission is implemented. Separate utility meters, street numbering for the new flats and building control fees also sit alongside the build cost.

Do new flats in Morden need a private garden or balcony?

Where Merton sets no higher standard, London Plan Policy D6 asks for at least 5 square metres of private outdoor space for a one or two person home, plus 1 square metre for each extra occupant. On a Morden terrace the rear garden is often split, or the upper flat gets a terrace where the design allows.

Can a Morden house in flats be turned back into a single home?

Yes, physically: remove the second kitchen, reopen the stair and join the services into one supply. Settle planning first, because merging flats reduces the number of homes and in most London boroughs that can itself need permission. The owner's planning adviser checks Merton's position for the address before any work starts, and we then build to whatever is approved.

Are there flood rules for converting a house in Morden?

Yes, in the highest risk areas. Under Merton Policy D12.10, dwelling conversions in Flood Zone 3b must not increase the building footprint or the number of units or bedrooms. Your designer checks the flood map for the address, because in that zone a conversion into more flats cannot go ahead.

Does the London Plan support converting houses into flats in Morden?

In principle. The London Plan small sites supporting text lists residential conversions among the forms of incremental intensification that count where they result in net additional housing. That support sits alongside Merton's own rule on keeping a family-sized home, so both are met on the drawings before we start.
