Flat Conversions Hitchin

Houses divided into self-contained flats in Hitchin, separating floors, a protected stair and separate services for every flat.

Flat conversion in Hitchin means dividing a house into self-contained flats, or combining old flats back into one house. With 70% of Hitchin homes being houses, the building you start from is usually a house, and the taller Victorian houses built as the town grew towards the railway are the ones with the height to consider it. Planning permission comes first. We then build the separating floors and walls, the new kitchens and bathrooms, the escape routes and the separate services to the consented plans.

For Hitchin, converting a house into two or three flats is published at £50,000 to £120,000 including professional and council fees, and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone, which is the part a builder prices (Architectural Drawings and Mayfair Studio, 2026); a Hertfordshire price follows a site visit. GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Hitchin: we build the conversion to the approved drawings, building control inspects the fire and sound separation, and a registered electrician certifies each flat's electrics.

Which Hitchin houses have the room to become flats

The Great Northern Railway reached Hitchin in 1850 and set off a period of growth, particularly on the east and north side of the town nearest the station. Walsworth Road belongs to that growth: its houses inside the conservation area date from about 1860 to 1880, and Nos. 43 to 46 are an imposing three storey terrace of about 1875 with canted two storey bays. Houses of that height are the kind with the floor area to consider a split into flats.

At the other end of the scale, 22% of Hitchin homes are terraced houses. A small two storey terrace can struggle to give two flats of a usable size once a stair, a lobby and a second kitchen are taken out of the floor area. The first job is a measured survey, so the designer can test the layout against the minimum flat sizes before anyone spends money on drawings for planning.

Housing in Hitchin

Around 16,130 homes make up Hitchin on the valuation list; 30% are flats and 70% houses, and 14% date from before 1919, 16% from between the wars and 69% from after 1945. 28% of homes here are semi-detached; the side of a semi in Hitchin is where a separate entrance for the upper flat is most often placed.

North Herts requires new Hitchin flats to meet national space standards

Policy D1 of the North Herts Local Plan asks every residential scheme to reach at least the nationally described space standards, and a house divided into flats in Hitchin is a residential scheme like any other. The standard sets a minimum internal area for each flat by its bedrooms and occupants, and a minimum size and width for each bedroom. It is tested at planning stage against the designer's drawings, before a builder is involved.

For the build, this means the layout is fixed before we price. Moving a partition by a few hundred millimetres to make a bedroom compliant is easy on paper and expensive once plastered. We check the setting out against the approved plan before first fix, and we raise it at once when a chimney breast, stair or bay would make a room smaller than drawn, so the designer resolves it before the walls go up.

Hitchin has no neighbourhood plan, so the Local Plan and Design Code apply

There is no neighbourhood plan for Hitchin, so a conversion here is judged against the adopted North Hertfordshire Local Plan and its supplementary documents rather than a town-level plan. The North Herts Design Code, adopted on 16 June 2026, supports Local Plan policies SP9 and D1 and sets written and illustrated design requirements that new development must follow. The designer should check how far it reaches a house split into flats.

Many councils also weigh the loss of a family house when flats are proposed, so the designer should check how the North Herts Local Plan treats that. The drawings should also show how a Hitchin scheme handles bin and cycle storage, amenity space and the front garden, and whether a larger family flat is kept. Those are design questions for the application. For us they fix where new drainage, meters and doors can go, so we price from the approved plan rather than an early sketch.

Fire separation, sound testing and services in a Hitchin conversion

Splitting a Hitchin house into flats is a material change of use, so building regulations apply as well as planning. Building control for Hitchin is delivered by Hertfordshire Building Control Limited, whose remit includes fire protection and means of escape. Each flat is separated by floors and walls that resist fire under Part B, and the common stair usually becomes a protected escape route with fire doors to every flat entrance.

Part E sets the sound insulation between flats, and flats formed by a change of use are sound tested before completion. In an old Hitchin terrace that often means new ceilings, resilient bars and mineral wool between joists, and independent linings to the party walls. Part L applies to the new and renewed thermal elements, and each flat needs its own electricity meter, water and heating, and the new addresses come from the council's street naming and numbering service. Where a party wall is cut into, the building owner serves notice on the neighbour.

The GS Renovation Difference in Hitchin

A conversion is paid for by what is signed off at the end: building control completion, sound test results and electrical certificates for each flat. We build to the approved drawings, keep photographs of fire stopping and insulation before it is covered, and hand over a pack of certificates for the sale or letting of each unit. The structural engineer we appoint designs any new steel or floor strengthening, and we build to those calculations.

FAQ

Frequently Asked Questions about Flat Conversions Hitchin

How much does it cost to convert a house into flats in Hitchin?

Published London figures put converting a house into two or three flats at £50,000 to £120,000 including professional and council fees (Architectural Drawings, 2026), and an England-wide guide puts a straightforward two-flat split at £40,000 to £80,000 in construction alone (Mayfair Studio, 2026). A Hitchin scheme moves with the number of flats, the separating floors and the new services. Design, planning and building control fees sit outside our building quote.

Does converting a Hitchin house into flats need planning permission?

Yes. Dividing a house into self-contained flats is a material change of use, so it needs planning permission as well as building regulations approval. North Herts assesses it against the Local Plan and, since there is no Hitchin neighbourhood plan, the district's own guidance. The owner or their designer applies, and we build to the consent.

Do flats created from a Hitchin house have to meet space standards?

Yes. Policy D1 in the North Herts Local Plan asks residential schemes to reach at least the nationally described space standards, and a conversion counts. That sets a minimum floor area for each flat by bedrooms and occupants. The designer checks it on the drawings, and we check the setting out on site before partitions go up.

Can a larger Hitchin house be divided into flats?

It can be, with planning permission and building regulations approval. The taller Victorian houses built after the railway arrived in 1850, such as the three storey terrace at Nos. 43 to 46 Walsworth Road, have the floor area to consider it. A smaller terrace may only fit one flat of usable size per floor.

Does the North Herts Design Code apply to a flat conversion in Hitchin?

It can. The North Herts Design Code was adopted on 16 June 2026 and sets written and illustrated design requirements that new development must follow, supporting Local Plan policies SP9 and D1. A scheme adding homes is new development, so the designer should check which parts of the code apply to it.

What fire and sound work goes into a flat conversion?

Each flat is separated from the next by floors and walls that resist fire and cut sound, built to Parts B and E of the Building Regulations. That usually means new ceiling linings, insulation between joists, fire doors to each flat and an alarm system, and the stair often becomes a protected escape route. Flats formed by a change of use also need sound testing before completion.

Who carries out building control on a Hitchin flat conversion?

Hertfordshire Building Control Limited delivers building control for Hitchin, unless the owner appoints a registered building control approver. It checks fire protection, means of escape, insulation, ventilation and sanitation among other things. We book inspections at each stage, so separating floors and fire stopping are seen before they are boarded over.

Does each new flat need separate meters and an address?

Yes, in practice. Each self-contained flat needs its own electricity supply and meter, its own heating and hot water, and usually its own water supply. New addresses are allocated through the council's street naming and numbering process. We plan the service routes early, because supply companies set their own lead times.

Can flats be converted back into a single house?

Yes. Taking out a second kitchen, reopening a stair and removing added partitions returns a converted house to one home. It may need planning permission, so the owner should confirm the position with North Herts planning first. We remove the old separating works, reinstate the layout and bring services back to a single supply where needed.
