Office Fit-Out Bexley

Office fit-outs for small and medium office suites in Bexley, partitions, ceilings, lighting and small power for your office, with the IT and specialist trades coordinated.

Office fit-out in Bexley is small-scale work. London's strategic outer London office location is Croydon town centre, not Bexley, so the office work that arises here is in suites above shops in the town centres, small professional offices, studios and offices attached to units in the designated industrial areas. We strip out, partition, light, wire for small power and finish the space, working with your IT supplier on data and your landlord on consent, and hand it over ready to occupy.

For Bexley, the construction part of an office fit-out is published at £70 to £120 per sq ft as a UK guide, and an all-in London office fit-out at £148 to £359 per sq ft (Oktra and Cushman and Wakefield, 2026). GS Renovation Ltd, a building contractor based in Potters Bar, does the work in Bexley: we build the office partitions, ceilings, lighting and finishes as one contract and coordinate the IT supplier and specialist trades around them.

The kind of office space Bexley actually has

Honesty about scale comes first. London Plan Policy E1 names Croydon town centre as the strategic outer London office location, and Bexley has no large office district of its own; its office space sits in the town centres, on local parades and in the industrial areas. The office work that arises in Bexley sits on a smaller footprint: an upper floor above a parade, a house used by a professional practice, a suite in a small business building, or offices attached to a workshop or warehouse. The fit-out has to suit an older building and a tenant who needs to be working again quickly.

The planning background explains why this stock is worth fitting out. Class MA of the national rules lets a building in Class E commercial, business and service use change to homes without a full application, subject to prior approval. Bexley removed that right in its designated town centres with an Article 4 Direction in force from 10 December 2025, so turning an office there into homes now needs planning permission. For a tenant this is background rather than a hurdle, because fitting out an office for business use needs no change of use at all.

Offices within Bexley's designated industrial areas

Bexley's designated industrial areas are the other place office space turns up, where some units combine a workshop or warehouse with an office at the front or on a mezzanine. A non-immediate Article 4 Direction came into force on 8 January 2025 and covers selected existing buildings within those areas, as mapped, removing the route from commercial use to homes. The office inside one of those buildings therefore stays business space. Fitting it out is usually an upgrade of an existing front office: new partitions, a suspended ceiling, LED lighting, heating and cooling, and WCs that meet current standards.

The building type changes the fit-out. An office attached to a warehouse may share its fire alarm and escape routes with the operational floor, and the landlord will want new partitions to respect that layout. A mezzanine office needs its guarding, stair and fire separation checked before anything is added to it. Lighting and small power are planned around desks and meeting rooms, and the data cabling is coordinated with your IT supplier, who specifies the network and connects the equipment. Where the warehouse keeps trading, the noisier stages are timed around its deliveries.

Cat A, Cat B and the landlord's licence in Bexley

Two terms come up on every office letting. Cat A is the landlord's base finish: floor, suspended ceiling, basic lighting, heating and cooling, and working WCs, with open space and nothing specific to any tenant. Cat B is the tenant's own fit-out on top of that: partitions and glazed screens, meeting rooms, a tea point or kitchenette, extra small power, data, and the finishes and signage that make it your office. A small Bexley suite above a shop may have no Cat A at all, just a stripped shell to start from, so the scope has to cover both.

Before any of that starts, the lease decides what you may do. The landlord's licence for alterations covers partitions, services and anything fixed to the structure, and the landlord may want drawings, a programme and method statements first. Read the reinstatement clause at the same time. At the end of the lease the landlord can ask for the space to be returned to its original state, and dilapidations are easier to settle if the fit-out was designed to come out cleanly. We keep a record of what was installed for that reason.

Building regulations and CDM duties on a Bexley office fit-out

An office fit-out is non-domestic work under the Building Regulations. New partitions can change the escape routes, so Part B fire safety and means of escape decides where corridors and doors go. Part M covers access, and an accessible WC where one is provided. Part L applies to the new lighting, heating and controls. Bexley Council is the local building control authority, and it must be notified at least 48 hours before work starts on site. A building notice is not available for a building the Fire Safety Order covers, which includes an office, so a full plans submission is the route. Bexley formally checks it and issues a decision within five to eight weeks.

The Construction (Design and Management) Regulations give a commercial client duties of its own: allowing enough time and resources, passing on information about the building, and making sure a construction phase plan and welfare are in place before work starts. On a job with more than one contractor, the client appoints a principal designer and a principal contractor in writing. Where we are appointed principal contractor, we prepare that plan and keep the site separate from staff still working in the building. At handover you receive the completion certificate, test certificates and operating manuals.

The GS Renovation Difference in Bexley

An office fit-out has a fixed date behind it, often a lease start or the end of a notice period elsewhere, and the programme has to meet it. We plan the strip out, partitions, ceilings, electrics and finishes as one sequence, coordinate with your IT supplier and the landlord's agent, and phase the work where the building stays occupied. You have one contact from the first visit to handover, and a written quote follows a site visit and an agreed scope. We build to your designer's drawings and fire strategy.

FAQ

Frequently Asked Questions about Office Fit-Out Bexley

How much does an office fit-out cost in Bexley?

Published guides put the construction part of an office fit-out at £70 to £120 per square foot (Oktra, 2026) and an all-in London fit-out at £148 to £359 per square foot (Cushman and Wakefield, 2026). The survey and your layout fix the scope, and the quote itemises strip-out, partitions, ceilings, lighting, power and making good.

Is there much office space to fit out in Bexley?

Less than in central London. London Plan Policy E1 names Croydon town centre as the strategic outer London office location, and Bexley has no business district on that scale. The office work here is suites above shops, small professional offices and offices within units in the industrial areas, and that is the scale of space we fit out.

What is the difference between Cat A and Cat B in a Bexley office?

Cat A is the landlord's base finish, with ceilings, lighting, heating and WCs in place but no tenant layout. Cat B is the tenant's fit-out on top: partitions, meeting rooms, a kitchenette, data coordination, extra power and finishes. A small suite may be let as a bare shell, so the tenant's scope then has to include some Cat A items as well.

Can an office above a Bexley shop be turned into flats without planning?

Not in a designated town centre. Class MA would otherwise allow a Class E building to become homes subject to prior approval, covering matters including natural light in every habitable room. Bexley's Article 4 Direction removed that right in its town centres from 10 December 2025, so planning permission is needed there. Elsewhere the owner or their agent checks the position first.

Does an office fit-out in Bexley need building control?

Often, yes. New partitions that affect escape routes, new WCs, and changes to lighting and heating bring non-domestic work under the Building Regulations. Bexley Council is the building control authority, and it needs at least 48 hours' notice before work starts on site. Your designer prepares the drawings and fire strategy, and we build to them.

Does a mezzanine office in a Bexley industrial unit need building regulations approval?

Yes. A mezzanine adds a floor, so it brings in structure, fire separation, means of escape and access under the Building Regulations. In Bexley a full plans application generally needs a construction specification and, where applicable, structural calculations for steel beams or other structural elements. A structural engineer designs the frame and your designer sets the fire strategy, and we build to both once Bexley Council has approved them.

What happens to an office fit-out at the end of the lease?

The reinstatement clause decides. The landlord can require partitions, cabling and ceilings you added to be removed and the space returned to its original state, and dilapidations are claimed for anything left undone. Designing the fit-out so it comes out cleanly, and keeping a record of what went in, keeps that exit simpler.

Can the office stay open while the fit-out is carried out?

Yes, with phasing. We split the floor into zones, move staff between them, and schedule the noisiest work for times agreed with you and the landlord, within Bexley's normal construction hours of 8am to 6pm on weekdays and 8am to 1pm on Saturday. Dust screens, protected routes and daily clean-downs keep the working part usable.

What duties does a business have under CDM on a Bexley fit-out?

The commercial client has duties of its own under the Construction (Design and Management) Regulations, known as CDM: allowing enough time and resources, passing on information about the building, and making sure welfare and a construction phase plan are in place. If the client does not appoint a principal designer and principal contractor where they are needed, the client carries those duties itself. Longer or larger projects must also be notified to the HSE before work starts, and that is the client's responsibility.
