Removing a chimney breast means taking out masonry that the structure above may still rely on, then supporting what is left. We survey, appoint a structural engineer, build to the calculations issued, and make good the roof, the floors and the walls. We never produce those calculations. In Letchworth Garden City the chimney is also a piece of the townscape, which changes what you can do to it outside.
Letchworth chimneys are treated as a character feature, not just a flue
The Letchworth Conservation Area Appraisal records that red brick chimneys are a prominent feature in Letchworth. It describes them as rather dominant in size, with some very tall, positioned either on ridges or projecting from the slope of the roof.
Letchworth Conservation Area was designated on 17 December 1974 and amended on 5 July 1990. It is one of four conservation areas within Letchworth Garden City, alongside Croft Lane, Norton and Willian. Whether the stack above the roof comes off, or stays in place and is supported from below, is the first thing to settle, because those two jobs are priced and approved differently.
No Article 4 direction in Letchworth removes chimney rights
Both of North Hertfordshire's Article 4 directions sit outside Letchworth. Between them they remove permitted development rights for the installation, alteration or replacement of a chimney, flue or soil and vent pipe. They also cover enlargement or alteration of a dwellinghouse, roof alterations, porches fronting a highway, hard surfacing, gates, walls and fences fronting a highway, and exterior painting.
None of those rights is withdrawn in Letchworth by any Article 4 direction. That does not make the work unregulated, and it is not the control that matters here. The one that does is covered below.
The Heritage Foundation's consent list names flues and chimneys
The Foundation's published list of works needing its consent includes flues and chimneys. The same list names balconies, conservatories, extensions, frontage hardstandings, garages, loft conversions, outbuildings, porches, roof alterations, re roofing, replacement windows and door replacements.
So where a stack comes off the roof, or a flue outlet changes position, that is a Foundation application as well as a building control one. Where the breast is removed inside only and the stack above stays in place and supported, the external picture is unchanged. We tell you at survey which of those two your scheme is.

Age is worth establishing at the same time. Valuation Office Agency figures for 31 March 2025 record 1,890 Letchworth properties built between 1900 and 1918, with a further 170 built before 1900. In a house of that age the breast may be carrying more than the fireplace above it, and that is exactly the question the structural engineer is appointed to answer.
